FRANKFORT, Ky. – Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:
John Hodgson and Stephen L. Knipper have been appointed as members of the Capital Planning Advisory Board.
- John Hodgson, of Fisherville, is operations manager for Gov. Matt Bevin. He will represent the Commonwealth at large and serve for a term expiring March 30, 2021; and
- Stephen L. Knipper, of Independence, is chief of staff for Lt. Gov. Jenean Hampton. He will represent the executive branch of state government and serve for a term expiring March 30, 2021.
The members of the Capital Planning Advisory Board represent all three branches of government and are empowered to prepare a comprehensive state capital improvement plan and to make funding recommendations to each branch head as to state spending for capital projects.
Jason Scott Bluemlein has been appointed as a member of the Kentucky Board of Licensed Professional Counselors.
- Dr. Jason Scott Bluemlein, of Hopkinsville, is a counselor with the University of the Cumberlands. He will represent licensed professional clinical counselors and serve for a term expiring Sept. 23, 2020.
The Kentucky Board of Licensed Professional Counselors consists of seven gubernatorial appointees. The Board regulates and controls the licensing and conduct of professional counselors within the Commonwealth of Kentucky.
Eric Lee Ritchie and Kaven Rumpel have been appointed as members of the Charitable Gaming Advisory Commission.
- Eric Lee Ritchie, of Burlington, is the owner of Proceed BPM. He will represent the public-at-large and serve for a term expiring July 10, 2022; and
- Kaven Rumpel, of Louisville, is retired. He will represent the Kentucky Charitable Gaming Association and serve for a term expiring July 10, 2022.
The Charitable Gaming Advisory Commission provides ongoing advice and input to the Office of Charitable Gaming and the Kentucky Legislature. As directed by statute, the Commission meets quarterly to review matters affecting charitable gaming in Kentucky.
Jason Petrie has been appointed as a member of the Kentucky State Council for Interstate Adult Offender Supervision.
- Rep. Jason Petrie, of Elkton, is an attorney and state representative. He will represent the Kentucky House of Representatives and serve for a term expiring Sept. 6, 2021.
The Kentucky State Council for Interstate Adult Offender Supervision guides the transfer of offenders in a manner that promotes effective supervision strategies consistent with public safety, offender accountability, and victims’ rights. All states and US territories are active with this mission.
Ronnie Nolan, Philip A. Russell, Lisa Payne Jones, Steven R. Gold, and John O. Sivley have been appointed as members of the Juvenile Justice Oversight Council.
- Ronnie Nolan, of Frankfort, is an education administrator. He will represent public schools or an education group or organization and serve for a term expiring Aug. 1, 2020; and
- Philip A. Russell, of Louisville, is a police officer. He will represent law enforcement and serve for a term expiring Aug. 1, 2020; and
- Lisa Payne Jones, of Owensboro, is a district court judge. She will represent district judges and serve for a term expiring Aug. 1, 2020; and
- Steven R. Gold, of Henderson, is an attorney. He will represent the County Attorneys’ Association and serve for a term expiring Aug. 1, 2020; and
- Dr. John O. Sivley, of Bowling Green, is a clinical social worker. He will represent community-based organizations, whether for-profit or non-profit, with experience in programs for juveniles, including substance abuse prevention and treatment, case management, mental health, or counseling, and serve for a term expiring Aug. 1, 2020.
The Juvenile Justice Oversight Council is provides independent review of the state juvenile justice system and providing recommendations to the General Assembly.
David S. Beck has been appointed as a member of the Louisville/Jefferson County Tourist and Convention Commission, D.B.A. Louisville Tourism.
- David S. Beck, of Louisville, is CEO of the Kentucky State Fair Board. He will represent the Kentucky State Fair Board and serve for a term expiring Aug. 13, 2021.
The Louisville/Jefferson County Tourist and Convention Commission is made up of nine members, three of whom are appointed by the governor. The commission is charged with promoting and establishing events in Louisville and Jefferson County.
Thomas J. Cropper, Robert Quincy Ward, and Cindy Gordon Landry have been appointed as members of the Kentucky Commission on Proprietary Education.
- Thomas J. Cropper, of Lawrenceburg, is director of community outreach for MedQuest College. He will represent privately owned for-profit technical schools and serve for a term expiring July 21, 2019; and
- Robert Quincy Ward, of Louisville, is an attorney. He will represent the public at-large and serve for a term expiring July 21, 2022; and
- Cindy Gordon Landry, of Louisville, is a school administrator. She will represent privately owned for-profit postsecondary technical schools and serve for a term expiring July 21, 2022.
The Kentucky Commission on Proprietary Education is charged with licensing and regulating all proprietary schools, doing business in Kentucky, other than those that offer a four-year bachelor’s degree. In addition it administers the Student Protection Fund, which reimburses eligible students in the event a school closes, loses its accreditation or discontinues a program. The work of the Commission is funded entirely through fees paid by licensed institutions.
Elizabeth A. Payne and Diane B. Medley have been appointed as members of the State Board of Accountancy.
- Elizabeth A. Payne, of Louisville, is a certified public accountant. She will represent Certified Public Accountants and serve for a term expiring June 30, 2022; and
- Diane B. Medley, of Ekron, is a professor and certified public accountant. She will represent Certified Public Accountants and serve for a term expiring June 30, 2022.
The Kentucky State Board of Accountancy is a state agency responsible for protecting the public by licensing and regulating Certified Public Accountants (CPAs) and CPA firms in Kentucky.
Robert H. Foree and Wayne Hunt have been appointed as members of the Agricultural Development Board.
- Robert H. Foree, of Eminence, is an attorney. He will represent attorneys with farm experience and familiarity with agriculture policy and serve for a term expiring July 6, 2022; and
- Wayne Hunt, of Hopkinsville, is president of H&R Power. He will represent active farmers and serve for a term expiring July 6, 2022.
The Agricultural Development Board is comprised of 15 members, 11 of whom are appointed by the Governor. The Board was created in 2000 and serves to distribute 50 percent of the state’s monies received from the Masters Settlement Agreement for the general purpose of agricultural development within the Commonwealth. The Board invests these funds into innovative proposals to increase net farm income and effect tobacco farmers, tobacco-impacted communities and agriculture across the state by stimulating markets for Kentucky agricultural products, finding new ways to add value to Kentucky agricultural products, and exploring new opportunities for Kentucky farms.
