Governor makes appointments to boards and commissions

FRANKFORT, Ky. (July 9, 2012) – Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

Kentucky Arts Council

Beshear has appointed the following members to the Kentucky Arts Council:

  • Kathleen T. Setterman of Ashland, executive director of Paramount Arts Center. The appointment replaces Nicholas S. Kouns, who has resigned. Setterman shall serve for the remainder of the unexpired term ending Feb. 1, 2013.
  • Helen Mountjoy of Utica, a consultant. The appointment replaces Zev Buffman, who has resigned. Mountjoy shall serve for the remainder of the unexpired term ending Feb. 1, 2015.

The governor reappointed the following members to the council to serve for terms expiring Feb. 1, 2016:

  • Everett D. McCorvey of Lexington, a professor at the University of Kentucky. McCorvey shall serve as vice chair of the council.
  • Paul E. Fourshee of Cadiz, the owner of Fourshee Building Supply.
  • Ronald E. Johnson of Fort Mitchell, an attorney at Schachter, Hendy and Johnson.
  • Sonya G. Baker of Murray, a singer and an associate professor at Murray State University.

Kentucky Board of Education

Beshear appointed Leo Calderon to the Kentucky Board of Education to serve for a term expiring April 14, 2016. Calderon, of Edgewood, is an administrator at Northern Kentucky University. He represents members at large. The appointment replaces Billy Harper, whose term has expired.

Beshear reappointed the following members to the board to serve for terms expiring April 14, 2016:

  • Brigitte B. Ramsey of Falmouth, a public policy advocate at United Way of Greater Cincinnati. She represents members at large.
  • David K. Karem of Louisville, an attorney and the president of Louisville Waterfront Development Corporation. He represents members at large.

Kentucky Board of Veterinary Examiners

The governor appointed the following members to the Kentucky Board of Veterinary Examiners:

  • Gene Smith of Hazard, a veterinarian at Appalachian Animal Hospital PSC. The appointment replaces Elizabeth C. Johnson, whose term has expired. Smith shall serve for a term expiring Sept. 28, 2014.
  • Steven J. Wills of Owensboro, a veterinarian at Wills Animal Hospital PSC. The appointment replaces Robert P. Bosse, whose term has expired. Wills shall serve for a term expiring Sept. 28, 2015.

The following members of the board were reappointed:

  • Eric S. Peterson of Lexington, a veterinarian at Equine Medical Associates. Peterson shall serve for a term expiring Sept. 28, 2014.
  • Perry W. Wornall of Cynthiana, a veterinarian at Harrison Veterinary Clinic. Wornall shall serve for a term expiring July 1, 2015.

Judicial Form Retirement System

Beshear reappointed the following members to the Judicial Form Retirement System to serve for terms expiring June 30, 2016:

  • Debbie Reiss Hardesty of Louisville, an attorney at Frost Brown Todd LLC.
  • Mark Charles Blackwell of Louisville, an attorney at Wyatt, Tarrant & Combs LLP.

Somerset Community College Nominating Commission

The governor has reappointed the following members to the Somerset Community College Nominating Commission to serve for terms expiring April 15, 2016:

  • Katherine L. King of Somerset, a dentist. King shall serve as chair of the commission.
  • Susan D. Ross of Somerset, a retired teacher.

Kentucky State Advisory Council on Libraries

Beshear appointed the following members to the Kentucky State Advisory Council on Libraries:

  • George E. Stokes of Frankfort, a self-employed Kentucky Blind Enterprises vendor. He represents library users who are blind or physically handicapped. The appointment replaces Etolia White, whose term has expired. Stokes shall serve for a term expiring Dec. 17, 2015.
  • Alexander D. Grigg of Lexington, a library manager at Lexmark. He represents library users. The appointment replaces F. Shane Ford, who is deceased. Grigg shall serve for the remainder of the unexpired term ending Dec. 17, 2012.

The following members were reappointed to the council to serve for terms expiring Dec. 17, 2015:

  • Jane Winkler Dyche of London, an attorney at Dyche Law Office. She represents library users.
  • Janice C. Wren of Williamsburg, a library director at University of the Cumberlands. She represents college or university libraries.
  • Janet Barcley Stith of Lexington, a medical librarian at the University of Kentucky. She represents institutional libraries.
  • Janet E. Jackson of Highland Heights, a school media specialist for Fort Thomas Independent Schools. She represents school libraries.

Institute for Aging

The governor reappointed the following members to the Institute for Aging to serve for terms expiring Sept. 1, 2013:

  • Jane M. Thibault of Prospect, an assistant professor and clinical gerontologist at the University of Louisville.
  • Vivian G. McNatton of Owensboro, associate director for social services at Green River Area Development District.

Kentucky Agricultural Finance Corporation Board of Directors

Beshear reappointed Charles Lee Adams III to the Kentucky Agricultural Finance Corporation Board of Directors to serve for a term expiring June 26, 2016. Adams, of Vanceburg, is an agricultural education instructor for Lewis County Schools.

Ohio River Valley Water Sanitation Commission

Beshear reappointed Charles Ronald Lovan to the Ohio River Valley Water Sanitation Commission to serve for a term expiring June 7, 2016. Lovan, of Union, is president and CEO of Northern Kentucky Water District.

Motor Vehicle Commission

The governor reappointed the following members to the Motor Vehicle Commission to serve for terms expiring July 1, 2015:

  • Doug Dotson of Benton, a used car dealer at West Kentucky Used Cars. He represents the First Supreme Court District and used motor vehicle dealers.
  • Raymond H. Cottrell Sr. of Guston, a car dealer and the owner of Ray’s Ford. He represents the Second Supreme Court District and new motor vehicle dealers.
  • Josephine L. Shoop of Lexington, an auto executive at Frank Shoop Chevrolet/Buick. She represents the Fifth Supreme Court District and new motor vehicle dealers.
  • Charles J. Coldiron of Somerset, an auto dealer and the owner of Somerset Automotive Group. He represents the Third Supreme Court District and used motor vehicle dealers. 

Kentucky Board of Heating, Ventilation and Air Conditioning Contractors

The governor appointed the following members to the Kentucky Board of Heating, Ventilation and Air Conditioning Contractors to serve for terms expiring June 30, 2015:

  • Jerry D. Price of Thelma, president and owner of Big Sandy Heating & Cooling. He represents the Kentucky Association of Plumbing-Heating-Cooling Contractors Inc. The appointment replaces Michael D. Eidson, whose term has expired.
  • John R. Mason of Lexington, a mechanical engineer at Staggs and Fisher Consulting Engineers Inc. He represents the Kentucky Society of Professional Engineers. The appointment replaces Kevin D. Mussler, whose term has expired.

Beshear reappointed David E. Moore of Lily to the board to serve for a term expiring June 30, 2015. Moore is a vocational teacher, faculty instructor and consultant for Tri Tech Services.

Interstate Water Sanitation Board

The governor appointed Charles Ronald Lovan to the Interstate Water Sanitation Board to serve for a term expiring June 7, 2016. Lovan, of Union, is president and CEO of Northern Kentucky Water District. The appointment replaces Jeffery A. Egar, whose term has expired.

Beshear has designated Shannon Tivitt as the lieutenant governor’s alternate to the board. Twitt, of Louisville, is chief of staff for Lt. Gov. Jerry E. Abramson.

State Plumbing Code Committee

The governor appointed Steven L. Milby to the State Plumbing Code Committee to serve for a term expiring May 1, 2014. Milby, of Finchville, is a plumbing contractor at Milby Plumbing and Piping Inc. He represents the Kentucky Association of Plumbing-Heating-Cooling Contractors Inc. The appointment replaces Theodore Huhn, whose term has expired.

The governor reappointed Francis L. Craven Jr. to the committee to serve for a term expiring May 1, 2014. Craven is a Louisville plumber at Intertech Mechanical Services.

Kentucky Board of Certification of Wastewater System Operators

Beshear appointed Calvin J. Smith to the Kentucky Board of Certification of Wastewater System Operators to serve for the remainder of the unexpired term ending Aug. 31, 2013. Smith, of Pineville, is wastewater plant and collection operator for the Pineville Utility Commission. He represents certified operators. The appointment replaces Gary W. Epperson, who has resigned. 

Technical Advisory Committee on Intellectual and Developmental Disabilities 

Beshear has appointed the following members to the Technical Advisory Committee on Intellectual and Developmental Disabilities to serve until their successors are appointed and qualified:

  • Tina Jackson of Louisa, the owner of Jackson Peg Tube Stands LLC. She represents consumers who participate in a nonresidential community Medicaid waiver program.
  • Lissette A. Johnson of Monticello. She represents consumers who participate in residential community Medicaid waiver programs.
  • Carol Mueller of Louisville, director of special projects for the Council on Developmental Disabilities Inc. She represents consumers with a family member who resides in an ICF/MR facility that accepts Medicaid payments.
  • Christan Stewart of La Grange, a physician for the Department of Veterans Affairs. He represents consumers with a family member who participates in a community Medicaid waiver program.

Kentucky Board of Social Work

The governor reappointed the following members to the Kentucky Board of Social Work to serve for terms expiring June 21, 2016:

  • Sharon W. Sanders of Louisville, a social worker for the Seven Counties Community Mental Health Center and an instructor at the University of Louisville. She represents licensed clinical social workers.
  • William M. Adcock of Frankfort, an associate pastor and counselor at the Forks of Elkhorn Baptist Church, Midway. He represents certified social workers. 

Magistrate for the First District of Clay County

Beshear appointed Harrison Pennington as Magistrate for the First District of Clay County, to serve for the remainder of the unexpired term ending April 10, 2013. Pennington, of Manchester, is a field technician for the City of Manchester Water Department. The appointment replaces James “Jimbo” Lyttle, who is deceased.

Mining Board

Beshear appointed Shannon P. Lusk to the Mining Board to serve for the remainder of the unexpired term ending April 10, 2013. Lusk, of Nicholasville, is an engineer and instructor at Midway College. She represents citizens at large. The appointment replaces Kelly R. Jenkins, who has resigned.

The governor reappointed the following members to the board to serve for terms expiring April 10, 2016:

  • Edgar F. Oldham Jr. of Morganfield, an international representative at United Mine Workers of America. He represents labor.
  • James M. Vicini of Cumberland, corporate chief inspector at Arch Coal Inc. He represents management.

Sex Offender Risk Assessment Advisory Board

Beshear appointed the following members to the Sex Offender Risk Assessment Advisory Board to serve during his incumbency:

  • Christopher G. Block of Louisville, a psychologist for the Kentucky Department of Corrections, SORA Unit. He represents mental health professionals. The appointment replaces Martin J. Smith, whose term has expired.
  • Ida Dickie of Louisville, a psychologist and professor at Spalding University. She represents mental health professionals. The appointment replaces Julie K. Hideg, whose term has expired.
  • Dana Todd of Frankfort, assistant commonwealth’s attorney for Franklin County. She represents advocacy groups with a demonstrated interest in the welfare of victims of sex offenders. The appointment replaces Rebecca Sherrard, who has resigned.

The governor has reappointed the following members to the board to serve during his incumbency:

  • William M. Heffron of Lexington, an associate professor at the University of Kentucky and the director of mental health services for the Kentucky Department of Juvenile Justice. Heffron shall serve ex officio for the Department of Juvenile Justice.
  • Laura M. Kinney of Edgewood, director of rural services at Women’s Crisis Center. She represents professionals working in an agency that provides services to adult or child victims of sex offenses.
  • Keth Zimmerman-Hicks of Somerset, a program administrator for the Kentucky Department of Justice and Public Safety. She represents mental health professionals.
  • Joseph C. Carlton of Fisherville, a family therapist and assistant clinical director at Family and Children’s Place. He represents mental health professionals.
  • Kevin J. Pangburn of Frankfort, director of mental health and substance abuse for the Kentucky Department of Corrections. Pangburn shall serve ex officio for the Department of Corrections.
  • Robert Taylor of Stanford, supervisor of probation and parole officers for the Kentucky Department of Corrections. He represents probation and parole officers.
  • James Van Nort of Louisville, a psychologist and program administrator for the Kentucky Department of Corrections. Van Nort shall serve ex officio as the program administrator for the Sex Offender Treatment Program.
  • Rae C. Williams of Lexington, a health program administrator for the Kentucky Department of Mental Health and Mental Retardation Services. Williams shall serve ex officio and as the designee for the Department for Mental Health and Mental Retardation Services.

Kentucky Infrastructure Authority

The governor has appointed Marty T. Ivy to the Kentucky Infrastructure Authority to serve for a term expiring June 30, 2016. Ivy, of Mayfield, is general superintendent of Mayfield Electric and Water Systems. He represents the Kentucky Municipal Utilities Association. The appointment replaces Thomas P. Calkins, whose term has expired.

Beshear reappointed the following members to the authority to serve for terms expiring June 30, 2016:

  • David W. Cartmell, mayor of Maysville. He represents the Kentucky League of Cities.
  • Jody L. Jenkins of Waverly, the Union County judge-executive. He represents the Kentucky Association of Counties.

Governor’s Minority Employment, Business Affairs and Economic Development Council

Beshear has appointed the following members to the Governor’s Minority Employment, Business Affairs and Economic Development Council:

  • Claudia Elridge of Georgetown, a law enforcement and corrections liaison at Galls Inc. The appointment replaces Arthur B. Lucas, whose term has expired. Elridge shall serve for a term expiring April 1, 2015.
  • Kristel S. Smith of Frankfort, executive director of the Innovation & Commercialization Center at Eastern Kentucky University. The appointment replaces David E. Miller, whose term has expired. Smith shall serve for a term expiring April 1, 2015.
  • Dianet Valencia of Lexington, outreach program coordinator for the Kentucky Labor Cabinet. The appointment replaces Marilyn Cordova-Winchell, who has resigned. Valencia shall serve for the remainder of the unexpired term ending April 1, 2013.
  • George A. Brown Jr. of Lexington, an accountant for University of Kentucky Facilities Management. The appointment replaces Mitchell Payne, who has resigned. Brown shall serve for the remainder of the unexpired term ending April 1, 2013.
  • Terry R. Atwell of Crestwood, a buyer for Louisville Water Company. The appointment replaces Phillip L. Watson, who has resigned. Atwell shall serve for the remainder of the unexpired term ending April 1, 2014.

Beshear reappointed the following members to the council:

  • Verna C. Goatley of Louisville, a manager at Louisville Metro Government. Goatley shall serve for a term expiring April 1, 2015.
  • Yvette Monique Smith of Frankfort, executive director of the Kentucky Finance and Administration Cabinet. Smith shall serve for a term expiring April 1, 2015.
  • Henry Snorton III of Hopkinsville, executive director of the Minority Economic Development Initiative of Western Kentucky Inc. Snorton shall serve for a term expiring April 1, 2015.
  • Cordelia Harbut of Lexington, director of special programs at the University of Kentucky. Harbut shall serve as chair of the council for a term expiring April 1, 2016.
  • Paul S. Kaplan of Lexington, senior adviser to the Secretary of Finance Lori Flanery. Kaplan shall serve for a term expiring April 1, 2016.
  • Marilyn F. Clark of Lexington, owner and president of Worksmart LLC. Clark shall serve for a term expiring April 1, 2016.

Kentucky Economic Development Partnership Board

Beshear reappointed the following members to the Kentucky Economic Development Partnership Board:

  • Jean Wells of Owensboro, owner of Wells Health Systems. She represents the Second Congressional District and the Kentucky Association for Economic Development. Wells shall serve for a term expiring Oct. 1, 2015.
  • M. Melinda Karns of Lexington, CPA and partner at Dulworth Breeding & Karns LLP. She represents the state at large and the Kentucky Association for Economic Development. Karns shall serve for a term expiring Oct. 1, 2015.
  • Terry E. Forcht of Corbin, chairman and CEO of Forcht Group of Kentucky Inc. He represents the Fifth Congressional District and the Kentucky Chamber of Commerce. Forcht shall serve for a term expiring Oct. 1, 2014.

Statewide Independent Living Council

The governor appointed the following members to the Statewide Independent Living Council to serve for terms expiring May 20, 2015:

  • Danny B. Perry of Murray, a volunteer. He represents advocates of and for individuals with disabilities. The appointment replaces Kimberly S. Parsley, whose term has expired.
  • Shari “George” Polur of Louisville, an attorney. She represents private business. The appointment replaces Emily L. Thomasson, whose term has expired.

Beshear reappointed the following members to the council to serve for terms expiring May 20, 2015:

  • Sandra Radford of Ashland, a student. She represents advocates of and for individuals with disabilities.
  • Deborah Blake of Melbourne, retired. She represents advocates of and for individuals with disabilities.

Tourism Development Finance Authority

Beshear appointed the following members to the Tourism Development Finance Authority to serve for terms expiring Jan. 31, 2016:

  • Robert H. Stewart of Frankfort, retired. The appointment replaces David K. Karem, whose term has expired. Stewart shall serve as chair of the authority.
  • James “Jim” Browder of Lexington, president of Lexington Convention and Visitors Bureau. The appointment replaces Carolyn M. Ridley, whose term has expired.

Maysville Community and Technical College Board of Directors

Beshear reappointed the following members to the Maysville Community and Technical College Board of Directors to serve for terms expiring Sept. 22, 2017:

  • Virginia W. Butler of Maysville, a retired substitute teacher.
  • Kimberly D. Williams of Morehead, a physician and vice president of medical affairs at St. Claire Medical Center.
  • Lillian H. Rice of Maysville, retired.

Kentucky Recreational Trails Authority

The governor appointed the following members to the Kentucky Recreational Trails Authority:

  • Linda Bray-Schafer of Alexandria, a volunteer. She represents the public at large. The appointment replaces Jenny B. Sewell, whose term has expired. Bray-Schafer shall serve for a term expiring Aug. 22, 2015.
  • Roy M. Cornett of Georgetown, a real estate broker and appraiser at Cornett & Associates. He represents Kentucky Equine Organizations. The appointment replaces Debra K. Balliet, who has resigned. Cornett shall serve for the remainder of the unexpired term ending Aug. 22, 2013.
