Lesley Bilby appointed deputy secretary of Kentucky Personnel Cabinet

FRANKFORT, Ky. (June 26, 2018) — Lesley Bilby has been appointed deputy secretary of the Kentucky Personnel Cabinet, Secretary Thomas B. Stephens announced Tuesday. For the past 2½ years, Bilby has served as general counsel for the Personnel Cabinet, overseeing the cabinet‘s legal operations and providing guidance to state agencies.

“Lesley Bilby brings a wealth of knowledge to the position of deputy secretary. Her legal and operational experience with the Personnel Cabinet will further enhance operations,” Secretary Stephens said. “We are fortunate to have her in this expanded role.”

Bilby stated, “Thank you to Governor Bevin and Secretary Stephens for this incredible opportunity to serve. The Personnel Cabinet is a special place, and I look forward to furthering our mission of making our state a great place to work.”

Bilby is an attorney with a background in employment law and civil litigation. She is a graduate of Centre College and the University of Kentucky College of Law. She also holds an M.Phil. in International Relations from the University of Cambridge.

Prior to law school, Bilby worked for the office of U.S. Rep. Ed Whitfield. After law school, Bilby served as a law clerk for the U.S. District Court for the Eastern District of Kentucky and later as a law clerk for the U.S. Court of Appeals for the Sixth Circuit. She then worked in private practice in Louisville before joining the Personnel Cabinet.
