Gov. Matt Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Steven Phillip Bullard and Larry Potter have been appointed as members of the Kentucky Emergency Response Commission.

  • Brig. Gen. Steven Phillip Bullard, of Crestwood, is the executive director of the Kentucky Commission on Military Affairs. He will represent technical expertise in the emergency response field and serve for a term expiring April 17, 2020; and
  • Larry Potter, of Mt. Sterling, is the executive director of the Kentucky State Fire Commission. He will represent the Commission on Fire Protection Personnel Standards and Education and serve for a term expiring April 17, 2020.

The Kentucky Emergency Response Commission is charged with developing policies related to the response of state and local governments to releases of hazardous substances and developing standards of planning for these events. It also develops reporting requirements for those who manufacture, use, transfer or store these substances. The group provides information to the public concerning hazardous substances within the communities, develops training requirements and establishes requirements for local governments and covered facilities to exercise plans related to hazardous substance response.

Joseph Michael Schulte and Runan S. Pendergrast have been appointed as members of the Kentucky Workers’ Compensation Nominating Committee.

  • Joseph Michael Schulte, of Covington, is an attorney. He will serve for a term expiring June 13, 2022; and
  • Runan S. Pendergrast, of Lexington, is an Associate Dean of Financial Aid at Bluegrass Community and Technical College. She will serve for a term expiring June 13, 2023.

The Kentucky Workers’ Compensation Nominating Committee recommends people to serve as administrative law judges.

Edwin Dale King and Barry Grant Noffsinger have been appointed as members of the Kentucky Housing Corporation Board of Directors.

  • Edwin Dale King, of Union, is the chief financial officer of Brandstetter Carroll Inc. He will represent consumers and serve for a term expiring Oct. 30, 2022; and
  • Barry Grant Noffsinger, of Lexington, is a sales and marketing manager. He will represent the interests of the manufactured housing industry and serve for a term expiring Oct. 30, 2022.

The Kentucky Housing Corporation Board of Directors oversees the Kentucky Housing Corporation, which provides affordable housing opportunities. As a self-supporting, public corporation, Kentucky Housing offers lower than-market rate home mortgages, housing production financing, homeownership education/counseling, rental assistance, housing rehabilitation and supportive housing programs for special needs populations.

Eric Shane McPeek and Ira David Sanders have been appointed as members of the Breaks Interstate Park Commission.

  • Eric Shane McPeek, of Dorton, is a business owner. He will serve for a term expiring Aug. 18, 2023; and
  • Ira David Sanders, of Elkhorn City, is a retired mining engineer. He will serve for a term expiring Aug. 18, 2023.

The Breaks Interstate Park Commission is a compact between the Commonwealth of Kentucky and the Commonwealth of Virginia in an agreement to create, develop, and operate The Breaks Interstate Park, located along the Russell Fork of the Levisa Fork of the Big Sandy River and on adjacent areas in Pike County, Kentucky, and Dickenson and Buchanan Counties, Virginia.

Theresa Lynn Adamchik has been appointed as a member of the Kentucky Board of Licensure for Professional Art Therapists.

  • Theresa Lynn Adamchik, of Louisville, is an art therapist and counselor. She will represent the Kentucky Art Therapy Association and serve for a term expiring July 15, 2023.

The Board of Licensure for Professional Art Therapists administers and enforces the statutory authority and monitors the needs of the consuming public. The Board examines and licenses all eligible candidates for entry into the profession of art therapy.

Carolyn J. Phelps has been appointed as City Commissioner for the City of Science Hill.

  • Carolyn J. Phelps, of Science Hill, is a homemaker. She will serve in accordance with the provisions of Section 152 of the Kentucky Constitution.

The City of Science Hill, located in Pulaski County, has a population of approximately 700 residents.

Matthew Gerard Enzweiler has been appointed as a member of the State Board of Podiatry.

  • Matthew Gerard Enzweiler, of Florence, is a podiatrist. He will represent the Kentucky Podiatric Medical Association and serve for a term expiring July 22, 2023.

The State Board of Podiatry regulates and controls the licensing and conduct of podiatrists within Kentucky.

Helen L. Danser, Anne L. Wood, Marcie L. Venter, and Susan Mullins have been appointed as members of the Native-American Heritage Commission.

  • Helen L. Danser, of Tyner, is a pharmacist. She has been appointed as Chair of the Commission and will represent the public at-large, serving for a term expiring Sept. 2, 2019; and
  • Anne L. Wood, of Lexington, is a teacher and librarian. She will represent the public at-large and serve for a term expiring Sept. 1, 2023; and
  • Marcie L. Venter, of Murray, is an assistant professor. She will represent institutions for higher learning and serve for a term expiring Sept. 1, 2023; and
  • Susan Mullins, of Berea, is an artisan. She will represent the arts communities and serve for a term expiring Sept. 1, 2023.

The Native-American Heritage Commission promotes awareness of significant Native-American influence within the historical and cultural experiences of Kentucky, as well as educates and communicates the rich diversity and heritage of Native-Americans in Kentucky. The Commission leads and assists individuals, organizations and communities in understanding the needs and concerns of Kentucky’s Native-American population and advocates Native-American participation within the commonwealth.
