Gov. Beshear makes appointments to boards and commissions

Frankfort, Ky. – Governor Steve Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Michael H. Flynn as a member of the Kentucky River Authority to serve for a term expiring Sept. 18, 2019.

  • Michael H. Flynn, of Winchester, is general manager with Winchester Municipal Utilities. He replaces Herbbie W. Bannister, whose term has expired. Flynn represents experts in water quality.

Gov. Beshear has reappointed James L. Kay as a member of the Kentucky River Authority, to serve for a term expiring Sept. 18, 2019.

  • James L. Kay, of Versailles, represents counties adjacent to the main stem of the Kentucky River.

Gov. Beshear has reappointed the following as members of the Governance Board of the Lung Cancer Research Project, to serve for terms expiring Sept. 25, 2019:

  • Bernard Mark Evers, of Lexington, representing the University of Kentucky College of Medicine.
  • Dan E. Flanagan, of Campbellsville, representing the Council on Postsecondary Education.

Gov. Beshear has appointed the following to serve as members of the Historic Properties Advisory Commission:

  • John A. Hardin, of Bowling Green, is a professor at Western Kentucky University. The appointment replaces Estill Curtis Pennington, who resigned. Hardin shall serve for the remainder of the unexpired term ending Aug. 11, 2017.
  • Randall C. Vaughn, of Lexington, is an architect with GNF Architects and Engineers. He replaces Darren Justin Taylor, whose term has expired. Vaughn shall serve for a term expiring Aug. 11, 2019.

Gov. Beshear has reappointed Mary Nash Cox to serve as a member of the Historic Properties Advisory Commission.

  • Mary Nash Cox, of Frankfort, shall serve for a term expiring Aug. 11, 2019.

Gov. Beshear has reappointed the following as members of the Kentucky Local Correctional Facilities Construction Authority to serve for terms expiring Aug. 1, 2019:

  • Paul D. Fackler, of Shepherdsville, representing citizens.
  • Cole Adams Maier, of Bowling Green, representing citizens.
  • Sen. John Schickel, of Union, representing the Kentucky General Assembly.
  • Rep. Arnold Simpson, of Covington, representing the Kentucky General Assembly.

Gov. Beshear has appointed Sarah Murphy Ford as a member of the Kentucky Board of Education.

  • Sarah Murphy Ford, of Owensboro, is vice president of Scott & Murphy Inc./Hartz Contracting. She represents members at large. The appointment replaces Trevor R. Bonstetter, who resigned. Ford shall serve for the remainder of the unexpired term ending April 14, 2016.

Gov. Beshear has appointed the following as members of the kynect Advisory Board:

  • Audrey Haynes, secretary of the Cabinet for Health and Family Services; designated as chair.
  • Sharon P. Clark, commissioner of the Department of Insurance.
  • Lisa Lee, commissioner, Department for Medicaid Services.
  • Mary Reinle Begley, commissioner of the Department for Behavioral Health and Developmental and Intellectual Disabilities.
  • Deborah L. Moessner, of Louisville, representing insurers with a health line of authority and that offers health benefit plans in the Commonwealth; to serve for a term expiring Sept. 24, 2017.
  • Jeffrey B. Bringardner, of Louisville, representing insurers with a health line of authority and that offers health benefit plans in the Commonwealth;to serve for a term expiring Sept. 24, 2018.
  • Carl Felix, of Frankfort, representing insurers with a health line of authority and that offers benefit plans in the Commonwealth; to serve for a term expiring Sept. 24, 2017.
  • Given Marcus Woodward, of Ashland, representing insurance agents licensed to sell health insurance in the Commonwealth; to serve for a term expiring Sept. 24, 2018.
  • Connie D. Hauser, of Barbourville, representing non-facility-based health care providers licensed in the Commonwealth; to serve for a term expiring Sept. 24, 2017.
  • Dr. John A. Thompson, of Lexington, representing non-facility-based health care providers licensed in the Commonwealth; to serve for a term expiring Sept. 24, 2018.
  • Dr. Kathy Wheeler, of Versailles, representing non-facility-based health care providers licensed in the Commonwealth; to serve for a term expiring Sept. 24, 2018.
  • Ruth W. Brinkley, of Louisville, representing facility-based health care providers licensed in the Commonwealth; to serve for a term expiring Sept. 24, 2018.
  • Julie Paxton, of Prestonsburg, representing facility-based health care providers licensed in the Commonwealth; to serve for a term expiring Sept. 24, 2017.
  • Bonnie Bolinger, of Williamstown, representing consumers; to serve for a term expiring Sept. 24, 2018.
  • Donna Ghobadi, of Lexington, representing facility-based health care providers licensed in the Commonwealth; to serve for a term expiring Sept. 24, 2018.
  • Dr. Joe E. Ellis, of Benton, representing small employers doing business in the Commonwealth; to serve for a term expiring Sept. 24, 2017.
  • M. Gabriela Alcalde, of Louisville, representing an individual purchaser of health benefit plans in the Commonwealth; to serve for a term expiring Sept. 24, 2017.
  • David H. Allgood, of Louisville, representing consumers; to serve for a term expiring Sept. 24, 2017.
  • Andrea Bennett, of Louisville, representing consumers; to serve for a term expiring Sept. 24, 2018.
  • Tihisha M. Rawlins, of Shelbyville, representing consumers; to serve for a term expiring Sept. 24, 2018.
