Gov. Beshear makes appointments to boards and commissions

FRANKFORT, Ky. (Oct. 30, 2015) — Gov. Steve Beshear has made appointments to Kentucky boards and commissions.

Appointed to the office of circuit judge for the 43^rd Judicial Circuit.

• Judge John Tipton Alexander, of Glasgow, is the District Court judge for Barren and Metcalfe counties. The appointment is effective Dec. 2.

Appointed as a member of the Board of Certification of Wastewater System Operators.

• Ruth M. Lancaster, of Louisville, is an instructor at Western Kentucky University. She represents faculty members of a college, university or professional school, whose major field is related to wastewater treatment. Lancaster replaces Jason S. Polk, who resigned, and shall serve for the remainder of the unexpired term ending Aug. 31, 2017.

Appointed as a member of the Statewide Independent Living Council.

• Francis Darrell Mattingly, of Lexington, is a webmaster and website developer at the University of Kentucky. He represents advocates of and for individuals with disabilities. The appointment replaces Paul D. McKee, who resigned. Mattingly shall serve for the remainder of the term expiring May 20, 2016.

Reappointed as members of the Kentucky Public Transportation Infrastructure Authority, to serve for terms expiring Oct. 1, 2019.

• Michael Robert Walker, of Benton, represents citizens at large.

• Charlie W. Johnson, of Louisville, represents citizens at large.

Appointed as a member of the Kentucky Motor Vehicle Commission.

• David Dale Hinton, of Louisville, is a dealer relationship manager with Chrysler Capital. He replaces Sven Noel Ekman, who resigned. Hinton shall serve for the remainder of the unexpired term ending July 1, 2016.

Appointed as members of the Franklin County Covered Wooden Bridge Authority:

• Andrew S. Layson, of Frankfort is a civil engineer with Municipal Engineering Co. The appointment replaces Michael H. Switzer, whose term has expired. Layson shall serve for a term expiring July 26, 2018.
• Robert Hamilton Lewis, of Frankfort, is an environmental engineer consultant for the Kentucky Department of Fish and Wildlife Resources. The appointment replaces Lucy B. Richardson, whose term has expired. Lewis shall serve for a term expiring July 26, 2018.
• Susan Jones, of Frankfort, is an administrative assistant at Stuart Home School. The appointment replaces Dorothy Switzer, whose term has expired. Jones shall serve for a term expiring July 26, 2016.

Appointed as members of the Buffalo Trace Covered Wooden Bridge Authority:

• Tina K. Teegarden, of Brooksville, is administrative assistant to the Bracken County judge-executive. She shall serve for a term expiring Oct. 24, 2019. She replaces Helen Kay Cooper, whose term has expired.
• Stephen C. Hampton, of Vanceburg, is retired. He shall serve for a term expiring Oct. 24, 2019. The appointment replaces Sally R. Mineer, whose term has expired.
• Lori Kathryn Ulrich, of Mayslick, works in economic development for Fleming-Mason Energy. She shall serve for a term expiring Oct. 24, 2017. The appointment replaces Betty Bower Wood, whose term has expired.

Reappointed as members of the Buffalo Trace Covered Wooden Bridge Authority:

• Stephen Brent Donovan, of Ewing, is retired. He shall serve for a term expiring Oct. 24, 2017.
• William A. Wheaton, of Mount Olivet, is retired. He shall serve for a term expiring Oct. 24, 2019.

Appointed as a member of the Foundation for a Healthy Kentucky Board of Directors.

• Dr. Janice Burdette Blythe, of Berea, is a professor of child and family studies at Berea College. She represents members at large. She replaces Beverly G. Hart, who resigned. Dr. Blythe shall serve for the remainder of the unexpired term ending May 15, 2016.

Appointed as a member of the Child Sexual Abuse and Exploitation Prevention Board, to serve for a term expiring Sept. 20, 2018

• Goldie Williams, of Maysville, replaces Tara W. Hagerty, whose term has expired.

• Covington Mayor Sherry Carran, representing mayors. She replaces William S. Sheckles, whose term has expired.
• Demetrius O. Holloway, of Louisville, representing Kentucky Bar Association members. He replaces Luke Morgan, whose term has expired.

Reappointed as members of the Kentucky Law Enforcement Council, to serve for terms expiring July 1, 2019:

• Woodford County Judge-Executive John E. Coyle, of Versailles, representing judge-executives.
• Ashland Police Department Chief Robert W. Ratliff, representing chiefs of police.
• Alexandria Police Chief John Michael Ward, representing chiefs of police.

Reappointed as members of the Kentucky Board of Optometric Examiners:

• Jerald Forester Combs, of Brinkley, shall serve for a term expiring Feb. 9, 2019.
• Freddie M. Mayes, of Central City, shall serve for a term expiring Feb. 9, 2019.
• Jonathan Lee Shrewsbury, of Beaver Dam, shall serve for a term expiring July 1, 2019.

Appointed as a member of the Kentucky Oral History Commission.

• Tiffany Lea Carlson, of Benton, is a paralegal. She replaces Richard L. Taylor, who resigned. Carlson shall serve for the remainder of the unexpired term ending Feb. 15, 2016.

Appointed as a member of the Kentucky Board of Licensure for Occupational Therapy.

• Sheila Seubold Levy, of Louisville, is an attorney and coordinator at the Council on Developmental Disabilities. She replaces Creasa Ellen Reed, who resigned. Levy shall serve for the remainder of the unexpired term ending July 15, 2016.

Reappointed as a member of the Kentucky Commission on Military Affairs, to serve for a term expiring July 16, 2019.

• Clarissa Freeman, of Hopkinsville, represents members at large.

Reappointed as members of the Kentucky Applied Behavior Analyst Licensing Board, to serve for terms expiring Oct. 1, 2018:

• Tammy Hammond-Natof, of Lexington, represents psychologists.
• Scott W. Brinkman, of Louisville, represents parents.

Appointed as a member of the Kentucky Board of Licensed Diabetes Educators to serve for a term expiring Nov. 3, 2019.

• Tami Adams Ross, of Lexington, is a diabetes educator and dietitian with KentuckyOne Health Primary Care Associates. She represents dietitians/nutritionists. Ross replaces Carolyn L. Dennis, whose term has expired.

Reappointed as a member of the Kentucky Board of Licensed Diabetes Educators to serve for a term expiring Nov. 3, 2019.

• Lawrence Thomas Smith, of Lexington, represents citizens at large.

Reappointed as members of the Water Transportation Advisory Board, to serve for a term expiring Sept. 30, 2019.

• Aaron Greg Pritchett, of Henderson, representing public riverports.

Appointed as members of the Advisory Council on Autism Spectrum Disorders:

• Dr. Kristin Little Dawson, of Lexington, is a child and adolescent psychiatrist and assistant professor at the University of Kentucky. Dr. Dawson represents UK. She replaces Paul Glaser. Dr. Dawson shall serve for the remainder of the unexpired term ending Oct. 15, 2017.
• Lucy Maura Heskins, of Louisville, is an attorney with Kentucky Protection and Advocacy and represents the Department of Protection and Advocacy. She replaces Eddie Phillips, who retired. Heskins shall serve for the remainder of the unexpired term ending Oct. 15, 2016.

Appointed as a member of the Statewide Advisory Council for Vocational Rehabilitation.

• Yayo Sadda Radder, of Lexington, is a special education consultant with the Kentucky Department of Education. The appointment replaces Katherine C. Eversole, who retired. Radder shall serve for the remainder of the unexpired term ending May 20, 2016.

Appointed as members of the Advisory Council for Medical Assistance:

• Chris Lewis Whittington, of Lexington, is a peer specialist and volunteer at Participation Station. He represents medical assistance recipients. The appointment replaces Carolyn Michelle Girdler, whose term has expired. Whittington shall serve for a term expiring April 15, 2019.
• Gary R. Marsh, of LaGrange, is president and CEO of Masonic Homes of Kentucky. He represents the Kentucky Association of Nonprofit Homes and Services for the Aging. The appointment replaces Mark Allen Bowman, who resigned. Marsh shall serve for the remainder of the unexpired term ending April 15, 2016.

Appointed as a member of the Kentucky Center for the Arts Corp.

• Al Cornish, of Prospect, is system vice president and chief learning officer with Norton Healthcare. Cornish replaces M. Saleem Seyal, whose term has expired. Cornish shall serve for a term expiring April 29, 2019.

Appointed as a member of the Kentucky Real Estate Commission, to serve for a term expiring Oct. 1, 2019.

• R. Thomas Waldrop Jr., of Mayfield, replaces James H. Huff, whose term has expired.
