Gov. Bevin appoints deputy state budget and policy director for Office of State Budget Director

FRANKFORT, Ky. (Sept. 21, 2016) — Andrew V. McNeill has been appointed deputy state budget and policy director in the Office of State Budget Director. McNeill most recently served as senior advisor to the governor.

“Andrew McNeill has decades of experience in the public and private sector which will serve both him and the commonwealth well in his new role in the budget office,” said Gov. Matt Bevin. “Among his top priorities will be working to help fix Kentucky’s $35 billion underfunded pension system and bringing much needed transparency to that effort.”

The Office of State Budget Director includes the Governor’s Office for Policy Management, the Governor’s Office for Policy Research and the Governor’s Office for Economic Analysis. Under the direction of the state budget director, these offices serve as staff to the governor.

The Office of the State Budget Director is responsible for the preparation of the executive budget as well as the implementation and oversight of the state budget as enacted by the General Assembly. In addition, it performs research and analysis on public policy issues and provides economic and fiscal analysis for the commonwealth.

During the Fletcher Administration, McNeill served as director of Legislative Policy in the Governor’s Office, the chief of staff to Kentucky’s Commerce Secretary and the executive director of the Office of Energy Policy. He has a Master’s in Public Administration from the Martin School of Public Policy at the University of Kentucky and undergraduate degrees in history and government from Centre College.
