Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky.— Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Julie Ann Rubemeyer, Anita Carol Dowd, Anna Katherine Light, Eric Wesley Umstead, Libby Ellen Suttles and Jessica Dueñas have been appointed to the State Advisory Council for Exceptional Children.

• Julie Ann Rubemeyer, of Erlanger, is a teacher. She will represent parents of an exceptional child ages birth through 12 years and serve for a term expiring June 30, 2022; and
• Anita Carol Dowd, of Lawrenceburg, is an executive staff advisor. She will represent individuals with disabilities or exceptional needs and serve for a term expiring June 30, 2022; and
• Anna Katherine Light, of Somerset, is a special education teacher. She will represent elementary school special education teachers and serve for a term expiring June 30, 2022; and
• Eric Wesley Umstead, of Murray, is a professor. He will represent higher education members that prepare special education teachers and serve for a term expiring June 30, 2022; and
• Libby Ellen Suttles, of Danville, is an executive director. She will represent private sector providers of programs for exceptional children and serve for a term expiring June 30, 2022; and
• Jessica Dueñas, of Louisville, is a special education teacher. She will represent middle or secondary special education teachers and serve for a term expiring June 30, 2022.

The State Advisory Council for Exceptional Children provides policy guidance with respect to special education and related services for children with disabilities in Kentucky and advises the Department of Education regarding the provision of appropriate services for children aged birth through 20 years of age.

James William Patton, Bethany Cox Snider, Lindsay Burns Ragsdale and Delores Arlene Gibson have been appointed as members of the Palliative Care Interdisciplinary Advisory Council.

• James William Patton, of Louisville, is an attorney. He will represent professionals with palliative care experience or expertise and serve for a term expiring June 27, 2022; and
• Bethany Cox Snider, of Taylorsville, is a chief medical officer and palliative physician. She will represent licensed hospice and palliative care physicians and serve for a term expiring June 27, 2022; and
• Dr. Lindsay Burns Ragsdale, of Lexington, is a division chief of pediatric palliative care. She will represent pediatric palliative care expertise and serve for a term expiring June 27, 2022; and
• Delores Arlene Gibson, of London, is a long-term care ombudsman. She will represent the Long-Term Care Ombudsman Program and serve for a term expiring June 27, 2022.

The Palliative Care Interdisciplinary Advisory Council improves the quality and delivery of patient and family-centered care throughout the Commonwealth and advises the cabinet on matters related to the establishment, maintenance, operation and outcomes evaluation of palliative care initiatives.

Rebecca Ruby Swansburg and Samuel Clark Corbett have been appointed as members of the Judicial Nominating Commission for the 30th Judicial Circuit and District of Kentucky.

• Rebecca Ruby Swansburg, of Louisville, is a chief marketing officer. She will serve for a term expiring Jan. 1, 2022; and
• Samuel Clark Corbett, of Louisville, is a vice president of sales and marketing. He will serve for a term expiring Jan. 1, 2022.

The Judicial Nominating Commission for the 30th Judicial Circuit and District of Kentucky determines three finalists to be sent to the Governor to fill a judicial vacancy in the 30th Circuit.

Larry Ray Brock has been appointed as a member of the Parole Board.

• Larry Ray Brock, of Richmond, is a former police chief and incumbent Parole Board member . He will serve for a term expiring July 30, 2023.

The Parole Board studies case histories of those up for parole, conducts hearings for granting parole, issues warrants for violating parole and determines the period of supervision for those granted parole.

Amanda Lynn Grigsby and Brian Patrick O’Rear have been appointed as members of the Kentucky Board of Licensed Professional Counselors.

• Amanda Lynn Grigsby, of Grayson, is a licensed counselor and mental health coordinator. She will represent licensed professional clinical counselors and serve for a term expiring Sept. 23, 2023; and
• Brian Patrick O’Rear, of Fisherville, is a business owner. He will represent citizens at-large and serve for a term expiring Sept. 23, 2023.

The Kentucky Board of Licensed Professional Counselors regulates and controls the licensing and conduct of professional counselors within the Commonwealth.
