Finance Cabinet seeks proposals for build-to-suit office building

FRANKFORT, Ky. (June 18, 2014) — The Kentucky Finance and Administration Cabinet has released a notice for a request for proposals to enter into a design-build-finance-operate agreement for a new 334,000-square-foot office building to be located in Frankfort.

The Finance Cabinet intends to establish a lease-purchase agreement with the successful bidder. Private entities interested in receiving a copy of the project RFP must submit responses on a Commonwealth of Kentucky Solicitation form on or before 10:30 a.m., Friday, June 27.

The full Finance Cabinet project RFP will be sent after the June 27 deadline to firms that officially indicate interest in developing a proposal and are verified. A pre-proposal conference is scheduled for early July with phase one proposals due Aug. 25. Anticipated contract award is slated for Sept. 17.

State-owned property on Sower Boulevard in Frankfort is being proposed as a possible location for the building. This property would be conveyed to the developer for the duration of the lease-purchase agreement. Other private sites in Frankfort offered by a developer will also be considered.
