FRANKFORT, Ky. — Please join us in congratulating Samuel Thorner and David Starck on their new corporate positions. 
Starting January 1, 2023, Sam will become the general counsel and deputy executive director of Legal Services and Compliance. Sam joined Kentucky Housing Corporation in August 2016 and has served as a staff attorney, senior staff attorney and most recently, managing director of Multifamily Programs. In addition to serving as the point person for fair housing issues for several years, Sam has provided KHC guidance in many areas, including KHC’s specialized affordable housing and federal programs and interpreting state legislation. He has extensive knowledge of multifamily programs and the issues facing our developers. He is a graduate of the University of Kentucky J. David Rosenberg College of Law, where he served as a staff editor of the Kentucky Law Journal. 
Also, effective January 1, 2023, David Starck will replace Sam as managing director of Multifamily Programs. Sam will work with David to ensure a seamless transition and to assist David as he assumes his new role. Formerly KHC’s deputy general counsel, David has a diverse legal background, working in private practice for corporations and governmental agencies where he handled complex real estate transactions. David is also a graduate of the University of Kentucky J. David Rosenberg College of Law, where he graduated with distinction. The Executive Team of KHC wishes to express its appreciation for the outstanding service provided by Lauren Van Sickle, who serves as deputy general counsel and has served as interim general counsel for the past two months. KHC is fortunate to have these talented individuals serve in these important positions.
