FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:
Joe L. Cowan, Ian Rosser, Cynthia Elliott, Christopher White, Todd Stephens, Philip Donahue, Necholyia Write, David Allgood, Matthew Davis, Kelly Knoop, Tyler Levy, Susan Farra, Amy Luttrell, Carla Ruschival, Mary Catherine Jackson, Theresa Thomas, Lynn Florence, Dana Elbert, and Cora McNabb have been appointed as members of the Statewide Advisory Council for Vocational Rehabilitation.
- Joe L. Cowan, of Monticello, is an instructional specialist. He will represent the Statewide Independent Living Council and serve for a term expiring June 27, 2021; and
- Ian Rosser, of Lexington, is an outreach specialist. He will represent a parent training and information center and serve for a term expiring June 27, 2020; and
- Cynthia Elliott, of Frankfort, is an attorney. She will represent the Client Assistance Program and serve for a term expiring June 27, 2020; and
- Christopher White, of LaGrange, is a career coach. He will represent community rehabilitation programs and serve for a term expiring June 27, 2022; and
- Todd Stephens, of Ashland, is a self-employed certified vendor. He will represent business, industry, and labor and serve for a term expiring June 27, 2022; and
- Philip Donahue, of Elizabethtown, is a program manager. He will represent business, industry, and labor and serve for a term expiring June 27, 2022; and
- Necholyia Write, of Louisville, is a registered nurse. She will represent business, industry, and labor and serve for a term expiring June 27, 2022; and
- David Allgood, of Louisville, is a director of advocacy. He will represent business, industry, and labor and serve for a term expiring June 27, 2022; and
- Matthew Davis, of Bowling Green, is a university administrator. He will represent individuals with disabilities and serve for a term expiring June 27, 2021; and
- Kelley Knoop, of Louisville, is a disability professional. She will represent individuals with disabilities who have difficulty representing themselves and serve for a term expiring June 27, 2021; and
- Tyler Levy, of Louisville, is an advocate for persons with disability. He will represent consumers of vocational rehabilitation services and serve for a term expiring June 27, 2020; and
- Susan Farra, of Frankfort, is an exceptional children consultant. She will represent a state educational agency and serve for a term expiring June 27, 2020; and
- Amy Luttrell, of Louisville, is a nonprofit executive. She will represent the Kentucky Workforce Investment Board and serve for a term expiring June 27, 2020; and
- Carla Ruschival, of Louisville, is retired. She will represent the Kentucky Council of the Blind and serve for a term expiring June 27, 2022; and
- Mary Catherine Jackson, of Louisville, is retired. She will represent the National Federation of the Blind and serve for a term expiring June 27, 2022; and
- Theresa Thomas, of Lexington, is a nonprofit manager. She will represent the Bluegrass Council of the Blind and serve for a term expiring June 27, 2022; and
- Lynn Florence, of Louisville, is a Kentucky Business Enterprises vendor. She will represent the Committee of Blind Vendors and serve for a term expiring June 27, 2020; and
- Dana Elbert, of Lexington, is a vocational rehabilitation counselor. She will represent vocational rehabilitation counselors and serve for a term expiring June 27, 2021; and
- Cora McNabb, of Frankfort, is executive director of the Office of Vocational Rehabilitation. She will represent the Office of Vocational Rehabilitation and serve by virtue of her office.
The Statewide Advisory Council for Vocational Rehabilitation reviews, analyzes, and advises the Office of Vocational Rehabilitation on setting standards and the ability to assist Kentuckians with disabilities to achieve suitable employment and independence.
Anne-Tyler Morgan and John Dadds have been appointed as members of the Advisory Council for Medical Assistance.
- Anne-Tyler Morgan, of Lexington, is an attorney. She will represent consumer advocacy groups and serve for a term expiring April 15, 2020; and
- John Dadds, of Louisville, is a CFO. He will represent the Kentucky Association of Homes and Services for the Aging and serve for a term expiring April 15, 2020.
The Advisory Council for Medical Assistance is made up of 18 members, 17 of which are gubernatorial appointees. The Council advises the Secretary of the Cabinet for Health and Family Services and the Commissioner for Medicaid services on the administration and operation of the Medical Assistance Program.
Stephanie Raglin Midway and Timothy Cesario have been appointed as members of the Kentucky Board of Alcohol and Drug Counselors.
- Stephanie Raglin, of Midway, is a licensed clinical alcohol and drug counselor. She will represent alcohol and drug counselors and serve for a term expiring July 16, 2023; and
- Timothy Cesario, of London, is a director of substance abuse services. He will represent alcohol and drug counselors and serve for a term expiring July 16, 2023.
The Kentucky Board of Alcohol and Drug Counselors administers and enforces the statutory authority, as well as monitors the needs of the consuming public. The Board examines and certifies all eligible candidates for entry into the profession of Alcohol and Drug Counseling.
Mary Rose Evans has been appointed as a member of the Louisville and Jefferson County Air Board of Directors.
- Mary Rose Evans, of Louisville, is retired. She will represent the neighborhood association executive board and serve for a term expiring July 15, 2022.
The Louisville and Jefferson County Air Board of Directors sets policy, approves the budget and hires the executive director, who serves as the organization’s chief executive officer.
Rhonda Aline Perry has been appointed as a member of the Kentucky Emergency Response Commission.
- Rhonda Aline Perry, of Louisville, is an aircraft maintenance safety specialist. She will represent persons with technical expertise in the emergency response field and serve for a term expiring April 17, 2020.
The Kentucky Emergency Response Commission develops policies related to the response of state and local governments to releases of hazardous substances and developing standards of planning for these events. It also develops reporting requirements for those who manufacture, use, transfer or store these substances. The Commission provides information to the public concerning hazardous substances within the communities, develops training requirements and establishes requirements for local governments and covered facilities to exercise plans related to hazardous substance response.
Annette C. Walters and Lisa Ann McCane have been appointed as members of the Maysville Community & Technical College Board of Directors.
- Annette C. Walters, of Ewing, is retired. She will serve for a term expiring Sept. 22, 2024; and
- Lisa Ann McCane, of Maysville, is a school superintendent. She will serve for a term expiring Sept. 22, 2024.
The members of the Maysville Community and Technical College Board of Directors is responsible for adopting and implementing an annual budget, approving budget requests, and evaluating the functions of the school and the school’s staff.
Leigh Tribble Durden, and Richard Ryan Nelson have been appointed as members of the Hopkinsville Community College Board of Directors
- Leigh Tribble Durden, of Hopkinsville, is a banker. She will serve for a term expiring Sept. 2, 2023; and
- Richard Ryan Nelson, of Cadiz, is an executive director. He will serve for a term expiring Sept. 2, 2024.
The Hopkinsville Community and Technical College Board of Directors is responsible for adopting and implementing an annual budget, approving budget requests, and evaluating the functions of the school and the school’s staff.
