Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Paul Bryan Horn, Jr. and Karl Duane Clinard have been appointed as members of the Fish and Wildlife Resources Commission.

  • Paul Bryan Horn, Jr., of Prestonsburg, is the president of Booth Energy. He will represent the 7th Fish and Wildlife District and serve for a term expiring Aug. 13, 2023; and
  • Karl Duane Clinard, of Somerset, is a retired orthodontist. He will represent the 9th Fish and Wildlife District and serve for a term expiring Aug. 13, 2023.

The Fish and Wildlife Resources Commission is a nine member board which oversees and advises the operations of the Department of Fish and Wildlife Resources, including budget issues, hunting and fishing season dates, and various regulations pertaining to the conservation of hunting, fishing and wildlife resources.

William Douglas Hacker has been appointed as a member of the Kentucky Workers’ Compensation Funding Commission.

  • William Douglas Hacker, of Lexington, is a general contractor. He will represent labor and serve for a term expiring Nov. 18, 2020.

The Kentucky Workers’ Compensation Funding Commission Board of Directors consists of seven members, four of whom are appointed by the Governor. The Board administers the Kentucky Workers’ Compensation Fund.

Isaac Grant Minix has been appointed as a member of the Kentucky Council on Postsecondary Education.

  • Isaac Grant Minix, of Prestonsburg, is a student. He will represent students and serve for a term expiring June 30, 2020.

The Council on Postsecondary Education, a 16-member board appointed by the Governor, is the state coordinating board for postsecondary and adult education in Kentucky.

Matthew Yates has been appointed as a member of the Water Transportation Advisory Board.

  • Matthew Yates, of Louisville, is the vice president of the Louisville and Jefferson County Riverport Authority. He will represent public riverports and serve for a term expiring Sept. 30, 2022.

The Water Transportation Advisory Board is an advisory body to the executive and legislative branches of government on matters pertaining to water transportation. The Board promotes economic growth of the waterways and riverports, as well as establishes guidelines and protocol for riverport maintenance, improvements, grant approval, and all matters regarding Kentucky waterways and riverports.

Judith Stamps Piazza has been appointed as a member of the Appalachian/Kentucky Artisans Gateway Center Authority.

  • Judith Stamps Piazza, of Lexington, is a retired executive director with the Finance and Administration Cabinet. She will represent members at-large and serve for a term expiring Jan. 1, 2023.

The Appalachian/Kentucky Artisans Gateway Center Authority develops, operates, and manages the Appalachian/Kentucky Artisans Gateway Center.

Benjamin Thomas Sargent, Rebecca Jordan, Lisa Ball, Theodore Kuster, and Price Bell have been appointed as members of the Kentucky Horse Park Commission.

  • Benjamin Thomas Sargent, of Paris, is a horse trainer and coach. He will serve for a term expiring May 24, 2023; and
  • Rebecca Jordan, of Georgetown, is an insurance agent. She will serve for a term expiring May 24, 2023; and
  • Lisa Ball, of Lexington, is a real estate agent. She is designated as Chair of the Commission and will serve for a term expiring May 24, 2023; and
  • Theodore Kuster, of Paris, is a retired farmer. He will serve for a term expiring May 24, 2023; and
  • Price Bell, of Lexington, is a bloodstock consultant. He will serve for a term expiring May 24, 2023.

The Kentucky Horse Park Commission provides broad management expertise and direction in the operation of the Kentucky Horse Park as well as represents the diverse interests of the Kentucky horse industry.

Margaret Marie Adkins and Virginia T. Rose have been appointed as members of the Board of Speech-Language Pathology and Audiology.

  • Margaret Marie Adkins, of Richmond, is a cochlear implant audiologist. She will represent audiologists and serve for a term expiring July 15, 2022; and
  • Virginia T. Rose, of Lexington, is a speech-language pathologist. She will represent speech-language pathologists and serve for a term expiring July 15, 2022.

The Kentucky Board of Speech-Language Pathology and Audiology consists of eight gubernatorial appointees. The Board regulates the licensing for speech and language pathologists and audiologists and ensures that licensed practitioners perform according to the board’s codes of conduct.

Dale Richard Eckert has been appointed as a member of the Kentucky Board of Veterinary Examiners.

  • Dale Richard Eckert, of Versailles, is a veterinarian. He will serve for a term expiring July 1, 2023.

The Kentucky Board of Veterinary Examiners has eight members, all appointed by the governor. The Board regulates and controls the licensing and conduct of veterinarians within the Commonwealth of Kentucky.
