Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky.  Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Judy Tate Blackwell has been appointed as Magistrate for the Fifth District of Marion County.

  • Judy Tate Blackwell, of Lebanon, is a realtor. She will serve until the position is filled in accordance with the results of the November 2019 general election, pursuant to the provisions of Section 152 of the Kentucky Constitution. 

Kerri Lee Hensley has been appointed as a member of the Kentucky Board of Licensure for Professional Art Therapists.

  • Kerri Lee Hensley, of Richmond, is a local government tourism director. She will represent the public at-large and serve for a term expiring July 15, 2022.

The Kentucky Board for Licensure for Professional Art Therapists administers and enforces the statutory authority and monitors the needs of the consuming public. The Board examines and licenses all eligible candidates for entry into the profession of art therapy. It recommends appropriate changes in the law to assure fairness and equality. 

Christopher Robert Gephart has been appointed as a member of the State Board of Licensure for Professional Engineers and Land Surveyors.

  • Christopher Robert Gephart, of Ft. Wright, is a land surveyor. He will represent land surveyors and serve for a term expiring Jan. 1, 2023.

The State Board of Licensure for Professional Engineers and Land Surveyors regulates and controls the licensing and conduct of engineers and land surveyors within the Commonwealth of Kentucky. 

Christina Marraccini, Anne Marie Raispis, Jessica Hart, Lauren Thomas and Elizabeth Schumacher have been appointed as members of the Kentucky Early Intervention System Interagency Coordinating Council.

  • Christina Marraccini, of Frankfort, is an internal policy analyst. She will represent parents of a child with a disability and serve for a term expiring April 20, 2022; and
  • Anne Marie Raispis, of Crescent Springs, is a physical therapist. She will represent public/private providers and serve for a term expiring April 20, 2020; and
  • Jessica Hart, of Richmond, is an early childhood consultant and trainer. She will represent public/private providers and serve for a term expiring April 20, 2020; and
  • Lauren Thomas, of Louisville, is a physical therapist. She will represent public/private providers and serve for a term expiring April 20, 2022; and
  • Elizabeth Schumacher, of Louisville, is a psychologist. She will represent public and private providers and serve for a term expiring April 20, 2022.

The Kentucky Early Intervention System Interagency Coordinating Council advises the Cabinet for Health and Family Services on the development and implementation of the Kentucky Early Intervention System with the goal to maximize the potential of infants and toddlers having, or at risk of having, developmental delays.

 Lee Scott Lingo and Christopher Skates have been appointed as members of the Center for Pollution Prevention Board of Directors.

  • Lee Scott Lingo, of Madisonville, is a manager. He will represent the industrial community and serve for a term expiring July 15, 2021; and
  • Christopher Skates, of Lawrenceburg, is a communications advisor. He will represent members at-large and serve for a term expiring July 15, 2021.

The Center for Pollution Prevention Board of Directors governs the Center for Pollution Prevention.

 Jeffery Douglas Morgan has been appointed as a member of the Kentucky Fish and Wildlife Resources Commission.

  • Jeffery Douglas Morgan, of Morehead, is retired. He will represent the 8th Fish and Wildlife District and serve for a term expiring Aug. 13, 2022.

The Kentucky Fish and Wildlife Resources Commission is responsible for the conservation of wildlife resources and for boating projects in the state.

 Brent Edward O’Neill has been appointed as a member of the Kentucky Infrastructure Authority.

  • Brent Edward O’Neill, of Lexington, is a director of engineering. He will represent for-profit private water companies and serve for a term expiring June 30, 2019.

The Kentucky Infrastructure Authority provides financial help through grants and loan assistance to communities for water and wastewater needs.

Brent Edward O’Neill has been appointed as a member of the Kentucky River Authority.

  • Brent Edward O’Neill, of Lexington, is a director of engineering. He will represent residents residing in a county adjacent to the main stem of the Kentucky River and serve for a term expiring Sept. 18, 2021.

The Kentucky River Authority develops comprehensive plans for the management of the Kentucky River basin, including long-range water supply, drought response and groundwater protection plans. The Authority also develops recreational areas and adopts regulations to improve and coordinate water resource activities within the basin.

Teresa Rena Nicholas and Stephen D. Trimble have been appointed as members of the School Curriculum, Assessment and Accountability Council.

  • Teresa Rena Nicholas, of Somerset, is an educator. She will represent school district assessment coordinators and serve for a term expiring June 30, 2021; and
  • Stephen D. Trimble, of Ashland, is an educator. He will represent career and technical programs and serve for a term expiring June 30, 2020.

The School Curriculum, Assessment and Accountability Council advises the Legislative Research Commission and the Kentucky Board of Education on all issues related to setting academic standards and school assessment and accountability. The Council studies, reviews and makes recommendations concerning Kentucky’s system of setting academic standards, assessing learning, holding schools accountable for learning and assisting schools to improve their performances.

Juanita Ann Schick, Rick Baumgardner and Thomas Summers have been appointed as members of the Elizabethtown Community and Technical College Nominating Commission.

  • Juanita Ann Schick, of Custer, is a homemaker. She will serve for a term expiring April 15, 2023; and
  • Rick Baumgardner, of Glendale, is a real estate consultant. He will serve for a term expiring April 15, 2022; and
  • Thomas Summers, of Vine Grove, works in the Governor’s Office of Constituent Services. He will serve for a term expiring April 15, 2022.

The Elizabethtown Community and Technical College Nominating Commission is responsible for submitting a list of qualified applicants to the Governor when a vacancy occurs on the college’s Board of Directors.

Timothy Lutz has been appointed as a member of the Henderson Community College Nominating Commission.

  • Timothy Lutz, of Henderson, is retired. He will serve for a term expiring April 15, 2021.

The Henderson Community College Nominating Commission is responsible for submitting a list of qualified applicants to the Governor when a vacancy occurs on the college’s Board of Directors.
