Governor makes appointments to boards and commissions

FRANKFORT, Ky. (Oct. 20, 2014) – Gov. Steve Beshear has made appointments to Kentucky boards and commissions.

Appointed to the Kentucky Occupational Safety and Health Standards Board to serve for terms expiring June 23, 2017:

  • Neil H. McElroy, of Louisville, is a business manager at Brown-Forman. He represents industry. He replaces Vaughn R. Plummer, whose term has expired.
  • Shea S. Lowe, of Murray, is a farmer at Lowe Farms. She represents agriculture. The appointment replaces Patsy A. Poore, whose term has expired.
  • Barry K. Holder, of Frankfort, is retired. He represents safety and health. He replaces Michael E. Neason, whose term has expired.
  • Howard “Butch” Collins, of Union, is manager of safety and security at Gallatin Steel Company. He represents industry. He replaces Diane Snow, whose term has expired.

Reappointed the Kentucky Occupational Safety and Health Standards Board, to serve for terms expiring June 23, 2017:

  • Donna S. Haynes, of Philpot, is a control room operator at Western Kentucky Energy. She represents labor.
  • Randy K. Chrisman, of Lawrenceburg, is a retired fire department major. He represents agriculture.
  • Van Mitchell, of Dunmor, is a safety and security team leader at Logan Aluminum Inc. He represents industry.
  • Steven M. Stone, of Louisville, is a UAW bargaining chairperson at Ford Motor Co. He represents labor.
  • Michelle Barnett, of Cynthiana, is a dress shop owner and a Harrison County Farm Bureau director. She represents agriculture.
  • Ron L. Lynch, of Shepherdsville, is business manager at Iron Workers Local 70. He represents labor.
  • Donna M. Ringo, of Louisville, is an industrial hygienist and president at DMR & Associates. She represents safety and health.
  • David Thomas Hart, of Paducah, is a safety specialist at Air Products and Chemicals. He represents safety and health.

Reappointed to the Consumers’ Advisory Council to serve for terms expiring Sept. 8, 2017:

  • Joanne Bankston, of Louisville, is an extension specialist for family with the Cooperative Extension Program.
  • Daniel R. Brenyo, of Versailles, is a business consultant for the Capital Plaza Hotel.
  • Jerome L. Price, of Louisville, is recording secretary for Local 761, IUE-CWA.
  •  Daniel L. Modlin, of Bowling Green, is a songwriter.

Appointed to the Kentucky Board of Licensure for Private Investigators:

  • Billy Ray Coursey, of Eddyville, is a professional licensed investigator with KTMI Inc., and represents private investigators. He shall serve for a term expiring Aug. 15, 2015. The appointment replaces John L. Logdon, whose term has expired
  • Laura S. Crittenden, of Lexington, is an attorney with the Office of the Attorney General and represents the attorney general. The appointment replaces Nicole Pang, whose term has expired. Crittenden shall serve for a term expiring Aug. 15, 2016.
  • Georgetown Police Chief Michael D. Bosse, of Nicholasville, represents police officers of the rank of captain or above. Chief Bosse shall serve for a term expiring Aug. 15, 2016. The appointment replaces Tracy J. Watwood, whose term has expired.
  • Shelby County Sheriff Mike L. Armstrong, of Bagdad, represents county sheriffs. The appointment replaces Pat Melton, whose term has expired. Sheriff Armstrong shall serve for a term expiring Aug. 15, 2016.

Reappointed the Kentucky Board of Licensure for Private Investigators to serve for a term expiring Aug. 15, 2016.

  • Ronald D. Carroll, of Louisville, is a private investigator. He represents private investigators.
  • Ray L. Lang Jr., of Louisville is a private investigator with Lang Investigations LLC. He represents private investigators.
  • Janice Wyatt-Ross, of Lexington, is an adjunct professor at Asbury University. She represents citizens at large.

Appointed to the Kentucky Board of Emergency Medical Services:

  • Todd Early, of Louisville, is Oldham County EMS Director. He represents private licensed Class 1 ground ambulance service administrator who is a certified emergency medical technician or a licensed paramedic. The appointment replaces Terry L. Dossett, whose term has expired. Early shall serve for a term expiring Sept. 19, 2018.
  • Philip R. Dietz, of Fort Mitchell, is a firefighter and paramedic for the Independence and Newport fire departments. He represents fire-service based licensed Class 1 ground ambulance service administrator. The appointment replaces Michael E. Gribbin, whose term has expired. Dietz shall serve for a term expiring Sept. 19, 2018.
  • Carlos B. Coyle, of Richmond, is a paramedic and assistant director at Madison County EMS. He represents paramedics. The appointment replaces James L. Conley, whose term has expired. Coyle shall serve for a term expiring Sept. 19, 2018.
  • Nancye C. Davis, of Richmond, is a nurse and EMS professor at Eastern Kentucky University, and represents EMS educators. The appointment replaces Mary A. Kleber, who resigned. Davis shall serve for the remainder of the unexpired term ending Sept. 19, 2016.

Reappointed to the Kentucky Board of Emergency Medical Services:to serve for terms expiring Sept. 19, 2018:

  • Joe D. Bradshaw, of Barbourville, is program director for Air Evac Life Team. He represents licensed air ambulance service administrators or paramedics for a licensed air ambulance service headquartered in Kentucky.
  • James C. Duke, of Beaver Dam, is owner of Com-Care Inc. He represents advanced life support government operated ambulance service administrator.
  • Joseph A. Iocono, of Lexington, is a pediatric surgeon at the University of Kentucky and represents physicians licensed in Kentucky who are routinely involved in the emergency care of ill and injured children.

Appointed to the Veterans’ Program Trust Fund Board of Directors.

  • David C. Jarrett, of Elizabethtown, is retired. He represents Disabled American Veterans. The appointment replaces Bobby Hazen. Jarrett shall serve for the remainder of the unexpired term ending July 15, 2016.

Appointed to the Kentucky Board for Medical Imaging and Radiation Therapy, effective Nov. 1, 2014, to serve for terms expiring Oct. 31, 2018:

  • Steven M. Wells, of Waco, is director of radiology at Baptist Health Richmond.. He represents licensed radiographers whose primary work responsibilities are related to general radiography. He replaces Ellis W. Blanton, who term has expired.
  • Betty J. Brown, of Paducah, is a diagnostic imaging supervisor at Baptist Health Paducah. She represents licensed radiographers with a post-primary certification and whose primary work responsibilities are related to that post-primary certification. The appointment replaces Rebecca R. Baker, whose term has expired

Reappointed to the Kentucky Board for Medical Imaging and Radiation Therapy, effective Nov. 1, to serve for a term expiring Oct. 31, 2018:

  • Carol Marie Scherbak, of Versailles, is an assistant professor and chair of the Radiation Therapy Department at St. Catharine College. She represents licensed radiation therapists.

Reappointed to the Kentucky Heritage Council to serve for terms expiring Aug. 6, 2018:

  • Norma G. Rapier, of Bardstown, is a real estate broker and owner of Demaree & Hubbard Realty
  • Brenda P. McClanahan, of Lexington, is a retired interior designer and project manager.
  • Betsy R. Kuster, of Paris, is a farmer.

Appointed to the Tourism Development Finance Authority for an unexpired term ending Jan. 31, 2016.

  • Kay A. Berggren, of Danville, is president of the Kentucky Travel Industry Association. The appointment replaces James Browder, who resigned.

Appointed to the Kentucky Commission on Human Rights to serve for a term ending Sept. 12, 2015.

  • Danny Anthony Everett, of Lexington, is a Methodist clergyman. He represents the state at large. The appointment replaces Mildred H. Diehl.

Appointed to the Kentucky State Advisory Panel for Exceptional Children to serve for terms expiring Aug. 8, 2017:

  • Brian T. Lovell, of Sturgis, is employed by Union County Public Schools. He represents parents. The appointment replaces DeAnna L. Brangers, whose term has expired.
  • Margaret E. Bausch, of Lexington, is a University of Kentucky professor and represents faculty from higher education. The appointment replaces Marinell C. Brown, whose term has expired.

Reappointed to the Kentucky State Advisory Panel for Exceptional Children to serve for terms expiring Aug. 8, 2017:

  • Randy L. McCallon, of Murray, is principal at Calloway County High School. He represents state and local education officials.
  • Ryan Beard, of Dunnville, is a high school teacher employed by the Casey County Board of Education. He represents educators.
  • Barry W. Goley, of Bowling Green, is director of special education for the Logan County Board of Education. He represents parents.
  • Ronnie Nolan, of Lexington, is director at the Kentucky Educational Collaborative for State Agency Children, Eastern Kentucky University. He represents state and local education officials.

Appointed to the Apprenticeship and Training Council to serve for terms expiring Dec. 31, 2018:

  • Angie L. College, of Lexington, is operations manager for Adecco and represents members at large.
  • Michael L. Dixon, of Rush, is retired from the Kentucky Department of Labor and represents members at large.
  • Patricia A. Osborne, of Owensboro, is vice president of business development for the Greater Owensboro Economic Development Corp. She represents members at large.

Reappointed to the Financial Institutions Board to serve for terms expiring Oct. 10, 2018:

  • Jerry D. Pyle, of Crofton, is president of Hometown Finance Co. Inc. He represents consumer finance or industrial loan industry.
  • Karen C. Harbin, of Frankfort, is president and CEO of Commonwealth Credit Union. She represents the credit union industry.

Appointed to the Kentucky Bicycle and Bikeway Commission, effective Oct. 21, 2014, to serve for a term expiring Oct. 20, 2018:

  • Vincent B. Carman, of Radcliff, is a computer systems analyst. He replaces Helen T. Siewers, whose term has expired.

Reappointed to the Kentucky Bicycle and Bikeway Commission, effective Oct. 21, 2014,  for terms expiring Oct. 20, 2018:

  • Jason N. Ramler, of Edgewood, is a highway engineer for URS Corp.
  • William T. Gorton, of Lexington is an attorney at Stites & Harbison.
