Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (Nov. 21, 2017) – Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Joseph Anthony Hayden has been appointed to the Kentucky Real Estate Commission.

  • Joseph Anthony Hayden, of Louisville, is a realtor. Mr. Hayden will represent real estate licensees and serve for a term expiring Oct. 31, 2020.

The Kentucky Real Estate Commission examines, regulates and licenses real estate brokers and sales associates throughout the state.

Carlo R. Wessels has been appointed to the Kentucky Claims Commission.

  • Carlo R. Wessels, of Villa Hills, is an attorney with Hemmer DeFrank Wessels, PLLC. Mr. Wessels will serve for a term expiring Sept. 30, 2020.

The Kentucky Claims Commission is a three-member panel that oversees tax appeals, crime victim compensation claims and negligence claims against the Commonwealth.

Andre Fereole Regard has been appointed to the Board of Directors of the Racing Health and Welfare Fund, Inc.

  • Andre Fereole Regard, of Lexington, is an attorney with Regard Law Group, PLLC. Mr. Regard will serve for a term expiring June 8, 2018.

The Kentucky Racing Health & Welfare Fund is a charitable, non-profit organization that helps certain eligible individuals in the Kentucky thoroughbred racing industry who demonstrate need. The Fund provides benevolent funding toward the payment of medical, hospital, vision and funeral expenses. The Fund also provides benefits for off-the-job injuries and illnesses which are not covered by union health and welfare plans, worker’s compensation, social security, public welfare, military benefits, veteran benefits or any other type of health, medical, dental or accident insurance.

Suzanne Shaffer has been appointed to the Institute for Aging.

  • Suzanne Shaffer, of Lexington, is attorney with Embry Merritt Shaffar Womack, PLLC. Mrs. Shaffar will serve for a term expiring Sept. 1, 2020.

The Institute for Aging advises the Secretary of the Cabinet for Health and Family Services and other state officials on policy matters relating to services for the aged.

LaTonia Rice Sweet has been appointed to the Pharmacy and Therapeutics Advisory Committee.

  • LaTonia Rice Sweet, of Winchester, is a physician with Clark Physician Practices. Dr. Sweet will represent psychiatrists in a community mental health center and serve for a term expiring Nov. 15, 2020.

The Pharmacy and Therapeutics Advisory Committee advises the Governor, the Secretary of the Cabinet for Health and Family Services and the Commissioner of the Department for Medicaid Services on development and administration of an outpatient drug formulary.

Daniel Clay Kelly and Douglas Klein have been appointed to the State Board of Licensure for Professional Engineers and Land Surveyors.

  • Daniel Clay Kelly, of Louisville, is an engineer with Strand Associates, Inc. Mr. Kelly will represent professional engineers and serve for a term expiring Jan. 1, 2021.
  • Douglas Klein, of Versailles, is the Project Lead Way Director and lecturer at the University of Kentucky College of Engineering. Mr. Klein will represent citizens at-large and serve for a term expiring Jan. 1, 2021.

The State Board of Licensure for Professional Engineers and Land Surveyors regulates the licensing and conduct of engineers and land surveyors within Kentucky.

Timothy H. Roark and William A. Garrison have been appointed to the Board of Respiratory Care.

  • Timothy H. Roark, of Corbin, is a respiratory therapist at University of Kentucky Children’s Hospital. Mr. Roark will represent respiratory care practitioners and serve for a term expiring Oct. 31, 2020.
  • William A. Garrison, of Independence, is a respiratory educator with St. Elizabeth Healthcare. Mr. Garrison will represent respiratory care practitioners and serve for a term expiring Oct. 31, 2020.

The Board of Respiratory Care is in charge of regulating respiratory care licenses and overseeing that all licensed respiratory care practitioners in Kentucky practice within the state’s code of conduct.

Dana Emmitt-Hall has been appointed to the Kentucky Applied Behavior Analysis Licensing Board.

  • Dana Emmitt-Hall, of Park City, is CEO of Blessings Unleashed. Mrs. Emmitt-Hall will represent parents and serve for a term expiring Oct. 1, 2020.

The Kentucky Applied Behavior Analysis Licensing Board controls and regulates the licensing and conduct of Applied Behavior Analysis within the Commonwealth.

William Tate Begley has been appointed to the High Performance Buildings Advisory Committee.

  • William Tate Begley, of Hyden, is an entrepreneur. Mr. Begley will represent the Kentucky Forest Industry Association and serve for a term expiring Aug. 22, 2018.

The High Performance Buildings Advisory Committee is charged with establishing the criteria for the high-performance building standards and the benchmarks by which the standards will be measured. The Committee researches cost-effective, energy-saving, recycled and renewable energy sources and other “going green” methods of construction for state and local high-performance buildings design, construction, maintenance and operation.

Joe Davis Forgy has been appointed to the State Board of Podiatry.

  • Joe Davis Forgy, of Morgantown, is retired. Mr. Forgy will represent citizens at-large and serve for a term expiring June 30, 2020.

The State Board of Podiatry is made up of five gubernatorial appointees. The Board regulates and controls the licensing and conduct of podiatrists within Kentucky.
