Governor makes appointments to boards and commissions

FRANKFORT, Ky. (May 12, 2014) – Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed the following members to the Gateway Community and Technical College Board of Directors:

 Julie Ann Smith-Morrow, of Newport, is CEO at Dress for Success Cincinnati. The appointment replaces Martha C. Johnson, whose term has expired. Smith-Morrow shall serve for a term expiring Nov. 15, 2019.

on the boardsChad L. Day, of Covington, is executive secretary at Cincinnati Building Trades. The appointment replaces Brent M. Cooper, whose term has expired. Day shall serve for a term expiring Nov. 15, 2018.

Iversy Velez, of Florence, is an attorney. The appointment replaces Katheryn Cook, whose term has expired. Velez shall serve for a term expiring Nov. 15, 2018.

Paul L. Whalen, of Fort Thomas, is an attorney for the U.S. Department of Energy. The appointment replaces Richard Jordan, whose term has expired. Whalen shall serve for a term expiring Nov. 15, 2017.

Joseph H. Creaghead, of Fort Mitchell, is a business executive at Global Shelter Systems. The appointment replaces Richard B. Fowler, whose term has expired. Creaghead shall serve for a term expiring Nov. 15, 2017.

Gov. Beshear has reappointed the following members to the board to serve for terms expiring Nov. 15, 2019:

Jeffrey Groob, of Covington.

Kenneth R. Paul, of Fort Thomas.

Gov. Beshear has appointed the following members to the Kentucky Commission on Community Volunteerism and Service:

Julian A. Bond, of Frankfort, is a head waiter at Holly Hill Inn. The appointment replaces Susan Brammer, whose term has expired. Bond shall serve for a term expiring Jan. 3, 2017.

Karen R. Anderson, of Lexington, is a higher education administrator at Transylvania University. The appointment replaces Tracy Jo Ingram, who has resigned. Anderson shall serve for the remainder of the unexpired term ending Jan. 3, 2015.

Gov. Beshear has reappointed the following members to the commission to serve for terms expiring Jan. 3, 2017:

Jamine Hamner, of Lexington, is a volunteer coordinator at Saint Joseph Health System.

Verona C. Dunn, of Frankfort, is retired.

Douglas E. Eberhart, of Louisville, is president and CEO at United Way of Kentucky.

Elizabeth Anne Combs, of Pikeville, is a student and marketing assistant at Commerce Lexington.

Gov. Beshear has appointed Shirie L. Hawkins to the Kentucky Workforce Investment Board to serve for a term expiring May 12, 2015.

Shirie L. Hawkins, of Lexington, is center director at Kentucky Small Business Development Center. She represents business/members at large. The appointment replaces Jeffery L. Bischoff, who has resigned. Hawkins shall serve for the remainder of the unexpired term ending May 12, 2015.

Gov. Beshear has appointed Charles A. Rudd Jr. to the Madisonville Community College Nominating Commission to serve for the remainder of the unexpired term ending April 15, 2017.

Charles A. Rudd Jr., of Madisonville, is an insurance agent at Rudd Insurance Inc. The appointment replaces Jack N. Morris.

Gov. Beshear has designated Peggy M. Williams as chair of the commission.

Peggy M. Williams, of Greenville, is a banker at Old National Bank.

Gov. Beshear has appointed Pamela L. Brough to the Bluegrass Community and Technical College Board of Directors to serve for a term expiring Oct. 15, 2019.

Pamela L. Brough, of Lawrenceburg, is president at the Anderson County Chamber of Commerce. The appointment replaces Jonah Mitchell, whose term has expired.

Gov. Beshear has reappointed the following members to the board:

Florence S. Huffman, of Lexington, is an attorney. Huffman shall serve for a term expiring Oct. 15, 2014.

Robert P. McNulty, of Lexington, is a letter carrier at for the United States Postal Service. McNulty shall serve for a term expiring Oct. 15, 2015.

Robert E. Rowland, of Danville, is a retired school superintendent. Rowland shall serve for a term expiring Oct. 15, 2016.

Ron L. Walker Jr., of Richmond, is assistant U.S. attorney for the Eastern District of Kentucky. Walker shall serve for a term expiring Oct. 15, 2017.

Annissa M. Franklin, of Nicholasville, is chief administrative officer at Urban League of Lexington. Franklin shall serve for a term expiring Oct. 15, 2018.

Stuart Dudley Taylor, of Winchester, is a farmer and a banker and accountant at Peoples Exchange Bank. Taylor shall serve for a term expiring Oct. 15, 2019.

Gov. Beshear has reappointed Virginia L. Alcott to the Kentucky Board of Certification for Professional Art Therapists to serve for a term expiring July 15, 2017.

Virginia L. Alcott, of Glasgow, is an administrator and professional art therapist at Barren River Area Safe Space Inc.

Gov. Beshear has appointed Anna K. Armstrong to the Kentucky Oral History Commission to serve for a term expiring Feb. 15, 2018.

 Anna K. Armstrong, of Harrodsburg, is a retired photographer. The appointment replaces Chad T. Berry, whose term has expired.

Gov. Beshear has reappointed Thomas E. Meng to the commission to serve for a term expiring Feb. 15, 2018.

Thomas E. Meng, of Lexington, is an attorney at Stites & Harbison.

Gov. Beshear has appointed the following members to the Kentucky Grape and Wine Council to serve for terms expiring Jan. 1, 2018:

Virginia F. Beetz, of Erlanger, is retired. She represents grape producers. The appointment replaces Jeffrey Wiles, whose term has expired.

John P. Malloy, of Louisville, is vice president at LG&E-KU. Malloy represents the Tourism, Arts and Heritage Cabinet. The appointment replaces Mona Juett, whose term has expired.

Gov. Beshear has appointed the following members to the Kentucky Board of Interpreters for the Deaf and Hard of Hearing to serve for terms expiring Oct. 1, 2017:

Kevin P. Hamilton, of Danville, is a minister at Grace Deaf Presbyterian Church. Hamilton represents consumers. The appointment replaces Joy Kiser, whose term has expired.

Marci Lynn Purtell, of Lexington, is director of interpreting at Sorenson Communications. She represents certified practicing interpreters. The appointment replaces Daniel R. Roush, whose term has expired.

Gov. Beshear has reappointed Sidney C. Shouse to the Advisory Board for Veterans’ Affairs to serve for a term expiring Sept. 25, 2016.

 Sidney C. Shouse, of Bardstown, works for the United States Postal Service. He represents the American Legion.

Gov. Beshear has appointed Michael P. Doherty to the Apprenticeship and Training Council to serve for a term expiring Dec. 31, 2017.

Michael P. Doherty, of Cold Spring, is a plumber at Thomas J. Dyer. He represents employer organizations. The appointment replaces Angie College, whose term has expired.

Gov. Beshear has reappointed the following members to the council to serve for term expiring Dec. 31, 2017.

Howard L. Dawes, of Calvert City, is a maintenance mechanic at Westlake Vinyls. He represents employee organizations.

Kyle T. Henderson, of Paducah, is a business manager at Plumbers & Steamfitters Local Union 184. He represents employee organizations.

Kenneth W. Sheridan, of Dixon, is manager of safety technical training at LG&E and KU. He represents employer organizations.

Gov. Beshear has appointed the following members to the Institute for Aging: 


Esther C. Hurlburt, of Lexington, is a minister, registered nurse and geriatric care manager at ParentCare KY LLC. The appointment replaces Isabel M. Yates, whose term has expired. Hurlburt shall serve for a term expiring Sept. 1, 2016.

Richard A. Collins, of Lexington, is senior vice president and a commercial lender at Citizens Commerce National Bank. The appointment replaces Robert L. Sterrett, whose term has expired. Collins shall serve for a term expiring Sept. 1, 2016.

W. Michael Mansfield, of Louisville, is a dentist at the University of Louisville School of Dentistry. The appointment replaces Jan M. Scherrer, whose term has expired. Mansfield shall serve for a term expiring Sept. 1, 2016.

Jeffrey J. Rubin, of Berea, is a self-employed trainer and consultant. The appointment replaces Nelda D. Barnett, whose term has expired. Rubin shall serve for a term expiring Sept. 1, 2017.

Gov. Beshear has reappointed the following members to the institute to serve for terms expiring Sept. 1, 2017:

Demetra E. Antimisiaris, of Louisville, is director of geriatric pharmacotherapy at the University of Louisville School of Medicine.

Keith R. Knapp, of LaGrange, is a health care administrator at Christian Care Communities.

Vivian G. McNatton, of Owensboro, is associate director for social services at Green River Area Development District.

Gov. Beshear has appointed the following members to the Kentucky State Advisory Council on Libraries:

Marilyn K. Morrow, of Stearns, is a library director at McCreary County Public Library. She represents public libraries. The appointment replaces Linda Kompanik, whose term has expired. Morrow shall serve for a term expiring Dec. 17, 2017.

Terry D. Buckner, of Lexington, is a librarian at Bluegrass Community and Technical College. Buckner represents institutional libraries. The appointment replaces Karl A. Benson, who has resigned. Buckner shall serve for the remainder of the unexpired terms ending Dec. 17, 2014.

Julia E. Allegrini, of Newport, is a branch librarian at Kenton County Public Library. She represents disadvantaged library users. The appointment replaces Kimberly A. Hartz, whose term has expired. Allegrini shall serve for a term expiring Dec. 17, 2017.

Gov. Beshear has reappointed the following members to the council to serve for terms expiring Dec. 17, 2017:

Robyn S. Baxter, of Taylorsville, is an educational recovery leader for the Kentucky Department of Education. She represents school libraries.

Louis A. “Buzz” Carmichael, of Lexington, is vice president at CBA Pharma. He represents library users. Carmichael shall serve as chair of the commission.

Gov. Beshear has appointed the following members to the Alzheimer’s Disease and Related Disorders Advisory Council to serve for terms expiring May 9, 2016:

Hollie R. Sands, of Lexington, is an epidemiologist II for the Kentucky Cabinet for Health and Family Services Department for Public Health Immunization Program. She represents the medical research community. The appointment replaces Jane M. Thibault, whose term has expired.

Kimberly H. Goode, of Georgetown, is a long-term care ombudsman at the Office of Aging Services. She represents the Office of Aging Services. The appointment replaces Phyllis Sosa, whose term has expired.

Cheryl Harrod, of Frankfort, is an occupational therapist at Franklin County Home Health. She represents local health departments. The appointment replaces Barbara Jean McIntee, whose term has expired.

Gov. Beshear has reappointed the following members to the council to serve for terms expiring May 9, 2016:

Diane Spencer, of Lexington, is a recruiter coordinator and research assistant at Sanders-Brown Center on Aging. She represents UK Alzheimer’s Disease Research Center at Sanders-Brown Center on Aging.

Diane C. Grisham King, of Louisville, is a nursing home administrator at Episcopal Church Home. She represents health care providers.

Gov. Beshear has reappointed the following members to the State Advisory Committee for the Land and Water Conservation Fund to serve for terms expiring March 8, 2016:

Lisa A. Deavers, of Franklin, is assistant director of recreation and historic sites for Kentucky State Parks.

James E. Parrish, of Frankfort, is co-director of parks and recreation for the City of Frankfort.

Earl Wayne Farris, of Louisville, is territory manager at Hoosier Penn Oil Company.

Carey Loomis, of Morehead, is a forestry technician for the U. S. Forest Service.

Jennifer L. Coyle, of Owenton, is a rural carrier for the United States Postal Service.

Gail K. Wright, of Mount Sterling, is executive director of Gateway Area Development District.

Clay Cottongim, of Shelbyville, is a park consultant for Shelbyville-Shelby County Parks and Recreation.

Woodrow Wilson “Woody” Maglinger III, of Owensboro, is a community relations coordinator at Green River Area Development District.

Sandra T. Wilson, of Horse Cave, is an executive director of the Horse Cave-Hart County Tourist Commission.

Ralph W. Schiefferle, of Danville, is retired.

Charles Montgomery Haddaway IV, of Pleasure Ridge Park, is executive director of the Kentucky Recreation and Park Society. Haddaway shall serve as chair of the committee.

Gov. Beshear has appointed the following members to the Commission for Children with Special Health Care Needs.

Dustin E. Phelps, of Somerset, is a psychologist for Pulaski County Schools. The appointment replaces James R. Gildersleeve, whose term has expired. Phelps shall serve for a term expiring Dec. 20, 2017.

Gina Leeper, of Paducah, is a development coordinator for Baptist Health. The appointment replaces MaryLee P. Underwood, who has resigned. Leeper shall serve for the remainder of the unexpired term ending Dec. 20, 2015.

Gov. Beshear has designated Jacqueline Noonan as chair of the commission. Jacqueline Noonan, of Lexington, is a physician at the University of Kentucky College of Medicine.
