Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (Oct. 19, 2017) – Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:

Timothy Virgil Fitch, Robin Davis Strader, Larry Gene Grubbs and Calvin Junior Smith have been appointed to the Kentucky Board of Certification of Wastewater System Operators. 

  • Timothy Virgil Fitch, of Williamsport, is a water and wastewater treatment operator. He will represent certified operators and serve for a term expiring Aug. 31, 2021.
  • Robin Davis Strader, of Clarkson, is a wastewater operator. She will represent certified operators and serve for a term expiring Aug. 31, 2021.
  • Larry Gene Grubbs, of Berea, is a pretreatment officer. He will represent certified operators and serve for a term expiring Aug. 31, 2021.
  • Calvin Junior Smith, of Pineville, is a wastewater treatment operator. He will represent certified operators and serve for a term expiring Aug. 31, 2021.

The Kentucky Board of Certification of Wastewater System Operators consists of eight gubernatorial appointees. The Board serves in an advisory capacity to the Energy and Environment Cabinet on the capacity of wastewater treatment plant operators. 

Daniel Joseph Smoot, Jarred Ball and Russell Eugene Harney have been appointed to the State Police Personnel Board. 

  • Daniel Joseph Smoot, of London, is retired from the Kentucky State Police, Operation UNITE and Appalachia HIDTA. He will serve for a term expiring June 19, 2021.
  • Jarred Ball, of Frankfort, is an executive advisor with the Kentucky Office of Homeland Security. He will serve for a term expiring June 19, 2018.
  • Russell Eugene Harney, of Dry Ridge, is retired from the Kentucky State Police and currently serves as an assistant professor of criminal justice. He will serve for a term expiring June 19, 2020.

The State Police Personnel Board consists of four gubernatorial appointees. The Board makes administrative regulations, provides an open competitive examination as to fitness of applicants for employment as officers and fills vacancies based on performance of the examination.
