Gov. Beshear makes appointments to boards and commissions

Appointments announced on Friday afternoon

FRANKFORT, Ky. (March 13, 2015) — Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

Appointed to a pool to serve on the Finance and Administration Engineering or Engineering-Related Services Selection Committee:

  • William “Chip” Eskridge Jr., of Louisville, is a principal engineer and technology manager with Jacobs Engineering.
  • James M. Shipp, of Mount Sterling, is a professional engineer employed part-time by East Kentucky Power Cooperative Inc.
  • William R. Scalf, of Louisville, is a department head and civil engineer employed by the City of Frankfort Sewer Department.

Appointed to the Breast Cancer Advisory Committee, to serve for terms expiring July 1, 2018:

  • Linda B. Roach, of Lexington, is a horse farm owner. She represents the Kentucky Commission on Women. The appointment replaces Eleanor Jordan, whose term has expired.
  • Edna Campbell, of Louisville, is retired. She represents breast cancer survivors. The appointment replaces Ann Marchal, who is deceased.
  • Beverly B. McCombs, of LaGrange, is retired. She represents breast cancer survivors. The appointment replaces Barbara H. Vonderheide, whose term has expired.

Reppointed to the Breast Cancer Advisory Committee, to serve for terms expiring July 1, 2018:

  • Doris F. Rosenbaum, of Lexington, is a volunteer. She represents breast cancer survivors.
  • Elizabeth Anne Amin, of Louisville, is a retired radiologist. She represents radiologists.

Appointed as a member of the Kentucky Tobacco Research Board to serve for a term expiring July 15, 2016.

  • Charles M. Tackett II, of Georgetown, is a farmer and tobacco warehouse operator. He replaces Paige S. Short, whose term has expired.

Appointed as a member of the Juvenile Justice Advisory Board, to serve for a term ending Sept. 15, 2017.

  • David Wickersham, of Richmond, is a policy adviser for the Kentucky Department of Education. He represents employees of the Department of Education. The appointment replaces Elizabeth G. Taylor, who resigned. Wickersham shall serve for the remainder of the unexpired term.

Appointed as a member of the Local Distribution Fund Oversight Committee, to serve for a term ending Jan. 1, 2018.

  • Keith Davis, of Mount Washington, is superintendent for Bullitt County Public Schools. He represents the Kentucky Association of School Superintendents. The appointment replaces Nora Ruth Hatton, who resigned. Davis shall serve for the remainder of the unexpired term.

Appointed as a member of the Kentucky Board of Housing, Buildings and Construction.

  • Geoffrey M. White, of Louisville, is an attorney with Frost Brown Todd LLC. He represents citizens at large. White replaces Jim A. Jackson, who resigned. White shall serve for the remainder of the unexpired term ending July 31, 2016.

Appointed as a member of the Tennessee-Tombigbee Waterway Development Authority.

  • Joe Ernest Ellis, of Benton, is an optometrist. Ellis shall serve as the Governor’s alternate.

Appointed as a member of the Kentucky Early Childhood Advisory Council.

  • Kathryn F. Whitmore, of Louisville, is a professor of early childhood education at the University of Louisville. The appointment replaces LaQuandra S. Nesbitt, who resigned. Whitmore shall serve for the remainder of the unexpired term ending June 30, 2016

Appointed as a member of the Kentucky State Advisory Panel for Exceptional Children.

  • Amy S. Folker, of Frankfort, is an insurance policy analyst for the Kentucky Department of Insurance. She represents parents. The appointment replaces Wendy A. Everly, who resigned. Folker shall serve for the remainder of the unexpired term ending Aug. 8, 2015.

Appointed as a member of the Kentucky State Advisory Council on Libraries, to serve for a term expiring Dec. 17, 2018.

  • Elaine A. Wilson, of Somerset, is employed by Somerset Community College. Wilson represents special libraries. The appointment replaces Mary C. Congleton, whose term has expired.

Appointed as members of the State Advisory Council on Libraries, to serve for terms expiring Dec. 17, 2018:

  • Paul M. Poland, of Georgetown, is semiretired from Poland Insurance Agency Inc. He represents library users.
  • Carol M. Mitchell, of Mount Olivet, is director of the Robertson County Public Library. She represents public libraries.
  • William H. Wilson, of Lexington, is associate vice president for external relations at Kentucky State University. He represents library users.
  • John Christopher “JC” Morgan, of Cold Spring, is library director at the Campbell County Public Library. He represents public libraries.
  • William H. Hansen, of Irvington, is a library consultant. He represents special libraries.
  • Terry D. Buckner, of Lexington, is a librarian and professor at Bluegrass Community and Technical College. Buckner represents institutional libraries.

Appointed as members of the Kentucky Public Employees Deferred Compensation Authority Board of Directors, to serve for terms expiring Jan. 16, 2019:

  • Denny Nunnelley, of Versailles, is executive director and CEO of the Kentucky Association of Counties. The appointment replaces Stephen E. Gilmore, whose term has expired. Nunnelley represents non-state government employers.
  • Kevin Wayne Weaver, of Lexington, is an attorney and managing member at Sturgill, Turner, Barker & Moloney. He represents at large members. The appointment replaces Allison N. Amon, whose term has expired.

Appointed to the authority, to serve for terms expiring Jan. 16, 2019:

  • Stephen G. Mullins, of Louisville, works in investment client services and marketing for Mainstream Investment Advisers LLC. He represents investment or banking.
  • William E. Feltner, of Georgetown, is a banker. He represents at large members.

Reappointed as a member of the Kentucky Board of Speech-Language Pathology and Audiology to serve for a term expiring March 6, 2018.

  • George O. Purvis, of LaGrange, is an audiologist at the Department of Veterans Affairs Medical Center. He represents audiologists.
