EKPC seeks PSC approval to purchase Oldham County Natural Gas Power Plant

LaGrange, Ky. – East Kentucky Power Cooperative (EKPC) has requested the approval of the Kentucky Public Service Commission (PSC) to purchase a natural gas-fueled power plant in LaGrange, Ky., from Bluegrass Generation Co. LLC.

The plant is located in Oldham County, approximately 20 miles east of Louisville. EKPC is seeking to complete the purchase by the end of the year.

“EKPC has carefully analyzed this transaction and we are confident it offers clear benefits for our owner-member cooperatives and the 520,000 homes and businesses they serve,” said Anthony “Tony” Campbell, the co-op’s president and CEO. Those benefits include diversifying EKPC’s generating portfolio, reducing power purchases during periods of heavy demand, and reducing the risks of market volatility.

The plant’s three simple-cycle natural gas units feature a total net rated winter capacity of 594 megawatts and summer capacity of 495 megawatts. Under an existing agreement, which continues until April 2019, Kentucky Utilities/LG&E receives the output of one of the units. The units were constructed in 2002. EKPC anticipates doubling Bluegrass Station’s current workforce of five employees.

The proposed purchase resulted from EKPC’s May 2014 solicitation of proposals for up to 200 MW of electric-generating resources to replace Dale Station in Clark County, Ky.

The transaction was analyzed by three independent organizations on EKPC’s behalf. All concluded the acquisition would benefit EKPC’s owner-members by reducing exposure to long-term volatility in power markets.
