Appointments to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Appointed John Scott as Magistrate for the 6th District of Bracken County.

Appointed Kenneth Smith to serve as an Administrative Law Judge in the Department of Workers’ Claims.

  • Kenneth Smith of Ashland replaces Christina Hajjar, who has resigned, and shall serve for the remainder of the unexpired term expiring Dec. 31, 2023.

Appointed David West and Glenn Napier as members of the Kentucky River Authority. The Governor has also reappointed Harold Rainwater.

  • David West of Nicholasville is the County Judge/Executive of Jessamine County, Kentucky. He replaces Huston Wells, whose term has expired, and shall serve for a term expiring Nov. 8, 2026.
  • Glenn Napier of Jackson is the homeschool coordinator at Breathitt County Schools. He replaces Angela Muncy, whose term has expired, and shall serve for a term expiring Nov. 8, 2026.
  • Harold Rainwater of Wilmore is Mayor of the City of Wilmore and shall serve for a term expiring Sept. 18, 2026.

Appointed Michael Shaun Youravich as a member of the Kentucky Infrastructure Authority.

  • Michael Shaun Youravich of Elizabethtown is general manager for Hardin County Water District 2. He replaces Ronald Lovan, who has resigned, and shall serve for the remainder of the unexpired term ending June 30, 2025.

Reappointed David Sloan and LaCosta Hays as members of the Public Advocacy Commission.

  • David Sloan of Fort Mitchell is an attorney at O’Hara, Taylor, Sloan, Cassidy, Beck, PLLC and shall serve for a term expiring July 15, 2026.
  • LaCosta Hays of Murray is the executive coordinator of client and community relations at McConnell Insurance Agency and shall serve for a term expiring July 15, 2026.

Appointed Christopher John Fryer and Priscilla Keller as members of the Education Professional Standards Board.

  • Christopher John Fryer of Independence is a teacher at Beechwood Independent Schools. He replaces Lisa Rudzinski, who has resigned, and shall serve for the remainder of the unexpired term ending June 30, 2023.
  • Priscilla Keller of Paducah is a teacher at Livingston County Schools. She replaces Carmen Souder, who has resigned, and shall serve for the remainder of the unexpired term ending June 30, 2024.

Appointed Shambra Mulder, Mary Lou Nichols and Scottie Miller Ellis as members of the Advisory Council on Autism Spectrum Disorders. Reappointed Robert Larry Taylor, Dr. Patricia Gail Williams and Grayson Kemplin.

  • Shambra Mulder of Lexington is deputy commissioner at the Department for Behavioral Health, Developmental, and Intellectual Disabilities. She replaces Allen Brenzel, whose term has expired, and shall serve for a term expiring Nov. 14, 2026.
  • Mary Lou Nichols of Frankfort is an executive assistant in the Office of Health Equity at the Department for Public Health. She replaces Sara Robeson, who has resigned, and shall serve for the remainder of the unexpired term ending Feb. 2, 2026.
  • Scottie Miller Ellis of Prospect is Deputy Communications Director in the Office of the Governor. She replaces Sean Simons, whose term has expired, and shall serve for a term expiring Nov. 14, 2026.
  • Robert Larry Taylor of Shelbyville is executive director of the Kentucky Autism Training Center at the University of Louisville and shall serve for a term expiring Oct. 15, 2026.
  • Patricia Gail Williams of Louisville is a developmental behavioral pediatrician at the University of Louisville and shall serve for a term expiring Oct. 15, 2026.
  • Grayson Kemplin of Lexington is a student and shall serve for a term expiring Oct. 15, 2026.

Appointed Tony Ellis as a member of the Consumers’ Advisory Council. Reappointed Shelia Hodges, Frank Miller, Hayden Johnson and William St. Pierre.

  • Tony Ellis of Louisville is general counsel at V-Soft Consulting. He replaces Larry Wayne Bailey, whose term has expired, and shall serve for a term expiring Nov. 8, 2025.
  • Shelia Hodges of Princeton is the owner of Hodges Service Center and shall serve for a term expiring Sept. 8, 2025.
  • Frank Miller of Lexington is an attorney at Frank Miller, Jr, PLLC and shall serve for a term expiring Sept. 8, 2025.
  • Hayden Johnson of Lebanon is an auctioneer and owner of Hayden Johnson Auctioneers, LLC and shall serve for a term expiring Sept. 8, 2025.
  • William St. Pierre of Villa Hills is retired and shall serve for a term expiring Sept. 8, 2025.

Appointed Margaret Brooks, Lisa Nisbet and Frank Stillwell as members of the Kentucky Board of Licensure for Pastoral Counselors.

  • Margaret Brooks of Richmond is a pastoral counselor at Cornerstone Counseling of Madison County. She replaces Jonathan Carroll, whose term has expired, and shall serve for a term expiring Nov. 8, 2026.
  • Lisa Nisbet of Louisville is a bereavement services specialist at Owen Funeral Home. She replaces Elizabeth Ellis, whose term has expired, and shall serve for a term expiring Nov. 8, 2026.
  • Frank Stillwell of Lexington is a pastoral counselor at Interfaith Counseling Center. He replaces Gerry Hearn, whose term has expired, and shall serve for a term expiring Nov. 8, 2026.

Appointed Carla Sue Bennett, Ruthe Holmberg and Andrea Strassburg as members of the Statewide Independent Living Council.

  • Carla Sue Bennett of Middlesboro is a student success coach at the Kentucky Community & Technical College System. She replaces Ruthann Daniel-Harteis, who has resigned, and shall serve for the remainder of the unexpired term ending May 5, 2023.
  • Ruthe Holmberg of Louisville is the development coordinator at SPARC Hope. She replaces Winter Renfrow, who has resigned, and shall serve for the remainder of the unexpired term ending May 5, 2024.
  • Andrea Strassburg of Lexington is a ward clerk at the University of Kentucky Chandler Medical Center. She replaces Susan Stokely Clary, who has resigned, and shall serve for the remainder of the unexpired term ending May 5, 2024.

Appointed Matthew Walters as a member of the Real Estate Appraisers Board.

  • Matthew Walters of Frankfort is a loan originator at Old National Bank. He replaces John Kenkel, whose term has expired, and shall serve for a term expiring Nov. 14, 2025.

Appointed Karen Frazier and Cameron French as members of the Kentucky Board of Licensure for Massage Therapy.

  • Karen Frazier of Louisville is a licensed massage therapist and adjunct instructor at Ivy Tech Community College. She replaces Brandy Madding, whose term has expired, and shall serve for a term expiring Nov. 8, 2025.
  • Cameron French of Lexington is a program assistant at the Center for Next Generation Leadership at the University of Kentucky. He replaces Shari Thompson, who has resigned, and shall serve for the remainder of the unexpired term ending July 16, 2024.

Appointed Robert Boyd and Lisa Stampor as members of the Kentucky Board of Respiratory Care.

  • Robert Boyd of Louisville is director of respiratory care services at ScionHealth. He replaces Thomas Baxter, who resigned and whose term subsequently expired, and shall serve for a term expiring Oct. 30, 2025.
  • Lisa Stampor of Shepherdsville is director of respiratory care at UofL Health. She replaces Ken DeLane McKenney, whose term has expired, and shall serve for a term expiring Oct. 30, 2025.
