Governor makes appointments to boards and commissions

FRANKFORT, Ky. (Dec. 11, 2012) – Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed the following members to the Kentucky Board of Licensure for Private Investigators to serve for terms expiring Aug. 15, 2014:

Ronald D. Carroll, of Louisville, is a self-employed private investigator. He represents private investigators. The appointment replaces Daniel A. Triplett, whose term has expired.

Ray L. Lang Jr., of Louisville, is a private investigator at Lang Investigations LLC. He represents private investigators. The appointment replaces Edward L. Mercer, whose term has expired.

Pat Melton, of Frankfort, is sheriff of Franklin County. He represents county sheriffs. The appointment replaces Kathryn H. Witt, whose term has expired.

Janice Wyatt-Ross, of Lexington, is an adjunct professor at Asbury University. She represents citizens at large. The appointment replaces Mary Linda Halmhuber, whose term has expired.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring Aug. 15, 2014:

Nicole H. Pang, of Louisville, is an assistant attorney general for the commonwealth of Kentucky. She represents an attorney from the Attorney General’s Office.

Tracy J. Watwood, of Benton, is chief of police for the city of Benton. He represents police officers of the rank of captain or above.

Gov. Beshear has reappointed Dale R. Eckert to the Kentucky Board of Veterinary Examiners to serve for a term expiring Jan. 24, 2017.

Eckert, of Versailles, is a veterinarian at VCA Woodford Animal Hospital.

Gov. Beshear has reappointed Margaret E. Ridley to the Appalachian/Kentucky Artisans Gateway Center Authority to serve for a term expiring Jan. 1, 2017.

Ridley, of Lexington, is a public administrator at Bluegrass Area Development District. She represents members at large.

Gov. Beshear has appointed Robert H. Stewart to the Kentucky Film Commission to serve for a term expiring Sept. 30, 2016.

Stewart, of Frankfort, is a former commissioner of the Department of Travel. The appointment replaces Richard Schirmer, whose term has expired.

Gov. Beshear has reappointed the following members to the commission to serve for terms expiring Sept. 30, 2016:

H. Jou Jou Papailler, of Louisville, is a self-employed arts and entertainment teacher.

Merry-Kay Poe, of Louisville, is a self-employed feature film developer.

Herb E. Smith, of Whitesburg, is a filmmaker at Appalshop Inc.

Gov. Beshear has appointed Gary Dale Sparks as magistrate for the 7th District of Elliott County to serve according to the provisions of Section 152 of the Kentucky Constitution.

Sparks, of Sandy Hook, is retired. The appointment replaces Brenda Howard, who is deceased.

Gov. Beshear has appointed Mary Ellen Greenhill as magistrate for the 3rd District of Carter County to serve according to the provisions of Section 152 of the Kentucky Constitution.

Greenhill, of Grayson, is retired. The appointment replaces Ronnie Greenhill, who is deceased.

Gov. Beshear has appointed Ruth Ann Shepherd to the Kentucky Early Childhood Advisory Council to serve for the remainder of the unexpired term ending June 30, 2014.

Shepherd, of Midway, is a physician and the division director at the Cabinet for Health and Family Services, Department for Public Health. She represents state health agency. The appointment replaces Steve Davis, who has retired.

Gov. Beshear has appointed Madeline M. Abramson to the Kentucky Commission on Women to serve for the remainder of the unexpired term ending Jan. 17, 2013.

Abramson, of Louisville, replaces Marta M. Miranda, who resigned. She is designated chairwoman of the commission. Abramson is the wife of Lt. Gov. Jerry Abramson.

Gov. Beshear has appointed Tad D. Seifert to the Kentucky Boxing and Wrestling Authority to serve for a term expiring Jan. 4, 2016.

This order is effective Jan. 5, 2013. Seifert, of Louisville, is a neurologist at Norton Healthcare. The appointment replaces Frank J. Nichols, whose term has expired.

Gov. Beshear has appointed the following members to the Waste Tire Working Group to serve for terms expiring Aug. 1, 2015:

James R. Townsend, of Dixon, is Webster County judge-executive. He represents county judge-executives.

Martin L. Voiers, of Flemingsburg, is Flemingsburg mayor. He represents mayors.

Joe T. Durkin, of Lexington, is a salesman and assistant manager at S&S Tire. He represents private industry engaged in the business of retail tire sales.

Gov. Beshear has appointed Ishmon F. Burks to the Land Bank Authority Inc. to serve for a term expiring July 15, 2016.

Burks, of Louisville, is an instructor at Jefferson Community and Technical College. The appointment replaces Daniel O. Borsch, whose tern has expired.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring July 15, 2015:

Kevin R. Farris, of Elizabethtown, is a real estate broker at Coldwell Banker. He represents the Kentucky Association of Realtors.

Leo Kenneth Fister, of Lexington, is general manager at Suburban Mobile Home Park. He represents the Kentucky Manufactured Housing Institute.

Gov. Beshear has appointed Mary Pat Regan to the Kentucky Economic Development Partnership Board to serve for a term expiring Oct. 1, 2016.

Regan, of Louisville, is president of AT&T Kentucky. She represents the 3rd Congressional District and the Kentucky Chamber of Commerce. The appointment replaces Tommee Clark, whose term has expired.

Gov. Beshear has reappointed Jean Hale to the board to serve for a term expiring Oct. 1, 2016. Hale, of Pikeville, is president and CEO of Community Trust Bank. She represents the state at large and the Kentucky Chamber of Commerce.

Gov. Beshear has appointed the following members to the Financial Institutions Board to serve for a term expiring Oct. 10, 2016:

Gary M. Traughber, of Elkton, is president and CEO of Elkton Bank & Trust. He represents the banking industry. The appointment replaces Frank Ramsey, whose term has expired.

Dorsey G. Hall, of Lexington, is president and CEO of South Central Bank. He represents the banking industry. The appointment replaces Mark A. Gooch, whose term has expired.

Michael D. Wilson, of Irvine, is president of Citizens Guaranty Bank. He represents the banking industry. The appointment replaces William F. Brashear, whose term has expired.

Gov. Beshear has reappointed David S. Beck to the board to serve for a term expiring Oct. 10, 2016. Beck, of Louisville, is CEO of Kentucky Farm Bureau Federation. He represents citizens at large.

Gov. Beshear has appointed the following members to the Kentucky Equine Drug Research Council to serve for terms expiring Aug. 1, 2016:

Michael W. Kilgore, of Lexington, is a professor at University of Kentucky College of Medicine. He represents pharmacologists. The appointment replaces Hollie Swanson, whose term has expired.

T. Douglas Byars, of Georgetown, is a veterinarian. He represents veterinarians. The appointment replaces Frank D. Marcum, whose term has expired.

Gov. Beshear has reappointed the following members to the council to serve for terms expiring Aug. 1, 2016:

Rick Hiles, of Louisville, is a horse owner and trainer. He represents horsemen.

Jerry L. Yon, of Lexington, is a physician. He represents the Kentucky Horse Racing Commission.

W.B. Rogers Beasley, of Lexington, is the director of racing for the Keeneland Association. He represents licensed racing associations.

Andrew M. Roberts, of Lexington, is a veterinarian at A.M. Roberts DVM PSC. He represents the Kentucky Harness Horsemen’s Association.

Damon Thayer, of Georgetown, is a Kentucky state senator and a marketing consultant at Thayer Communications. He represents legislators.

Arthur B. Zubrod, of Versailles, is general manager at Brittany Farms. He represents the harness racing industry.

Gov. Beshear has appointed James L. Conley to the Kentucky Board of Emergency Medical Services to serve for the remainder of the unexpired term ending Sept. 19, 2014.

Conley, of Salyersville, is a paramedic and director at Morgan County EMS. He represents paramedics. The appointment replaces Charles R. O’Neal, who has resigned.

Gov. Beshear has appointed John M. Evans to the State Board of Embalmers and Funeral Directors to serve for a term expiring Oct. 26, 2016.

Evans, of Princeton, is retired. He represents citizens at large. The appointment replaces Frankie L. Nelson, whose term has expired.

Gov. Beshear has appointed Thomas T. Noland Jr. to the Governor’s Scholar Program Board of Directors to serve for a term expiring June 20, 2015.

Noland, of Louisville, is senior vice president at Humana Inc. The appointment replaces Eric G. Farris, whose term has expired.

Gov. Beshear has reappointed Earl F. Hamm to the board to serve for a term expiring June 20, 2015. Hamm, of Louisville, is an attorney at Hamm & Associates PLLC.
