FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:
Carl Gregory Stone has been appointed as a member of the Agriculture Water Quality Authority.
- Carl Gregory Stone, of Lexington, is the state conservationist. He will represent the Natural Resource Conservation Services and serve by virtue of his position.
The Agriculture Water Quality Authority evaluates, develops and improves best-management practices in conservation plans, compliance plans, and forest stewardship management plans. It also establishes statewide and regional agriculture water quality plans and otherwise promotes soil and water conservation activities that protect waters of the Commonwealth from the adverse impacts of agriculture operations within the Commonwealth.
Cheri L. Ellis-Reeves has been appointed as a member of the Technical Advisory Committee on Intellectual and Developmental Disabilities.
- Cheri L. Ellis-Reeves, of Elizabethtown, is a sales clerk. She will represent consumers of a family member who resides in an ICF/MR facility that accepts Medicaid payments and serve until her successor is appointed and qualified.
The Technical Advisory Committee on Intellectual and Developmental Disabilities advises the Advisory Council for Medical Assistance. The Committee represents individuals with intellectual and developmental disabilities.
William Scott Althauser has been appointed as a member of the Kentucky River Authority.
- William Scott Althauser, of Richmond, is the general manager of Richmond Utilities. He will serve for a term expiring Sep. 18, 2019.
The Kentucky River Authority develops comprehensive plans for the management of the Kentucky River Basin, including long-range water supply, drought response and ground water protection plans. It also develops recreational areas and adopts regulations to improve and coordinate water resource activities within the basin.
David Bingham McKenzie has been appointed as a member of the Kentucky Board of Licensure for Long-term Care Administrators.
- David Bingham McKenzie, of Louisa, is a long-term care administrator. He will represent the Kentucky Association for Health Care Facilities and serve for a term expiring Jan. 12, 2023.
The Kentucky Board of Licensure for Long-term Care Administrators administers and enforces the statutory authority and monitors the needs of the consuming public. It examines and licenses all eligible candidates for entry into the profession of long-term care administration and recommends appropriate changes in the law to assure fairness and equality.
Ashley Denise Ratliff has been appointed as a member of the Kentucky Applied Behavior Analysis Licensing Board.
- Ashley Denise Ratliff, of Owingsville, is a behavior analyst. She will represent psychologists and serve for a term expiring Oct. 1, 2021.
The Kentucky Applied Behavior Analysis Board controls and regulates the licensing and conduct of Applied Behavior Analysis within the Commonwealth.
Clark Fredrik Nyberg has been appointed as a member of the Kentucky Public Employees Deferred Compensation Authority.
- Clark Fredrik Nyberg, of Lexington, is a retired investment manager. He will represent at-large members and serve for a term expiring Jan. 16, 2023.
The Kentucky Public Employees Deferred Compensation Authority provides administration of tax-deferred supplemental retirement plans for all state, public school and university employees, and employees of local political subdivisions that have elected to participate.
Margaret Allen Daniel has been appointed as a member of the Prosecutors Advisory Council.
- Margaret Allen Daniel, of Frankfort, is retired. She will represent non-attorney citizen members and serve at the pleasure of the Governor.
The Prosecutors Advisory Council administers the unified prosecutorial system and provides basic training courses for newly elected Commonwealth’s and County Attorneys.
Ryan Carl Griffith has been appointed as a member of the State Board of Licensure for Professional Engineers and Land Surveyors.
- Ryan Carl Griffith, of Lexington, is a transportation engineer. He will represent professional engineers and serve for a term expiring Jan. 1, 2023.
The State Board of Licensure for Professional Engineers and Land Surveyors regulates and controls the licensing and conduct of engineers and land surveyors within the Commonwealth.
Matthew Zane Moore has been appointed as a member of the Kentucky Board of Barbering.
- Matthew Zane Moore, of Burlington, is a barber. He will represent barbers and serve for a term expiring Feb. 1, 2022.
The Kentucky Board of Barbering makes periodic inspections of barber shops and barber schools. It determines whether each individual and business has the required license, follows up on complaints regarding those individuals working without licenses and investigates other violations of the law and inspects premises of shops and schools to determine compliance with sanitary standards and physical requirements as established by the Board.
Wayne M. Meyer, Mark W. Ryles, and David C. Banks have been appointed as a member of the Finance and Administration Architectural Services Selection Committee.
- Wayne M. Meyer, of Florence, is a retired architect. He will serve for a term expiring March 5, 2020; and
- Mark W. Ryles, of Lexington, is an architect. He will serve for a term expiring March 5, 2020; and
- David C. Banks, of Frankfort, is a retired architect. He will serve for a term expiring March 5, 2020.
The Architectural Services Selection Committee, created within the Finance and Administration Cabinet, shall participate in every instance of the Cabinet’s procurement of architectural services.
