Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. — Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Appointed Robert Leo Miller as Magistrate for the 1st District of Harlan County.

Reappointed Franklin Stivers of London as a member of the Kentucky Workers’ Compensation Board for a term expiring Jan. 4, 2027.

Appointed J. Michael Brown as a member of the Board of Directors of the Louisville Arena Authority, Inc. Reappointed Nicole Yates.

  • J. Michael Brown of Louisville is the director of Pre-Law and Constitutional Studies at Simmons College of Kentucky. He replaces Mark Blayney, whose term has expired, and shall serve for a term expiring Jan. 31, 2027.
  • Nicole Yates of New Albany is associate vice president of growth and community engagement at Passport Health Plan by Molina Healthcare and shall serve for a term expiring Jan. 9, 2027.

Appointed Ava Eaves as a member of the Appalachian/Kentucky Artisans Gateway Center Authority.

  • Ava Eaves of Richmond is retired. She replaces Judith Stamps Piazza, whose term has expired, and shall serve for a term expiring Jan. 29, 2027.

Appointed Rachel Greenberg, Emma Hutchens, Patti Minter and Kathleen Wright as members of the Kentucky Commission on Women. Reappointed Chrysanthia Carr-Seals, Lucy Miller Gentry and Kristie Broadbent Guffey.

  • Rachel Greenberg of Louisville is an educator and First Lady of Louisville. She replaces Kristi Putnam, who resigned and whose term subsequently expired, and shall serve for a term expiring Jan. 17, 2027.
  • Emma Hutchens of Prospect is chief human resources officer at Heaven Hill Brands. She replaces Katherine Hawks, who resigned and whose term subsequently expired, and shall serve for a term expiring Jan. 17, 2027.
  • Patti Minter of Bowling Green is a professor of history at Western Kentucky University. She replaces Boyce Powers, whose term has expired, and shall serve for a term expiring Jan. 17, 2027.
  • Kathleen Wright of Louisville is retired. She replaces Lisa Clark, who resigned and whose term subsequently expired, and shall serve for a term expiring Jan. 17, 2027.
  • Chrysanthia Carr-Seals of Lexington is the pastor at St. Paul United Methodist Church and shall serve for a term expiring Jan. 17, 2027.
  • Lucy Miller Gentry of Lexington manages business development at Ridge Behavioral Health System and shall serve for a term expiring Jan. 17, 2027.
  • Kristie Broadbent Guffey of Murray is associate professor of agriscience at Murray State University and shall serve for a term expiring Jan. 17, 2027.

Appointed Thomas Burnette, William Jessie, Leigh Latherow and William Jones Jr. as members of the Ashland Community and Technical College Nominating Commission.

  • Thomas Burnette of Ashland is president of Ashland Office Supply. He replaces Lori Cooksey, whose term has expired, and shall serve for a term expiring Jan. 31, 2027.
  • William Jessie of Ashland is chief financial officer at McGinnis Inc. He replaces David Jones, whose term has expired, and shall serve for a term expiring Jan. 31, 2027.
  • Leigh Latherow of Ashland is an attorney and partner at VanAntwerp Attorneys LLP. She replaces Michael McCann, whose term has expired, and shall serve for a term expiring Jan. 31, 2027.
  • William Jones Jr. of Ashland is an attorney and partner at VanAntwerp Attorneys LLP. He replaces Kathleen Setterman, whose term has expired, and shall serve for a term expiring Jan. 31, 2027.

Appointed Daniel Skillman as a member of the Geographic Information Advisory Council.

  • Daniel Skillman of Lexington is a geologist and environmental control supervisor at the Department for Mine Reclamation and Enforcement. He replaces Donna Schartung, whose term has expired, and shall serve for a term expiring Jan. 29, 2027.

Appointed Kelsey Hatton and Blair Lykins as members of the Kentucky Board of Licensed Diabetes Educators.

  • Kelsey Hatton of Louisville is a registered nurse at Norton Healthcare. She replaces Pamela Rickerson, whose term has expired, and shall serve for a term expiring Jan. 29, 2027.
  • Blair Lykins of Lexington is a pharmacist at Primary Plus. She replaces Paula Ruwe Miller, whose term has expired, and shall serve for a term expiring Jan. 29, 2027.

Appointed Keith Biddle, William Deaton, Edward Devine and Dustin Reinstedler as members of the Housing, Buildings and Construction Advisory Committee.

  • Keith Biddle of Cecilia is a boilermaker at Boilermakers Local Lodge 40. He replaces Adam Harlow, whose term has expired, and shall serve for a term expiring Jan. 31, 2026.
  • William Deaton of Coxs Creek is an operating engineer at Operating Engineers Local 181. He replaces Karen Pannell, whose term has expired, and shall serve for a term expiring Jan. 31, 2026.
  • Edward Devine of Louisville is an electrician and financial secretary at International Brotherhood of Electrical Workers Local 369. He replaces Charles Mosley, whose term has expired, and shall serve for a term expiring Jan. 31, 2026.
  • Dustin Reinstedler of Louisville is a field representative for Bricklayers and Allied Craftworkers Local 4. He replaces John Simms, whose term has expired, and shall serve for a term expiring Jan. 31, 2026.

Appointed Kyle Chism and James Knoth as members of the State Board of Licensure for Professional Engineers and Land Surveyors.

  • Kyle Chism of Frankfort is a civil engineer at Parsons Corporation. He replaces Ryan Griffith, whose term has expired, and shall serve for a term expiring Jan. 1, 2027.
  • James Knoth of Benton is the principal land surveyor at Knoth Surveying and Design. He replaces Christopher Gephart, whose term has expired, and shall serve for a term expiring Jan. 1, 2027.

Appointed Benjamin Henderson as a member of the Statewide Council for Vocational Rehabilitation.

  • Benjamin Henderson of Ashland is an information technology solutions architect at the Marshall University Foundation. He replaces Philip Donahue, who resigned and whose term subsequently expired, and shall serve for a term expiring Jan. 31, 2026.

Appointed the Hon. Melissa Moore Murphy and Stephanie Spires as members of the Juvenile Justice Advisory Board. Reappointed Deonte Hollowell, Yolanda Johnson, Justin Miller and Christina Weeter.

  • Melissa Moore Murphy is Judge for the 22nd District Court, Division 4, of Kentucky. She replaces Eric Haner, whose term has expired, and shall serve for a term expiring Jan. 31, 2027.
  • Stephanie Spires of Lexington is the founder of Stephanie Spires Strategies and shall serve for a term expiring Jan. 31, 2027.
  • Deonte Hollowell of Louisville is program director and professor of African American Studies at Spalding University and shall serve for a term expiring Sept. 15, 2027.
  • Yolanda Johnson of West Paducah is a recruiter for Massachusetts General Hospital and shall serve for a term expiring Sept. 15, 2027.
  • Justin Miller of Louisville is Dean of the University of Kentucky College of Social Work and shall serve for a term expiring Sept. 15, 2027.
  • Christina Weeter of Louisville is director of the division of student success at the Kentucky Department of Education and shall serve for a term expiring Sept. 15, 2027.

Appointed Jerry Stephens as a member of the Kentucky Fire Commission.

  • Jerry Stephens of Morehead is a firefighter for the City of Nicholasville. He replaces Henry Lawson, whose term has expired, and shall serve for a term expiring Feb. 5, 2027.

Appointed Trevor Davis and Jacqueline Woodward as members of the Kentucky Board of Licensure for Long-Term Care Administrators. Reappointed David McKenzie.

  • Trevor Davis of Louisville is regional vice president of operations at Providence Administrative Consulting. He replaces Kenneth Urlage, whose term has expired, and shall serve for a term expiring Jan. 12, 2027.
  • Jacqueline Woodward of Franklin is a licensed long-term care administrator at The Medical Center at Scottsville. She replaces Mary Christina Murray, who has resigned, and shall serve for the remainder of the unexpired term ending Jan. 12, 2025.
  • David McKenzie of Louisa is an administrator at The Jordan Center and shall serve for a term expiring Jan. 12, 2027.

Reappointed Sheriff Kathy Witt as a member of the Kentucky Emergency Response Commission.

  • Kathy Witt of Lexington is sheriff of Fayette County and shall serve for a term expiring Dec. 13, 2024.

Appointed Charles Pemberton as a member of the Kentucky Board of Licensed Professional Counselors.

  • Charles Pemberton of Louisville is the clinical program director at Omni Community Health. He replaces Matthew Grammar, who has resigned, and shall serve for the remainder of the unexpired term ending Sept. 23, 2026.

Appointed Jeffrey Fannin and Lucas Rodriguez as members of the Kentucky Board for Medical Imaging and Radiation Therapy. Reappointed Doyle Decker.

  • Jeffrey Fannin of Morehead is program director and professor of imaging sciences at Morehead State University. He replaces William Lay, whose term has expired, and shall serve for a term expiring Oct. 31, 2026.
  • Lucas Rodriguez of Shelbyville is an LPN/LMR at Baptist Health Urgent Care. He replaces Jacob Hack, whose term has expired, and shall serve for a term expiring Oct. 31, 2026.
  • Doyle Decker of Somerset is the radiology program director at Somerset Community College and shall serve for a term expiring Oct. 31, 2026.
