Gov. Beshear makes appointments to boards and commissions

FRANKFORT, Ky. (Oct. 2, 2015) – Governor Steve Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has reappointed the following as members of the Kentucky State Advisory Panel for Exceptional Children, to serve for terms expiring Aug. 8, 2018:

  • Elisabeth Jensen, of Lexington, representing parents.
  • Justin T. Cooper, of Shelbyville, representing faculty from higher education.
  • Casey L. Allen, of Paducah, representing parents.
  • Amy S. Folker, of Frankfort, representing parents.

Gov. Beshear has appointed the following as members of the Kentucky Horse Racing Commission to serve for terms expiring July 1, 2018:

  • Steve Hunter Stewart,of Paris, is a horse farm owner and manager. Stewart replaces Alan Joel Leavitt, whose term has expired.
  • Clayton B. Patrick,of Frankfort, is an attorney. Patrick replaces Foster Harold Northrop, whose term has expired.

Gov. Beshear has reappointed the following as members of the Kentucky Horse Racing Commission, to serve for terms expiring July 1, 2018:

  • Allan Wade Houston, of Prospect.
  • Elizabeth Stone Lavin, of Goshen.
  • Neil Allan Howard, of Lexington.

Gov. Beshear has appointed Elizabeth Anne Ruwe as a member of the Kentucky Council on Postsecondary Education, to serve for a term expiring June 30, 2016.

  • Elizabeth Anne Ruwe, of  Cincinnati, is a graduate student. She represents student members. She replaces Joshua Tunning, whose term has expired.

Gov. Beshear has appointed the following as members of the Pediatric Cancer Research Trust Fund Board, to serve for terms expiring Sept. 1, 2019:

  • Dr. Kenneth G. Lucas, of Louisville, is a University of Louisville professor of medicine and is pediatric hematology/oncology division director. He represents Kosair Children’s Hospital.
  • Dr. Lars Martin Wagner, of Lexington, is a physician. He represents the University of Kentucky Children’s Hospital.
  • Bradley Scott Nunn, of Louisville, is a business development manager. He represents the Kentucky Chapter of the Leukemia and Lymphoma Society.
  • James Sharp, of Lexington, is government relations director for the American Cancer Society. He represents the Kentucky offices of the American Cancer Society.
  • April Dawn Wilhoit, of Owingsville, is a community manager for the American Cancer Society. She represents pediatric cancer survivors.
  • Dr. Heather Hood Wise, of Campbellsville, is a dentist and business owner. She represents citizens at large.
  • Jamie Ennis Bloyd, of Lexington, is a self-employed consultant and advocate. She represents citizens at large.
  • Dr. John Ray Langefeld, of Lexington, represents the secretary of the Cabinet for Health and Family services.
  • Dr. Stephanie Mayfield, of Frankfort, is Commissioner of the Department for Public Health and represents that office.

Gov. Beshear has appointed the following as members of the Juvenile Justice Advisory Board:

  • Jan’a Gill Prater, of Lexington, is a graduate student. She represents victims of a crime by a person under the age of 18. Prater replaces Mykol Hamilton, whose term has expired. Prater shall serve for a term ending Sept. 15, 2019.
  • Gerina Diana Whethers, of Louisville, is executive director, Office of Victims Advocacy, and represents the Attorney General’s Office. Whethers replaces Jeanne Deborah Anderson, whose term has expired. Whethers shall serve for a term ending Sept. 15, 2019.
  • James Christopher Clark, of Richmond, is a student at Eastern Kentucky University. He represents youth under 24. Clark replaces Candace Faith Moberly, who resigned. Clark shall serve for the remainder of the unexpired term ending Sept. 15, 2016.
  • Justin D. Miller, of Louisville, is a professor of social work at the University of Kentucky. He represents current or former participants in the juvenile justice system. Miller replaces Christopher Lee Caudill, who resigned.  Dr. Miller shall serve for the remainder of the unexpired term ending Sept. 15, 2017.
  • Jacinda Marie Lewis, of Lawrenceburg, is a children’s clinician with Bluegrass Comprehensive Services. She represents public advocates. Lewis replaces Edward C. Monahan.  Lewis shall serve for a term expiring Sept. 15, 2019.

Gov. Beshear has reappointed the following as members of the Juvenile Justice Advisory Board to serve for terms expiring Sept. 15, 2019:

  • Lana Elaine Mullins, of Mayfield, representing local school district special education administrators.
  • Racynnio Kippe Rankin, of Louisville, representing current or former participants in juvenile justice system.
  • Rachel Ann Bingham, of Frankfort, representing the Administrative Office of the Courts.
  • Mary Lou Cutter, of Lexington, representing current or former participants in the juvenile justice system.
  • Teresa Carol James, of Versailles, representing the Cabinet for Health and Family Services.
  • Michelle Renaee Kilgore,of Frankfort, representing Department of Behavioral Health.

Gov. Beshear has appointed the following as members of the Center for Pollution Prevention Board of Directors, to serve for terms expiring July 15, 2018:

  • George “Joey” Theodore Harris, of Danville, is plant manager and director at Denyo Manufacturing Corp. He represents the industrial community. The appointment replaces Charles R. Dailey, whose term has expired.
  • Scott Blythe Kirkpatrick, of Paducah, is an environmental manager with Verso Corp. He represents environmental engineers. He replaces Douglas C. Griffin, whose term has expired.

Gov. Beshear has reappointed the following as members of the Center for Pollution Prevention Board of Directors, to serve for terms expiring July 15, 2018:

  • David Wayne Pedigo, of Elizabethtown, representing members at large.
  • John W. Clay, of Frankfort, representing members at large.

Gov. Beshear has reappointed the following as members of the Kentucky Board of Certification of Wastewater System Operators to serve for terms expiring Aug. 31, 2019:

  • David Wayne Pedigo, of Elizabethtown, representing industrial operators.
  • Jerry McClary, of Lexington, representing certified operators.

Gov. Beshear has appointed Randall Deaton as a member of the Kentucky Office for the Blind State Rehabilitation Council. 

  • Randall Deaton, of Booneville, is a business owner at Lonesome Day Records Inc.  He represents business, industry and labor. He replaces Carla T. Webster, who resigned. Deaton shall serve for the remainder of the unexpired term ending June 30, 2018.

Gov. Beshear has appointed William David Donan as a member of the Environmental Quality Commission.

  • William David Donan, of Hanson, replaces Jason M. Delambre, whose term has expired.  Donan shall serve for a term expiring Jan. 1, 2019.

Gov. Beshear has appointed Steve Cambron as a member of the Kentucky Agency for Substance Abuse Policy Board.

  • Steve Cambron, of Louisville, is employed by the state Division of Behavioral Health. He replaces Connie R. Smith. Cambron shall serve for the remainder of the unexpired term ending Sept. 20, 2016.

Gov. Beshear has appointed Diana Lynn Porter as a member of the Reading Diagnostic and Intervention Grant Steering Committee. 

  • Diana Lynn Porter, of Lexington, is an associate professor at Eastern Kentucky University. She represents university professors with expertise in reading and literacy. She replaces Angie Marie Madden. Porter shall serve for the remainder of the unexpired term ending May 16, 2017.

Gov. Beshear has appointed Kerri Lynn Richardson as a member of the Commission on Small Business Advocacy.

  • Kerri Lynn Richardson, of Louisville, is vice president at C2 Strategic Communications. She represents the 3rd Congressional District. She replaces Cathy S. Zion, whose term has expired. Richardson shall serve for a term expiring Aug. 22, 2019.

Gov. Beshear has reappointed the following as members of the Commission on Small Business Advocacy, to serve for terms expiring Aug. 22, 2019. (Gov. Beshear also appointed Tyrone Delano Tyra, of Lexington, as chair of the commission).

  • Sandra Thomason Wilson, of Horse Cave, represents the 2nd Congressional District.
  • Malissa A. Shelton, of Corbin, represents the 5th Congressional District.

Gov. Beshear has appointed Elizabeth Walter McKune as a member of the Kentucky Board of Examiners of Psychology. 

  • Elizabeth Walter McKune, of Louisville, is a psychologist administrator at Passport Health Plan. She represents licensed psychologists and replaces Stanley A. Bittman, who resigned. Dr. McKune shall serve for the remainder of the unexpired term ending Dec. 1, 2015.

Gov. Beshear has appointed Benjamin Thomas Sargent as a member of the Kentucky Livestock Care Standards Commission.

  • Benjamin Thomas Sargent, of Paris,is a horse trainer and coach with Sargent Quarter Horses. Sargent shall serve for a term expiring Aug. 19, 2019.

Gov. Beshear has reappointed Robert A. Leer as a member of the Kentucky Livestock Care Standards Commission.

  • Robert A. Leer, of Paris, shall serve for a term expiring Aug. 19, 2019.

Gov. Beshear has appointed Eugene L. Wright as a member of the Advisory Board for Veterans’ Affairs.

  • Eugene L. Wright, of Owensboro, is retired. He represents AMVETS and replaces Bobby Lee Reynolds, whose term has expired. Wright shall serve for a term expiring Sept. 25, 2017.

Gov. Beshear has appointed the following as members of the Charitable Gaming Advisory Commission, to serve for terms expiring July 10, 2019:

  • Patricia Lynn Pryor, of Hopkinsville, is Christian County commonwealth’s attorney. She represents the Commonwealth Attorney Association. She replaces Larry Wayne Cleveland.
  • Denzil T. Lile, of Elizabethtown, is retired. He representing JEVCO. He replaces Carlos Pugh.

Gov. Beshear has reappointed Monica Rath as a member of the Charitable Gaming Advisory Commission, to serve for a term expiring July 10, 2019:

  • Monica Rath, of Newport, represents KY Volunteer Firefighters.

Gov. Beshear has appointed Tony Allan Moffett as 4th District Magistrate for Henry County.

  • Tony Allan Moffett, of Smithfield, replaces Nicholas E. M. Hawkins, who resigned.

Gov. Beshear has appointed the following as members of the Judicial Nominating Commission for the 43rd Judicial Circuit and District of Kentucky:

  • Patrick Gaunce, of Glasgow, is a business owner. He shall serve for a period expiring Jan. 1, 2018. The appointment replaces Mary Ann Simmons, whose term has expired.
  • Mathew William Gallagher, of Edmonton, owns Gallagher’s Auto Service. He shall serve for a period expiring Jan. 1, 2018. The appointment replaces William Lewis Twyman, whose term has expired.
  • Tamara Branstetter Martin, of Glasgow, is a retired school administrator. She shall serve for a period expiring Jan. 1, 2016. The appointment replaces Mary Ann Goodman, whose term has expired.
  • Sam E. Bulle, of Glasgow, is retired. He shall serve for a period expiring Jan. 1, 2016. The appointment replaces Ruby H. Polson, whose term has expired.
