Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. — Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Appointed Emily Roark and David Meinschein as members of the Murray State University Board of Regents.

  • Emily Roark of Paducah is an attorney at Bryant Law Center. She replaces Lisa Rudolph, whose term has expired, and shall serve for a term expiring June 30, 2028.
  • David Meinschein of LaCenter is superintendent of Livingston County Schools. He replaces Eric Crigler, whose term has expired, and shall serve for a term expiring June 30, 2028.

Appointed John Holder, David Webb, Ronald Crafton, Gena Cooper, Keith Smith, JoEllen Reed, Harry Clark, Tim Webster, Benjamin Neal, Christopher Lokits, Donovan Blackburn and Brandon Edmiston to the Kentucky Board of Emergency Medical Services.

  • John Holder of Auburn is CEO at Com-Care Inc. and shall serve for a term expiring July 14, 2026.
  • David Webb of Madisonville is senior program director at Air Evac Lifeteam and shall serve for a term expiring July 14, 2026.
  • Dr. Ronald Crafton of Mount Washington is an emergency medicine physician at Baptist Health and shall serve for a term expiring July 14, 2026.
  • Dr. Gena Cooper of Lexington is a pediatric emergency medicine physician at the University of Kentucky and shall serve for a term expiring July 14, 2026.
  • Keith Smith of Buckner is system director of ambulance and emergency medical services at Baptist Health and shall serve for a term expiring July 14, 2026.
  • JoEllen Reed of Winchester is Mayor Pro Tem of the City of Winchester and shall serve for a term expiring July 14, 2026.
  • Harry Clark of Morehead is Judge/Executive of Rowan County and shall serve for a term expiring July 14, 2026.
  • Tim Webster of California is a firefighter and EMT at the City of Florence and shall serve for a term expiring July 14, 2026.
  • Benjamin Neal of Shepherdsville is emergency medical services director at the Fern Creek Fire Fire Department and shall serve for a term expiring July 14, 2026.
  • Christopher Lokits of Smithfield is a paramedic at Louisville Metro Emergency Medical Services and shall serve for a term expiring July 14, 2026.
  • Donovan Blackburn of Pikeville is president and chief executive officer at the Pikeville Medical Center and shall serve for a term expiring July 14, 2026.
  • Brandon Edmiston of Murray is self-employed at Edmiston Holdings and shall serve for a term expiring July 14, 2026.

Appointed Megan Bailey, Ellen Cartmell and Andrew Brennen as members of the Kentucky Higher Education Assistance Authority Board of Directors and the Kentucky Higher Education Student Loan Corporation Board of Directors.

  • Megan Bailey of Bowling Green is an educator at Warren County Public Schools.  She replaces Gary Cox, whose term has expired, and shall serve for a term expiring July 15, 2026.
  • Ellen Cartmell of Maysville is a program manager at the Kentucky Department for Public Health. She replaces Rene Brown, whose term has expired, and shall serve for a term expiring July 15, 2026.
  • Andrew Brennen of Lexington is co-founder of the Kentucky Student Voice Team. He replaces Charles Vinson, whose term has expired, and shall serve for a term expiring July 15, 2026.

Appointed Crystal Staley and Jay Mehta as members of the Kentucky Authority for Educational Television.

  • Crystal Staley of Lexington is communications director for Governor Andy Beshear. She replaces Melissa Chastain, whose term has expired, and shall serve for a term expiring June 30, 2026.
  • Jay Mehta of Murray is a human resources generalist at Kingdom Trust. He replaces Jeffrey Jobe, whose term has expired, and shall serve for a term expiring June 30, 2026.
