Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. — Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Appointed Josh Hicks as a member of the Board of Claims.

  • Josh Hicks of Lexington is an attorney at Hicks & Funfsinn PLLC. He replaces Joe Childers, who was not confirmed by the Senate and shall serve for a term expiring June 29, 2025.

Appointed Joe Childers as a member of the Board of Directors of the Kentucky Employers’ Mutual Insurance Authority.

  • Joe Childers of Lexington is an attorney at Childers & Baxter PLLC. He replaces Ralph Joe Palmer, who was not confirmed by the Senate and shall serve for a term expiring Dec. 31, 2025.

Appointed Betty Cook, Ann Perkins and Iman Ali to the Kentucky Commission on Women.

  • Betty Cook of Somerset is a family home care provider. She replaces Robin Hodgson, whose term has expired, and shall serve for a term expiring on Jan. 17, 2026.
  • Ann Perkins of Ashland is the executive director of Safe Harbor of Northeastern Kentucky. She replaces Tracey Park, whose term has expired, and shall serve for a term expiring on Jan. 17, 2026.
  • Iman Ali, of South Williamson, is a student at the University of Kentucky College of Law and a summer associate with the law firm of Stoll Keenon Ogden. She replaces Lorrie Parker, whose term has expired, and shall serve for a term expiring on Jan. 17, 2026.

Appointed Marcie Mathews, Thomas Guidugli, Jack Whitfield and Leslie Combs to the Kentucky Public Transportation Infrastructure Authority. Reappointed John Bartleman.

  • Marcie Mathews of Frankfort is retired. She replaces Rebecca Swansburg, whose term has expired, and shall serve for a term expiring April 28, 2026.
  • Thomas Guidugli of Newport is the mayor of the City of Newport. He replaces Steve Austin, whose term has expired, and shall serve for a term expiring April 28, 2026.
  • Jack Whitfield of Madisonville is the County Judge/Executive of Hopkins County. He replaces Harry Berry, whose term has expired, and shall serve for a term expiring April 28, 2026.
  • Leslie Combs of Pikeville is retired. She replaces David Dickerson, whose term has expired, and shall serve for a term expiring April 28, 2026.
  • John Bartleman of Paducah is a business executive at WK&T Telecommunications and shall serve for a term expiring Oct. 1, 2025.

Appointed William May and Frank Shoop to the Kentucky Horse Racing Commission. Reappointed Franks Jones.

  • William May of Frankfort is an attorney at Hurt, Deckard & May PLLC. He replaces Kenneth Jackson, whose term has expired, and shall serve for a term expiring April 27, 2026.
  • Frank Shoop of Lexington is retired. He replaces Douglas Hendrickson, whose term has expired, and shall serve for a term expiring April 27, 2026.
  • Frank Jones of Louisville is president and CEO of Recreonics Inc. and shall serve for a term expiring April 27, 2026.

Appointed Kim Menke to serve as Chair of the Kentucky Workforce Innovation Board.

  • Kim Menke of Georgetown is a regional director at Toyota. He replaces Kevin Smith, who has resigned as Chair of the Board.
