Gov. Bevin makes appointments to Kentucky Agency for Substance Abuse Policy

FRANKFORT, Ky. (Jan. 24, 2017) — Gov. Matt Bevin has appointments to the Kentucky Agency for Substance Abuse Policy (KY-ASAP).

Appointments:

  • Terona Cobble-Johnson, of Lexington, is the Youth Services Center director at Fayette County Public Schools Board of Education. Cobble-Johnson will serve for a term expiring Sept. 20, 2020. She will represent the Kentucky Family Resource Youth Services Coalition.
  • Phyllis Helen Millspaugh, of Winchester, is a branch manager at the Department of Behavioral Health, Developmental and Intellectual Disabilities (DBHDID). Millspaugh will serve for a term expiring Sept. 20, 2020. She will represent DBHDID.
  • Lola Patterson Watts, of Leburn, is the Appalachian Scholars Program School-Based coordinator at Hindman Settlement School. Watts will serve for a term expiring Sept. 20, 2020. She will represent private community-based organizations with experience in programs involving smoking cessation and prevention or alcohol/substance abuse prevention and treatment.
  • Ronald J. Rice, of Maysville, is police chief for the City of Maysville. Rice will serve for a term expiring Sept. 20, 2020. He will represent local tobacco addiction and substance abuse advisory and coordination boards.
  • Jeffrey S. Jones, of Philpot, is the Daviess County coroner. Jones will serve for a term expiring Sept. 20, 2020. He will represent local tobacco addiction and substance abuse advisory and coordination boards.
  • David H. Sloane, of Georgetown, is a paramedic/field training Officer for Baptist Health/Oldham County EMS. Sloane will serve for a term expiring Sept. 20, 2020. He will represent the Kentucky Heart Association.
  • Steven Barry Bing, of Frankfort, is the executive director of Kentucky Health Departments Association and the Kentucky Public Health Association. Bing will serve for a term expiring Sept. 20, 2020. He will represent the Kentucky Health Departments Association.
  • Steve J. Shannon, of Lexington, is the executive director of the Kentucky Association of Regional Programs. Shannon will serve for a term expiring Sept. 20, 2020. He will represent the Kentucky Association of Regional Programs.
  • Heather Leigh Wehrheim, of Shelbyville, is advocacy director for the American Lung Association. Wehrheim will serve for a term expiring Sept. 20, 2020. She will represent the Kentucky Lung Association.
  • Timothy Cesario, of London, is director of Substance Abuse Services for Cumberland River Behavioral Health. Cesario will serve for a term expiring Sept. 20, 2020. He will represent private community-based organizations with experience in programs involving smoking cessation and prevention or alcohol/substance abuse prevention and treatment.

KY-ASAP was created to oversee the activities of the KY-ASAP program within the Office of Drug Control Policy. KY-ASAP was created in 2000 by the General Assembly to promote the reduction of alcohol, tobacco and other drug use in Kentucky by working with communities to help them identify existing needs and resources.
