Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (May 17, 2018) — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Thomas Barrow Stephens, Kevin Nelson Rogers and Jonathan David Lang have been appointed as members of the Kentucky River Authority.

  • Thomas Barrow Stephens, of Lexington, is secretary of the Kentucky Personnel Cabinet. He will represent residents residing in a county adjacent to the main stem of the Kentucky River and serve for a term expiring Sept. 18, 2021.
  • Kevin Nelson Rogers, of Lexington, is vice president of operations for the Kentucky American Water Company. He will represent residents residing in a county adjacent to the main stem of the Kentucky River and serve for a term expiring Sept. 18, 2021.
  • Jonathan David Lang, of Lexington, is deputy executive director of the Kentucky Horse Park. He will represent residents residing in a county adjacent to the main stem of the Kentucky River and serve for a term expiring Sept. 18, 2021.

The Kentucky River Authority is comprised of 10 members appointed by the Governor, along with the Secretaries of both the Energy and Environment Cabinet and Finance Cabinet. The Authority develops comprehensive plans for the management of the Kentucky River Basin, including long-range water supply, drought response and groundwater protection plans. The Authority also develops recreational areas and adopts regulations to improve and coordinate water resource activities within the basin.

Marion C. Forcht, Mary R. Nixon, and Daniel E. Woodside have been appointed as members of the Board of Directors of the Kentucky Center for the Arts.  

  • Marion C. Forcht, of Corbin, is co-owner of the Forcht Group of Kentucky. She will serve for a term expiring April 29, 2022; and 
  • Mary R. Nixon, of Louisville, is a retired finance executive from Yum! Brands. She will serve for a term expiring April 29, 2022; and 
  • Daniel E. Woodside, of Louisville, is president and CEO of Daniel E. Woodside, LLC Consulting. He will serve for a term expiring April 29, 2022.

The Board of Directors of the Kentucky Center for the Arts supervises the Kentucky Center for the Arts, and consults and enters into agreements with other segments of the arts and entertainment industry that are consistent with the mission. The Board promotes growth and development of the arts, convention trade, tourism and the hotel industry within Jefferson County and the Commonwealth through utilization of the Kentucky Center and activities authorized to enhance these and public interest.

Gerry Keith Hearn has been appointed as a member of the Kentucky Board of Licensure for Fee-Based Pastoral Counselors.

  • Gerry Keith Hearn, of Lexington, is a pastoral counselor. He will represent pastoral counselors and serve for a term expiring Sept. 22, 2021.  

The Kentucky Board of Licensure for Fee-Based Pastoral Counselors consists of five members that are appointed by the Governor. The Board regulates and controls the licensing and conduct of fee-based pastoral counselors within the Commonwealth.

Patrick D. Hoagland, Connie L. Allen, Gary Wolnitzek, John Swintosky and Brock MacNeil MacKay have been appointed as members of the Kentucky Board of Landscape Architects. 

  • Patrick D. Hoagland, of Lexington, is a landscape architect. He will serve for a term expiring Feb. 1, 2019; and 
  • Col. Connie L. Allen, of Harrodsburg, is an engineer. She will serve for a term expiring Feb. 1, 2019; and 
  • Gary Wolnitzek, of Villa Hills, is a landscape architect. He will serve for a term expiring Feb. 1, 2020; and 
  • John Swintosky, of Georgetown, is a landscape architect. He will serve for a term expiring Feb. 1, 2021; and 
  • Brock MacNeil MacKay, of Verona, is a landscape architect. He will serve for a term expiring Feb. 1, 2019. 

The Kentucky Board of Landscape Architects regulates and controls the licensing and conduct of landscape architects within the Commonwealth.

Tandy Carol Patrick, H. David Wallace, Michael J. Grisanti, and Joe T. Goggin have been appointed as members of the Kentucky State Fair Board. 

  • Tandy Carol Patrick, of Louisville, is an attorney. She will represent members-at-large and serve for a term expiring May 10, 2020; and 
  • H. David Wallace, of Verona, is an attorney. He will represent members at-large and serve for a term expiring May 10, 2022; and
  • Michael J. Grisanti, of Louisville, is a private investor. He will represent the Louisville Convention and Visitors Bureau and serve for a term expiring May 10, 2022; and
  • Joe T. Goggin, of Danville, is a principal loan officer for Central KY Ag Credit. He will represent animal agriculture and serve for a term expiring May 10, 2022.  

The Kentucky State Fair Board promotes the progress of Kentucky and stimulates public interest in the advantages and development of the Commonwealth by providing the Kentucky Fair & Exposition Center and the Kentucky International Convention Center for exhibitions, conventions, trade shows, public gatherings, cultural activities, and other functions. In managing these facilities, the Board resolves to advance Kentucky’s tourism industry and economy while serving the entertainment, cultural and educational interests of the public. 

Donna Schartung has been appointed as a member of the Geographic Information Advisory Council.  

  • Donna Schartung, of Frankfort, is a geologist. She will represent the Kentucky Board of Registered Geologists and serve for a term expiring Sept. 22, 2021.  

The Geographic Information Advisory Council advises the executive director of the Commonwealth Office of Technology on issues relating to geographic information and geographic information systems and the council establishes and adopts policies and procedures that assist state and local jurisdictions in developing, deploying, and leveraging geographic information resources and geographic information systems technology for the purpose of improving public administration.
