Gov. Beshear makes appointments to boards and commissions

Appointments announced on Friday evening

FRANKFORT, Ky. (May 26, 2015) — Gov. Steve Beshear has made appointments to Kentucky boards and commissions.

Appointed as a member of the Personnel Board, to serve for a term expiring Jan. 1, 2018.

  • Tommy W. Chandler, of Providence, is a retired lawyer and judge. He shall serve for a term expiring Jan. 1, 2018.

Appointed as a member of the Kentucky Board of Emergency Medical Services.

  • Dr. Walter C. Lubbers, of Lexington, is an emergency physician at the University of Kentucky. He represents physicians with a primary practice in the delivery of emergency medical care. The appointment replaces Neal J. Richmond, who resigned. Dr. Lubbers shall serve for the remainder of the unexpired term ending Sept. 19.

Reppointed to the Governor’s Minority Employment, Business Affairs and Economic Development Council to serve for terms expiring April 1, 2019:

  • Verna C. Goatley, of Louisville, is employed by Louisville Metro government.
  • Yvette Monique Smith, of Frankfort, is executive director, Office of Equal Employment Opportunity and Contract Compliance in the Finance and Administration Cabinet.
  • Henry Snorton III, of Hopkinsville, is executive director, Minority Economic Development Initiative of Western Kentucky.
  • Claudia Elridge, of Georgetown, is a law enforcement and corrections liaison for Galls Inc.
  • Kristel S. Smith, of Frankfort, is executive director of the Innovation and Commercialization Center at Eastern Kentucky University.

Appointed to the Kentucky Board of Examiners of Psychology to serve for a term expiring May 19, 2019.

  • Kevin M. Pernicano, of Louisville, is a psychologist and chief of mental health services at the Veterans Affairs Medical Center in Lexington. He represents licensed psychologists and replaces Thomas W. Miller, whose term has expired.

Reppointed to the Kentucky Board of Examiners of Psychology to serve for a term expiring May 19, 2019.

  • Owen T. Nichols, of Hebron, is a psychologist for NorthKey Community Care and represents licensed psychologists.

Reppointed as a member of the Central Midwest Interstate Low-Level Radioactive Waste Commission to serve for a term expiring March 31, 2019.

  • Dewey F. Crawford, of Louisville, is a retired manager of radiation health for the Cabinet for Health and Family Services.

Appointed as members of the Kentucky State Corrections Commission to serve for terms expiring Feb. 17, 2018:

  • Brandy N. Durman, of Nicholasville, is a graduate student and represents crime victims. She replaces Sarah A. Brady, whose term has expired.
  • Hopkins County Judge-Executive Donald E. Carroll, of Madisonville, represents county judge-executives. He replaces Harold Tomlinson, whose term has expired.
  • Bullitt County Commonwealth’s Attorney Michael A. Mann, of Mount Washington, represents commonwealth’s attorneys. He replaces G. L. Ovey, who resigned.
  • Jennifer M. Hancock, of Louisville, is president and CEO of Volunteers of America of Kentucky. She represents service providers. The appointment replaces Billy Wayne Thompson, whose term has expired.

Reppointed as members of the Kentucky State Corrections Commission to serve for terms expiring Feb. 17, 2018:

  • Hardin County Jailer Danny R. Allen, of Cecilia. He represents county jailers.
  • Karyn B. Hascal, of Louisville, is president of The Healing Place. She represents service providers.

Appointed as members of the Kentucky Forestry Best Management Practices Board to serve for terms expiring April 22, 2019:

  • Candie T. Nantz, of Manchester, is a forest ranger technician with the Kentucky Division of Forestry represents the division. She replaces Sara Johns, whose term has expired.
  • Portia Brown, of Louisville, is retired. She represents at large woodland owners. The appointment replaces George L. Crawford, whose term has expired.

Gov. Beshear has reappointed the following as members of the Kentucky Forestry Best Management Practices Board to serve for terms expiring April 22, 2019:

  • Christopher M. Terry, of Morehead, is president and owner of Terry Logging Inc. He represents loggers in good standing.
  • Charles Courtney, of Greenville, is a self-employed logger and represents the Kentucky Wood Industry.

Reppointed as members of the Judicial Nominating Commission for the 30th Judicial Circuit and District, to serve for terms expiring Jan. 1, 2018:

  • Joel E. Zimmerman, of Louisville, is marketing director, The Kidz Club Louisville
  • Kenneth S. Berryman, of Louisville, works in private equity with Capital South Investments.

Appointed to the Kentucky Board of Barbering

  • John A. Hedgespeth, of Louisville, is a barber at Derby City Chop Shop. He represents barbers. The appointment replaces Hartsel H. Stovall, who is deceased. Hedgespeth shall serve for the remainder of the unexpired term ending Feb. 1, 2017.

Appointed as members of the KATS Network Advisory Council

  • Carol S. Weber, of Union, is a branch manager with the Kentucky Office of Vocational Rehabilitation and represents the office. Weber replaces Stephen D. Matheis, whose term has expired. Weber shall serve for a term expiring March 31, 2018.
  • Andre D. Ryssemus, of Lexington, is an assistive technology specialist with the Kentucky Office for the Blind and represents that office. He replaces Jenny Tyree, whose term has expired. Ryssemus shall serve for a term expiring March 31, 2018.
  • Patrick R. Murphy, of Louisville, is a human resources manager with UPS and a member of the Kentucky Workforce Investment Board. He represents the workforce board. Murphy replaces Lara Needham, whose term has expired. Murphy shall serve for a term expiring March 31, 2018.
  • Jennifer Hicks, of Waddy, is coordinator of the Kentucky Office of the Americans with Disabilities Act. She represents other state agencies, public agencies or private organizations and replaces Norbert J. Ryan, who retired. Hicks shall serve for the remainder of the term ending March 31, 2016.

Reppointed as members of the KATS Network Advisory Council to serve for terms expiring March 31, 2018:

  • Rowena G. Holloway, of Willisburg, is an internal policy analyst for the Kentucky Commission on the Deaf and Hard of Hearing and represents that commission.
  • Todd E. Stephens, of Ashland, is a manager at Independence Place. He represents a state center for independent living.
  • Lee Muncy, of Shelbyville, is employed by the Kentucky Department of Education’s Office of Knowledge, Information and Data Services. He represents a state educational agency.

Appointed as members of the Alzheimer’s Disease and Related Disorders Advisory Council to serve for terms expiring May 9, 2019:

  • Elizabeth “Betty” Shiels, of Louisville, is works in research at the University of Louisville Kent School of Social Work. She represents state agencies dealing with dementia. Shiels replaces Sarah J. Wilding, whose term has expired
  • Dr. Erlene Y. Grise-Owens, of Louisville, is a social worker and professor at Spalding University School of Social Work. She represents consumers. The appointment replaces Betty Higgins, whose term has expired.
  • Andrew B. Beckett, of Georgetown, is, public health director for the Bourbon County Health Department. He represents local health departments and replaces Andrea D. Brown, whose term has expired.
  • Dr. Anna C. Faul, of Crestwood, is a professor and executive director of the Institute for Sustainable Health and Optimal Aging at the University of Louisville. She represents state agencies dealing with dementia.
  • Andrea D. Renfrow, of Taylorsville, is public health director for the Bullitt County Health Department. She represents state agencies dealing with dementia.

Reappointed as members of the Alzheimer’s Disease and Related Disorders Advisory Council to serve for terms expiring May 9, 2019:

  • Stephen J. Olding, of Independence, is communications director for Alzheimer’s Association of Greater Cincinnati and represents the association.
  • Dr. Keith R. Knapp, of LaGrange, is a health care administrator for Christian Care Communities. He represents health care providers.

Appointed as a member of the Kentucky Real Estate Commission, to serve for a term expiring Oct. 1, 2018.

  • Thomas V. Biederman, of Versailles, is a real estate broker and auctioneer with Biederman Real Estate. The appointment replaces Linda G. Cecil, whose term has expired.

Appointed as a member of the Louisville-Jefferson County Tourist and Convention Commission.

  • Sarah Robbins, of Louisville, is senior vice president of operations for 21c Museum Hotels. The appointment replaces Michael D. Howerton, who is deceased. Robbins shall serve for the remainder of the unexpired term ending Aug. 13, 2016.

Reappointed as members of the Kentucky Sports Authority to serve for terms expiring Jan. 4, 2019:

  • Joseph H. Terry, of Lexington, is an attorney at Dinsmore and Shohl. He represents at large members.
  • George W. Ginter, of Lexington, is an anesthesiologist at Commonwealth Anesthesia. He represents the Kentucky Boxing and Wrestling Authority.
  • David R. Azbill, of London, is an attorney. He represents at large members.
