Governor makes appointments to boards and commissions

FRANKFORT, Ky. (July 21, 2014) — Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:

on the boardsRe-appointed to the Agricultural Development Board to serve for terms expiring July 6, 2018:

  • Thomas W. Mattingly, of Owensboro, is an agricultural loan officer at Independence Bank. He represents agricultural lenders.
  • Wayne Hunt, of Herndon, works at Agri-Chem Inc. He represents active farmers.
  • Roy G. Collins, of Manchester, is an attorney at Morgan, Brashear, Collins and Yeast. He represents attorneys with farm experience.

Appointed to the Southern Regional Education Board to serve for a term expiring June 30, 2018:

  • Mary Ann Blankenship, of Midway, is executive director of the Kentucky Education Association. The appointment replaces Tim T. Shaughnessy, whose term has expired.

Re-appointed to the Executive Branch Ethics Commission to serve for a term expiring July 14, 2018.

  • William G. Francis, of Prestonsburg, is an attorney at Francis, Kendrick & Francis. He represents the Governor.

Re-appointed to the Board of Registration for Professional Geologists to serve for a term expiring July 14, 2018.

  • Larry R. Rhodes, of Lexington, is a geologist at Rhodes Consulting Group LLC. He represents geologists.
  • Re-appointed to the Louisville and Jefferson County Air Board to serve for a term expiring July 15, 2018.
  • Mary Rose Evans, of Louisville, represents the neighborhood association executive board.

Re-appointed to the Kentucky Horse Racing Commission to serve for terms expiring July 1, 2017:

  • Tracy Farmer, of Midway, is a thoroughbred breeder.
  • Edward S. Bonnie, of Prospect, is a retired attorney.
  • Francis Thomas Conway, of Louisville, is an attorney at Conway & Conway.
  • Robert M. Beck, of Lexington, is an attorney at Stites & Harbison.
  • John W. Phillips, of Lexington, is a horseman at Darby Dan Farm.

Re-appointed to the Northern Kentucky Convention Center Corp. Board of Directors to serve for a term expiring July 14, 2018.

  • Robert William Zapp, of Union, is president of Bank of Kentucky Inc.

Re-appointed to the Kentucky Historic Preservation Review Board to serve for terms expiring July 15, 2018:

  • Margaret R. Jacobs, of Lexington, is an architect at Tate Hill Jacobs Architects. She represents architects.
  • James I. Montgomery, of Louisville, is a retired postal manager. He represents citizens at large.

Appointed to the Kentucky Board of Licensure of Marriage and Family Therapists to serve for a term expiring July 15, 2018.

  • Karen L. Westbrooks, of Louisville, is a licensed marriage and family therapist and educator at Campbellsville University. The appointment replaces Richard E. Hamon, whose term has expired.

Re-appointed to board to serve for a term expiring July 15, 2018:

  • Carolyn Miller-Cooper, of Louisville, is an attorney for Louisville Metro Government. She represents citizens at large.

Re-appointed to the Colon Cancer Screening Advisory Committee to serve for terms expiring July 15, 2018.

  • Whitney Fox Jones, of Louisville, is a physician at Midwest Gastro Associates. He represents members at large.
  • Benjamin Lee Kessinger, of Lexington, is an attorney at Kinkead & Stilz PLLC. He represents members at large.

Re-appointed to the Public Advocacy Commission to serve for terms expiring July 15, 2018:

  • Crystal Rae Coel Coleman, of Murray, is an administrator and professor at Murray State University. She represents members at large.
  • John M. Rosenberg, of Prestonsburg, is an attorney. He represents child advocates or persons with substantial experience in the representation of children.
  • Robert C. Ewald, of Louisville, is a retired attorney from Wyatt, Tarrant & Combs. He represents the Kentucky Bar Association.
  • Charles E. English Jr., of Bowling Green, is an attorney at English, Lucas, Priest & Owsley. He represents the Kentucky Bar Association.

Appointed to the Kentucky Developmental Disabilities Council:

  • Lela Rose Hale, of Hopkinsville, is a service coordinator at Christian Care Communities. She represents parents or guardians of institutionalized or previously institutionalized individuals with developmental disabilities. The appointment replaces Eric W. Wright, whose term has expired. Hale shall serve for a term expiring July 16, 2017.
  • Sondra Kaye Gilbert, of Philpot, is a parent consultant for the Commission for Children with Special Health Care Needs. She represents parents or guardians of institutionalized or previously institutionalized individuals with developmental disabilities. The appointment replaces Virginia McKiernan, whose term has expired. Gilbert shall serve for a term expiring July 16, 2017.
  • Roxanne Holbrook, of Catlettsburg, represents individuals with developmental disabilities. The appointment replaces Marie L. Braun, whose term has expired. Holbrook shall serve for a term expiring July 16, 2017.
  • Courtney T. Cooper, of Louisville, represents individuals with developmental disabilities. The appointment replaces Oyo Fummilayo, whose term has expired. Cooper shall serve for a term expiring July 16, 2017.
  • Lindsay Midkiff, of Bowling Green, is a social worker at Life Skills. She represents parents or guardians of individuals with developmental disabilities. The appointment replaces Robert David Minor. Midkiff shall serve for the remainder of the unexpired term ending July 16, 2016.

Re-appointed to the council to serve for terms expiring July 16, 2017:

  • Chastity Y. Ross, of Richmond, is a case manager at MARC Center. She represents individuals with developmental disabilities.
  • Keith Hosey, of Louisville, is a manager at the Center for Accessible Living Inc. He represents individuals with developmental disabilities.
  • Anne B. Weaver, of Louisville, is a teacher at Jefferson County Public Schools. She represents parents or guardians of individuals with developmental disabilities.

Re-appointed to o the Commission on Fire Protection Personnel Standards and Education to serve for terms expiring July 16, 2018:

  • James D. Nickell, of Clearfield, is Rowan County judge-executive. He represents county judge-executives.
  • Charles D. Goldsmith, of Louisville, is fire chief at Highview Fire Department. He represents fire chiefs of volunteer fire departments.
  • Gregory Alan Lowe, of Cecilia, represents fire chiefs of volunteer fire departments.
  • Richard E. Meyer, of Taylor Mill, is a retired court security officer. He represents the general public.
  • Kevin C. Tyler, of Louisville, is fire chief at Harrods Creek Fire Department. He represents fire chiefs of paid fire departments.

Appointed to the Mine Safety Review Commission to serve for a term expiring May 23, 2018:

  • W. Bryan Hubbard, of Lexington, is a lawyer at Casey, Bailey & Maines. The appointment replaces J. Duncan Pitchford, whose term has expired.

Appointed to the Purchase of Agricultural Conservation Easement (PACE) Corp. Board of Directors to serve for the remainder of the unexpired term ending April 12, 2015:

  • Rodney D. Grusy, of Elizabethtown, is retired. He represents the 2nd Congressional District. The appointment replaces Melissa G. Meeks, who has resigned.

Re-appointed to the board to serve for terms expiring April 12, 2018:

  • Frances A. Brown, of Russellville, is a farmer and housewife. She represents the 1st Congressional District.
  • Hobert David McGlone, of Grayson, is a self-employed farmer and mechanic. He represents the Kentucky Farm Bureau.

Appointed for the 3rd District of Garrard County:

  • Richard L. Arnold, of Lancaster, is a retired teacher.
