Beshear makes appointments to boards and commissions

LEXINGTON (Sept. 22, 2014)–Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

  • Gay Dwyer, of Frankfort, is senior vice president of government affairs at the Kentucky Retail Federation. She represents the Kentucky Retail Federation. The appointment replaces Tod A. Griffin, whose term has expired.
  • James P. Higgins, of Crittenden, is a business agent at Plumbers and Pipefitters Local 392. He represents the Kentucky State Building and Construction Trades Council. The appointment replaces Robert R. Johnson, whose term has expired.
  • James W. Dunn, of Burgin, is retired. He represents the interest of low and moderate-income housing consumers. The appointment replaces Tyrone D. Tyra, whose term has expired.

The following were re-appointed to the board to serve for terms expiring July 31, 2018:

  • Russell E. Todd, of Elizabethtown, is a retired firefighter and fire instructor for the Kentucky Community and Technical College System. He represents the Kentucky Firefighters Association.
  • Robert Joseph Kirchdorfer, of Louisville, is a code official at Louisville Metro Government. He represents the Code Administrators Association of Kentucky.
  • Kevin R. Locke, of Midway, is an architect at Ross, Tarrant Architects. He represents Kentucky Society of Architects.
  • Gerry Brooks was appointed to the Reading Diagnostics and Intervention Grant Steering Committee to serve for a term expiring May 16, 2017. Brooks, of Lexington, is an elementary school principal for Fayette County Schools. He represents elementary school principals. The appointment replaces Sharla Six, whose term has expired.
  • Patrick R. Murphy was appointed to the Kentucky Workforce Investment Board to serve for the remainder of the unexpired term ending May 12, 2017. Murphy, of Louisville, is workforce development manager at UPS. He represents distributors. The appointment replaces Thomas W. Volta, who has resigned.

The following members were re-appointed to the Ashland Community and Technical College Nominating Commission:

  • J. Michael McCann, of Ashland, is an accountant at Bulk Plants Inc. and is designated as chair of the commission. McCann shall serve for a term expiring April 15, 2017.
  • Kathleen T. Setterman, of Ashland, is retired. Setterman shall serve for a term expiring April 15, 2018.

The following were appointed to the Juvenile Justice Advisory Board:

  • Samuel Marra, of Louisville is a supervisor at Bluegrass Training and Therapy Center. He represents current or former juvenile justice participants. The appointment replaces Saiyd Joyce, whose term has expired. Marra shall serve for a term expiring Sept. 15, 2018.
  • Larry R. Brock, of Richmond, is chief of police for the City of Richmond. He represents peace officers. The appointment replaces Randall Hensley, whose term has expired. Brock shall serve for a term expiring Sept. 15, 2018.
  • Emmaleigh B. Barnes, of Frankfort, is a revenue program officer for the Department of Revenue. She represents youth under 24. Barnes shall serve for a term expiring Sept. 15, 2018.
  • Michelle R. Kilgore, of Frankfort, is a program administrator at the Kentucky Department for Behavioral Health, Developmental and Intellectual Disabilities and represents the department. The appointment replaces Kari Collins, who resigned. Kilgore shall serve for the remainder of the unexpired term ending Sept. 15, 2015.
  • Bob D. Hayter, of Bowling Green, is commissioner of juvenile justice for the Commonwealth of Kentucky. He represents Department for Juvenile Justice. The appointment replaces A. Hasan Davis. Hayter shall serve for the remainder of the unexpired term ending Sept. 15, 2016.

The following were reappointed to the board to serve for terms expiring Sept. 15, 2018:

  • Kaye J. Templin, of Owingsville, is CEO and president emeritus at Gateway Children’s Services. She represents persons operating alternative detention programs for kids.
  • Amy Hale Milliken, of Bowling Green, is the Warren County attorney. She represents the County Attorneys Association.
  • Nancy K. Pfaadt, of Louisville, is coordinator of Kentucky Prevention Network, LifeSkills Inc. She represents youth advocates.
  • Robert E. Douglas, of Erlanger, is executive director of the Kentucky Crime Prevention Coalition. He represents private nonprofit organizations.
  • Chelsea L. Harl, of Elizabethtown, is a student. She represents youth under 24.
  • Kimber J. Heddens was appointed to the Kentucky Airport Zoning Commission to serve for a term ending Aug. 8, 2015. Heddens, of Henderson, is retired. The appointment replaces Ray F. Garman, who resigned.
  • Joseph B. Baxter was appointed to the Board of Certification of Wastewater System Operators to serve for a term expiring Aug. 31, 2017. Baxter, of Kenton Vale, is plant manager at Sanitation District 1. He represents certified operators.

The following were reappointed to the Kentucky Board of Licensed Professional Counselors to serve for a term expiring Sept. 23, 2018:

  • Martin C. Wesley, of Corbin, is a dean and professor at the University of the Cumberlands. He represents certified professional counselors.
  • Christopher A. Griffith, of Paintsville, is a counselor and supervisor at the Christian Appalachian Project. He represents certified professional counselors.

The following were appointed to the Institute for Aging to serve for a term expiring Sept. 1, 2018:

  • Julie A. Branham, of Brodhead, is a registered nurse at American Health Management. The appointment replaces Eugene H. Foster, whose term has expired.
  • Ronald “Ron” G. Bridges, of Louisville, is director of AARP Kentucky. The appointment replaces Tihisha M. Rawlins, whose term has expired.

The following members were reappointed to the institute:

  • Jane M. Thibault, of Prospect, is an assistant professor and clinical gerontologist at the University of Louisville. Thibault shall serve for a term expiring Sept. 1, 2017.
  • Peggy J. Roll, of Viper, is director of human services at Kentucky River Area Development District. Roll shall serve for a term expiring Sept. 1, 2018.
  • Patricia L. Collingsworth, of Salyersville, is retired. Collingsworth shall serve for a term expiring Sept. 1, 2018.

The following members were re-appointed to the Endow Kentucky Commission to serve for terms expiring Sept. 30, 2016:

  • Michael J. Hammons, of Park Hills, is an executive at the non-profit Kentucky Philanthropy Imitative. He represents Northern Kentucky/Greater Cincinnati Foundation.
  • Wynn L. Radford III, of Hopkinsville, is an agent at Higgins Insurance. He represents Community Foundations of Christian, Todd and Trigg Counties.
  • Anthony “Tony” Watkins, of Benton, is CEO of the Community Foundation of West Kentucky Inc. and represents the foundation.
  • Jiten S. Shah, of Owensboro, is executive director of Green River Area Development District and represents the district.
  • Gerry F. Roll, of Busy, is executive director of Foundation for Appalachian Kentucky and represents the Community Foundation of Hazard and Perry County.
  • Mark A. Campisano, of Prospect, is assistant director at Atlas Brown. He represents the Community Foundation of Louisville.
  • Arthur Salomon, of Lexington, is a self-employed financial planner. He represents the Bluegrass Community Foundation.
  • Jennifer L. Wethington, of Bowling Green, is executive director of the Community Foundation of South Central Kentucky. She represents citizens at large.
  • Davette B. Swiney, of Elizabethtown, is vice president at Central Kentucky Community Foundation.
  • Michael W. Hobbs, of Ashland, is an attorney at McKenzie, Woolery & Webb PSC. He represents the Tri-State Community Foundation.

The following members were appointed to the Child Sexual Abuse and Exploitation Prevention Board:

  • Laken R. Gilbert, of Wallingford, is a law student. The appointment replaces Angela Mullins, whose term has expired. Gilbert shall serve for a term expiring Sept. 20, 2017.
  • Dwayne F. Depp, of Frankfort, is a Parole Board member for the Commonwealth of Kentucky. The appointment replaces Jennifer A. Moore, who has resigned. Depp shall serve for the remainder of the unexpired term ending Sept. 20, 2015.
  • Sandra Dattilo, of Louisville, is a medical social worker at KentuckyOne Health. The appointment replaces Jill Seyfred, who has resigned. Dattilo shall serve for the remainder of the unexpired term ending Sept. 20, 2015.

The following members have been re-appointed to the board to serve for terms expiring Sept. 20, 2017:

  • Ginger B. Crumbo, of Crestwood, is a psychologist.
  • Rene B. Heinrich, of Highland Heights, is an attorney.
  • Charles Buddeke has been appointed as a member of the Kentucky Public Transportation Infrastructure Authority, to serve for a term expiring Oct. 1, 2017. Buddeke, of Prospect, is president and owner, Buddeke Industries. The appointment, representing citizens at large, replaces Larry D. Sanderson, whose term has expired.
