Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (April 17, 2018) — Gov. Bevin has made the following appointments to Kentucky boards and commissions:

Vinod Balakrishna Rao, Eric Clark and Chelsea Cleary McConaha have been appointed as members of the Child Sexual Abuse and Exploitation Prevention Board.

  • Dr. Vinod Balakrishna Rao, of Louisville, works for the University of Louisville in several capacities, including as a professor of forensics, the associate program director of the Child Abuse Pediatrics Fellowship Program, and the medical director of the Family & Children’s Place, Kosair Charities, and Child Advocacy Center.  He will serve for a term expiring Sept. 20, 2020; and 
  • Eric Clark, of Louisville, is chief of staff  for Kentucky’s Cabinet of Health and Family Services. He will serve for a term expiring Sept. 20, 2020; and
  • Chelsea Cleary McConaha, of Nicholasville, is a child and family therapist. She will serve for a term expiring Sept. 20, 2020. 

The Child Sexual Abuse and Exploitation Board was created to help combat the horrific occurrence of child sexual abuse and is charged with reducing child sexual abuse and its consequences by encouraging the provision of education, awareness and prevention programs throughout the Commonwealth. The Board oversees the Child Victims Trust Fund (CVTF), a non-profit program that provides local communities with funding for child sexual abuse prevention programs and reimbursement for the portion of child sexual abuse medical exam expenses not covered by Medicaid or private insurance.

Kimberley Anne Gipson, Brenda Bowman and Sandra Lynn Woodall have been appointed as members of the Kentucky Child Care Advisory Council. 

  • Kimberley Anne Gipson, of Lexington, is an early childhood manager with Family Care. She will represent child-care center providers and serve for a term expiring June 24, 2018; and
  • Brenda Bowman, of Louisville, is the chief operating officer for Southside Christian Child Care and Preschool. She will represent the private sector who are knowledgeable about education, health and development of children and serve for a term expiring June 24, 2018; and 
  • Sandra Lynn, of Independence, is an early childhood education specialist and currently serves as the team lead for 4C for Children. She will represent the private sector who are knowledgeable about education, health and development of children and serve for a term expiring June 24, 2018.

The Kentucky Child Care Advisory Council shall advise the Cabinet on matters affecting the operations, funding, and licensing of child-care centers and family child-care homes. The Council shall provide input and recommendations for ways to improve quality, access, and outcomes. 

Robert Kelly Hewitt, Kimberly Denise Ezell, James K. Roberts and Louis R. Hill have been appointed as members of the Geographic Information Advisory Council. 

  • Robert Kelly Hewitt, of Frankfort, is the director of the Planning and Building Codes Department for Franklin County Fiscal Court. He will represent the Kentucky Association of Counties and will serve for a term expiring Sept. 22, 2021; and
  • Kimberly Denise Ezell, of Madisonville is the GIS coordinator for Hopkins County Fiscal Court. She will represent the Kentucky Association of Counties and will serve for a term expiring Sept. 22, 2021; and 
  • James K Roberts, of Nicholasville, is a civil engineer and surveyor with Bell Engineering. He will represent the Kentucky Society of Professional Engineers and will serve for a term expiring Sept. 22, 2021; and 
  • Louis R. Hill, of Walton, is a GIS analyst. He will represent the Kentucky Chapter of the American Planning Association and will serve for a term expiring Sept. 22, 2021. 

The Geographic Information Advisory Council advises the executive director of the Commonwealth Office of Technology on issues relating to geographic information and geographic information systems and the council establishes and adopts policies and procedures that assist state and local jurisdictions in developing, deploying, and leveraging geographic information resources and geographic information systems technology for the purpose of improving public administration.  

Bobby Carol Noland has been appointed as both a member and Chair of the Appalachian/Kentucky Artisans Gateway Center Authority.

  • Bobby Carol Noland, of Irvine, is a retired small business owner. She will represent members at-large and will serve for a term expiring Jan. 1, 2021. 

The Appalachian/Kentucky Artisans Gateway Center Authority is charged with developing, operating, and managing the Appalachian/Kentucky Artisans Gateway Center.

Laura R. Harper and Ronald C. Beal have been appointed as members of the Kentucky Council on Postsecondary Education. 

  • Laura R. Harper, of Cadiz, is the western Kentucky vice president for Rogers Group, Inc. She will serve for a term expiring Dec. 31, 2022; and 
  • Ronald C. Beal, of Bowling Green, is the president of ACR Tubes Division for Luvata/Outokumpu Tubes Division. He will serve for a term expiring Dec. 31, 2022. 

The Council on Postsecondary Education, a 16-member board appointed by the Governor, is the state coordinating board for postsecondary and adult education in Kentucky.

Bryan Proctor and Peggy Roark have been appointed as members of the Advisory Council for Medical Assistance. 

  • Bryan Proctor, of Lawrenceburg, is a missionary and the founder of LIGHT Center. He will represent medical assistance recipients and serve for a term expiring April 15, 2022. 
  • Peggy Roark, of Nicholasville, is a receptionist at Toyota on Nicholasville. She will represent medical assistance recipients and serve for a term expiring April 15, 2022. 

The Advisory Council for Medical Assistance advises the Secretary of the Cabinet for Health and Family Services and the Commissioner for Medicaid services on the administration and operation of the Medical Assistance Program.
