Western Kentucky Navigation Inc. has filed papers with the state informing it of the company’s plans to end operations in early March. The closure will affect 161 employees. The Paducah-based company, which was formed in 1985, has 14 river towboats that move cargoes of oil, chemicals, grains, scrap metal steel, ores, salt and fertilizers along the Mississippi, Illinois and Ohio Rivers.
