Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (Jan. 8, 2018) – Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:

Joseph P. Papalia and Robert H. Staat have been appointed to the Kentucky Council on Postsecondary Education.

  • Joseph P. Papalia, of Louisville, is an entrepreneur. He will serve for a term expiring Dec. 31, 2023.
  • Dr. Robert H. Staat, of Goshen, is a professor with the University of Louisville’s School of Dentistry. He will serve for a term expiring June 30, 2021.

The Kentucky Council on Postsecondary Education, established as part of the education reforms set forth in the Postsecondary Education Improvement Act of 1997, is the state coordinating board for postsecondary and adult education in Kentucky.

Mark Opp Haines has been appointed to the Kentucky Personnel Board.

  • Mark Opp Haines, of Glasgow, is a financial advisor with Edward Jones. He will serve for a term expiring Jan. 1, 2022.

The Kentucky Personnel Board promotes merit principles in government service and the improvement of personnel standards in the state service. The Board hears the appeals of classified employees and other employees who believe they have been penalized without cause; and they have the authority to conduct investigations of merit system violations and to promulgate administrative regulations concerning the state personnel system.

Linda L. Rumpke has been appointed to the Kentucky Agricultural Finance Corporation Board of Directors.

  • Linda L. Rumpke, of Bardstown, is director of finance for Columbia Gas of Kentucky. She will represent commercial lending officers and serve for a term expiring June 26, 2021.

The Kentucky Agricultural Finance Corporation Board of Directors works to improve and promote the health and general welfare of the Kentuckians through the promotion of agriculture within the Commonwealth.

Jennifer G. Bogard, Mary Elizabeth Savage, Janet Lee Messer, Elizabeth Renae Smith and Ida Dickie have been appointed to the Sex Offender Risk Assessment Advisory Board.

  • Jennifer G. Bogard, of Crestwood, is a corrections program administrator with the Kentucky Department of Corrections. She will represent mental health professionals and serve during the Governor’s incumbency.
  • Mary Elizabeth Savage, of Lexington, is an attorney with the Kentucky Coalition Against Domestic Violence. She will represent advocacy groups with a demonstrated interest in the welfare of victims of sex offenses and serve during the Governor’s incumbency.
  • Janet Lee Messer, of Henderson, is a professional counselor with Lighthouse Counseling Services, Inc. She will represent mental health professionals and serve during the Governor’s incumbency.
  • Elizabeth Renae Smith, of Cynthiana, is a probation and parole officer with the Kentucky Department of Corrections. She will represent probation and parole officers and serve during the Governor’s incumbency.
  • Dr. Ida Dickie, of Louisville, is a forensic psychologist and professor with Spalding University. She will represent mental health professionals and serve during the Governor’s incumbency.

The Sex Offender Risk Assessment Advisory Board approves providers who conduct comprehensive sex offender presentence evaluations and treatment. The Board develops comprehensive sex offender presentence evaluations that shall be used by approved providers in assessing the risk of recommitting a sex crime by a sex offender, the threat posed to public safety, amenability to sex offender treatment and the nature of the required sex offender treatment.

Peter P. Cohorn, Joe Davis Forgy and Jill Rene Rhodes have been appointed to the Kentucky Board of Pharmacy.

  • Peter P. Cohorn, of Henderson, is a pharmacist with Rite Aid and an attorney. He will represent licensed pharmacists and serve for a term expiring Jan. 1, 2022.
  • Joe Davis Forgy, of Morgantown, is a retired pharmacy operator. He will represent citizens at-large and serve for a term expiring Jan. 1, 2022.
  • Jill Rene Rhodes, of Crestwood, is a pharmacist with the University of Louisville Hospital. She will represent licensed pharmacists and serve for a term expiring Jan. 1, 2022.

The Kentucky Board of Pharmacy works to promote, preserve and protect the public health, safety and welfare through effective regulation of the practice of pharmacy. The Board oversees examination, testing and credentialing of prospective pharmacists, regulation and discipline of all licensed pharmacists, and communication of information and laws pertaining to the practice of pharmacy in the Commonwealth.
