Developer formally awarded contract for new state office building in downtown Frankfort

Fencing around convention center, traffic cones set up for work to begin

FRANKFORT, Ky. (Dec. 19, 2017) — Finance Cabinet Secretary William M. Landrum III today announced the formal approval to award the build-to-suit contract for the new downtown Frankfort office building and parking garage to CRM/D.W. Wilburn #2 LLC of Lexington.

“The CRM/D.W. Wilburn team has already started to mark off the area where the initial work will begin,” said Secretary Landrum. “This is a complex project and work will be done in a phased manner, including street closures, demolition work, and construction. We will work with the developer to keep the community and public informed of timelines as they are more clearly defined.”

Fencing around the perimeter of the convention center was erected yesterday. Some traffic cones have also been put out to guide pedestrians and motorists away from the cordoned off areas.

“We are working closely with the Kentucky Department of Transportation and the city to ensure we follow all the necessary procedures for road closures, detours, signage, and communicating what will happen and when it will happen,” said Craig Turner, president and CEO of CRM Companies. “We will work with the Finance Cabinet and other agencies to get the word out to nearby neighbors, businesses, and the community as a whole.”

Intial work will focus on the Clinton Street overpass and the convention center. Demolition of the Clinton Street overpass will require street closure and converting Mero Street to two-way traffic. Clinton Street will then reopen for two-way traffic so work can proceed on the Mero Street overpass. Prior to any street closures or major demolition work, specific information on timing and type of work will be provided to the community.

CRM/D.W. Wilburn will design, build, finance, and operate the 385,500-square-foot, 1,500 employee office building and a nearly 1,100 space parking structure, which is to be completed in January 2020.

This is the sixth build-to-suit project the state has done since 2008. The most significant one in Frankfort was the 300 Building on Sower Boulevard, also developed by CRM/DW Wilburn. Final determination of agencies that will move to the new building has not been made.
