Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:

Matthew Cole has been appointed as a member of the Motorcycle Safety Education Commission.

  • Matthew Cole, of Versailles, is the director of driver licensing for the Kentucky Transportation Cabinet (KYTC). He will represent the KYTC and serve for a term expiring June 30, 2019.

The Motorcycle Safety Education Commission is comprised of seven gubernatorial appointees. The Commission works to foster the growth and development of Kentucky’s motorcycle safety and education program.

Leon H. Heaton, Kristi Kay Elrod, and Billy Curtis Noble have been appointed as members of the Kentucky Board of Alcohol and Drug Counselors.

  • Leon H. Heaton, of Frenchburg, is the director of outpatient care for Addiction Recovery Care. He will represent alcohol and drug counselors and serve for a term expiring July 16, 2022.
  • Kristi Kay Elrod, of Happy, is a substance abuse therapist for New Age Vitality. She will represent alcohol and drug counselors and serve for a term expiring July 16, 2022.
  • Billy Curtis Noble, of Salt Lick, is the director of residential services for Addiction Recovery Care. He will represent alcohol and drug counselors and serve for a term expiring July 16, 2020.

The Kentucky Board of Alcohol and Drug Counselors administers and enforces the statutory authority as well as monitors the needs of the consuming public. The Board examines and certifies all eligible candidates for entry into the profession of Alcohol and Drug Counseling. It recommends appropriate changes in the law to assure fairness and equality.

Dr. James Richard McCormick has been appointed as a member of the Board of Respiratory Care.

  • Dr. James Richard McCormick, of Lexington, is a professor of medicine for the University of Kentucky Medical Center. He will represent pulmonologists and serve for a term expiring Oct. 31, 2020.

The Board of Respiratory Care consists of seven gubernatorial appointees. It is in charge of regulating respiratory care licenses and ensuring all licensed respiratory care practitioners in Kentucky practice within the state’s code of conduct.

Don Irvin Tharpe has been appointed as a member of the Judicial Conduct Commission.

  • Don Irvin Tharpe, of Nicholasville, is a retired non-profit association executive. He will serve for a term expiring Jan. 1, 2020.

The Governor appoints two members to the Judicial Conduct Commission. The Judicial Conduct Commission is the only entity authorized under the Kentucky Constitution to take disciplinary action against a sitting Kentucky judge. The Commission investigates and reviews complaints against judges and, when warranted, conducts hearings regarding the alleged misconduct where evidence is presented.

Brig. Gen. Steven Bullard and Brenda Gluck have been appointed as members of the Advisory Board for Veterans’ Affairs.

  • Brig. Gen. Steven Bullard, of Crestwood, is the director of administrative services and legislative liaison for the Kentucky Department of Military Affairs. He will represent veterans and serve for a term expiring Sept. 25, 2021.
  • Brenda Gluck, of Foster, is a veteran, homeschooling mother and wife of a 24-year Navy veteran. She will represent veterans and serve for a term expiring May 10, 2021.

The Advisory Board for Veterans’ Affairs advises the Governor, the General Assembly and the Commissioner of the Kentucky Department of Veterans Affairs on matters relating to veterans and the administration of veterans services programs.
