Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (July 27, 2017) – Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:

Gary Dan Griffith, Mary Bartlett Broecker, and Dr. Melissa Chastain have been appointed to the Kentucky Authority for Educational Television.

  • Gary Dan Griffith, of Owensboro, is chief executive officer for the Owensboro Symphony Orchestra. He will serve for a term expiring June 30, 2021.
  • Mary Bartlett Broecker, of LaGrange, is an active community volunteer and chairperson of internal affairs for the Oldham County Chamber of Commerce. She will serve for a term expiring June 30, 2021.
  • Dr. Melissa Chastain, of Anchorage, is an associate dean at Spalding University. She will serve for the remainder of an unexpired term ending June 30, 2018.

The Kentucky Authority for Educational Television is composed of nine members: five members appointed by the Governor and four other members (including the chief state school officer, a representative of the Department of Education, a representative of the University of Kentucky and a representative of the state universities). The Authority was created in 1962 to govern and operate Kentucky Educational Television (KET), the largest PBS network in the nation.

Shelley Park, Olivia Davis, and Teresa Trimble Hail have been appointed to the Kentucky Higher Education Assistance Authority Board of Directors and the Kentucky Higher Education Student Loan Corporation Board of Directors.

  • Shelley Park, of Richmond, is a retired executive director for retention and graduation at Eastern Kentucky University. She will serve for a term expiring July 15, 2021.
  • Olivia Davis, of Lexington, is an assurance and audit manager for PricewaterhouseCoopers, LLP. She will serve for a term expiring July 15, 2021.
  • Teresa Trimble Hail, of Somerset, is president of DC Trimble, Inc. She will serve for a term expiring July 15, 2021.

The Kentucky Board of Higher Education Assistance Authority Board of Directors and the Kentucky Higher Education Student Loan Corporation Board of Directors is a public corporation, governmental agency and instrumentality of the Commonwealth established in 1966 to improve students’ access to higher education. KHEAA/KHESLC administers several financial aid programs and disseminates information about higher education opportunities. The appointees are selected by the Governor from a list submitted by the Postsecondary Education Nominating Commission, and they serve four year terms.

Kristi Poore Nelson and Kimberly Halbauer have been appointed to the Kentucky Council on Postsecondary Education.

  • Kristi Poore Nelson, of Union, is an attorney. She will serve for the remainder of an unexpired term ending December 31, 2018.
  • Kimberly Halbauer, of Ft. Thomas, is a wealth assessment management director at Fifth Third Bank. She will serve for the remainder of an unexpired term ending December 31, 2021.

Established as part of the education reforms set forth in the Postsecondary Education Improvement Act of 1997, the Council on Postsecondary Education is Kentucky’s statewide postsecondary and adult education coordinating agency. The Governor appoints the Council members, which include 13 citizens, 1 faculty member and 1 student member; the Commissioner of Education is an ex-officio member. A supporting state agency is attached to the Governor’s Office and run by the CPE president, who is appointed by Council membership.

Kenneth Edward Allen and Paul Bryan Horn have been appointed to the Kentucky Reclamation Guaranty Fund Commission.

  • Kenneth Edward Allen, of White Plains, is a banker at First United Bank. He will represent persons with a background in insurance and banking industries with knowledge of the coal industry and serve for a term expiring July 1, 2021.
  • Paul Bryan Horn, of Prestonsburg, is president of Booth Energy. He will represent mid-size operators and serve for a term expiring July 1, 2021.

The Kentucky Reclamation Guaranty Fund Commission consists of seven members appointed by the Governor. The Commission is the key decision maker for the Reclamation Guaranty Fund. The Commission reviews all applications for membership, determines eligibility, grants and denies memberships, assigns and revises membership ratings and revokes memberships when necessary. It also suspends or reinstates tonnage fees, secures audits and actuarial studies, authorizes expenditures and reports to the Governor.
