Foundation for a Healthy Kentucky names board chair

LOUISVILLE, Ky. (March 20, 2018) —Mark Carter, CEO of Passport Health Plan, has been named chair of the board of directors of the Foundation for a Healthy Kentucky, effective immediately.

Carter has been a member of the foundation’s board for 12 years, from 2003 to 2010, and again since 2013. He also has served on the board’s executive committee and as chair of the finance and investment committee.

“This is an exciting time for the foundation, as it moves into a more active advocacy role and its work takes on more immediacy for improving the health of Kentuckians,” Carter said.

An accountant by training, Carter has been CEO of Passport, a Medicaid health plan serving 200,000 members, since 2010. Prior to that, he was a partner for 20 years with Ernst & Young, a founding partner of accounting firm BKD’s Louisville office, and a director with Dean Dorton. He also served as senior vice president of Jewish and St. Mary’s Healthcare for four years.

“Mark has been a tremendous asset to the foundation for much of its 16-year history,” said Foundation President and CEO Ben Chandler. “We could not be more thrilled to have a chair with his financial, health management and organizational leadership expertise.”

The Foundation for a Healthy Kentucky is a nonprofit, nonpartisan organization that advocates for policies to help make Kentuckians healthier. Carter will serve a one-year term as Foundation board chair. He replaces Charlie Ross, a retired public health director from Mayfield.
