Governor Beshear makes appointment to Boards and Commissions

FRANKFORT, Ky. (Jan. 27, 2012) – Governor Steve Beshear has made the following appointment to Kentucky boards and commissions:

Gov. Beshear has appointed the following members to the Kentucky Radon Program Advisory Committee:

• Kyle E. Hoylman, of Louisville, is an environmental remediation contractor for Protect Environmental. He represents the Kentucky Association of Radon Professionals. Hoylman shall serve for a term expiring June 30, 2015.

• Steven E. Rice, of Lexington, is the owner of Steven E. Rice Environmental Inspections. He represents the Kentucky Association of Radon Professionals. Rice shall serve for a term expiring June 30, 2014.

• Erby Crofut, of Georgetown, is a self-employed home inspector. He represents the Kentucky Association of Radon Professionals. Crofut shall serve for a term expiring June 30, 2013.

• Kenneth J. McLaughlin, of Lexington, is a self-employed radon mitigation contractor. He represents the Kentucky Association of Radon Professionals. McLaughlin shall serve for a term expiring June 30, 2012.

• Edward Cornelius Tong, of Owensboro, is a remodeling contractor for Neal Tong Building and Remodeling Inc. He represents the Home Builders Association of Kentucky. Tong shall serve for a term expiring June 30, 2015.

• Robertson I. “Rip” Phillips, of Louisville, is a real estate broker and owner of Advantage 33 Realtors. He represents the Kentucky Association of Realtors. Phillips shall serve for a term expiring June 30, 2014.

• Dr. Goetz Kloecker, of Louisville, is a physician for the University of Louisville. He represents the Kentucky Cancer Consortium. Kloecker shall serve for a term expiring June 30, 2013.

• Dan Troutman, of Danville, is with the Boyle County Health Department. He represents citizens at large. Troutman shall serve for a term expiring June 30, 2012.

• Dr. Steve Davis, of Frankfort, is the acting commissioner for the Kentucky Department for Public Health. He represents the department. Davis serves by virtue of his office.

Gov. Beshear has reappointed Jack H. Ballard II to the Kentucky Board of Architects, to serve for a term expiring Feb. 9, 2016. The appointment is effective Feb. 10, 2012.

Jack H. Ballard II, of Lexington, is an architect with CMW Inc.

Gov. Beshear has appointed the following members to the Child Sexual Abuse Exploitation Prevention Board:

• Dr. Ginger B. Crumbo, of Crestwood, is a psychologist. Her appointment replaces Ann Louise Gutierrez, whose term has expired. Crumbo shall serve for a term expiring Sept. 20, 2014.

• Rene B. Heinrich, of Highland Heights, is an attorney. Her appointment replaces Eugene H. Foster, whose term has expired. Heinrich shall serve for a term expiring Sept. 20, 2014.

• Lynnie Meyer, of Louisville, is the chief development officer with Norton Healthcare. Her appointment replaces Allyson Cox Taylor, who has resigned. Meyer shall serve for the remainder of the unexpired term ending Sept. 20, 2013.

Gov. Beshear has reappointed Angela M. Funk to the board to serve for a term expiring Sept. 20, 2014.

Angela M. Funk, of Lexington, is a community volunteer.

Gov. Beshear has appointed Robert W. Carlisle to the Kentucky Workers’ Compensation Nominating Commission to serve for a term expiring Dec. 4, 2015.

Robert W. Carlisle, of Villa Hills, is the president of Carlisle and Bray Enterprises. The appointment replaces David Disponett, whose term has expired.

Gov. Beshear has reappointed the following members to the Commission to serve for terms expiring Dec. 4, 2015:

• Brockton L. Edwards, of Louisville, is a manager at UPS.

• William G. Arnett, of Salyersville, is an attorney.

Gov. Beshear has appointed the following members to the High Performance Buildings Advisory Committee to serve for terms expiring Aug. 22, 2012:

• Michael Jacobs, of Lexington, is an architect at Omni Architects. He represents the design and construction industry involved in public works contacting. The appointment replaces Scott L. Guyon, whose term has expired.

• Jeffery S. Moneypenny, of Louisville, is an architect at Luckett and Farley Associates. He represents the Kentucky Chapter of the U.S. Green Building Council. The appointment replaces Clive Pohl, whose term has expired.

• Cheryl Creech Kersey, of Louisville, is an architect and the owner of Kersey and Kersey Architects. She represents the Kentucky Society for the American Institute of Architects. The appointment replaces Mark Isaacs, whose term has expired.

• Betty C. Whittaker, of Frankfort, is the executive director of Kentucky Manufactured Housing Institute. She represents the Kentucky Manufactured Housing Institute. The appointment replaces William C. Wilson, whose term has expired.

Gov. Beshear has reappointed the following members to the committee to serve for terms expiring Aug. 22, 2012:

• Dr. Michael Speaks, of Lexington, is the dean of the University of Kentucky’s College of Design. He represents the University of Kentucky’s College of Design.

• Robert Bauer, of Frankfort, is the executive director of the Kentucky Forest Industries Association. He represents the association.

• Chris Tyler, of Lexington, is an HVAC sales engineer at Thermal Equipment Sales. He represents the American Society of Heating, Refrigerating and Air-Conditioning Engineers.

• Brandon Akers, of Prestonsburg, is the executive vice president of Alliance Corp. He represents the Associated General Contractors of Kentucky.

• Christopher J. Black, of Paducah, is a general contractor for Ray Black and Sons Inc. He represents the West Kentucky Construction Association.

Gov. Beshear has reappointed the following members to the Kentucky African-American Heritage Commission to serve for terms expiring Feb. 1, 2016:

• Richard B. Fowler, of Wilder, is the minister at Ninth Street Baptist Church. He represents the public at large.

• Howard E. Bailey, of Bowling Green, is a higher education administrator at Western Kentucky University. He represents the public at large.

• Clestine V. Lanier, of Louisville, is the executive director of the African-American Heritage Foundation. She represents the arts community.

• W. Maurice Brown, of Frankfort, is the administrative branch manager for the Department of Alcoholic Beverage Control under the Public Protection Cabinet. He represents the public at large.

Gov. Beshear has appointed the following members to the Kentucky Board of Heating, Ventilation and Air Conditioning Contractors:

• Rudy Hawkins, of Shepherdsville, is a building official for Bullitt County Fiscal Court. He represents local government employees. The appointment replaces Ron W. Carter, whose term has expired. Hawkins shall serve for a term expiring June 30, 2014.

• Kevin D. Mussler, of Lexington, is a consulting engineer and vice president of CMTA Engineers. He represents the Kentucky Society of Professional Engineers. The appointment replaces Lisa M. Flara, who has resigned. Mussler shall serve for the remainder of the unexpired term ending, June 30, 2012.

Gov. Beshear has reappointed Thomas E. Lett III to the State Plumbing Code Committee to serve for a term expiring Jan. 31, 2014.

• Thomas E. Lett III, of Lexington, is an architect at Thomas E. Lett, PSC. He represents the American Institute of Architects.

Gov. Beshear has appointed Stanley A. Bittman to the Kentucky Board of Examiners of Psychology to serve for a term expiring Dec. 1, 2015.

Stanley A. Bittman, of Owensboro, is a psychologist at Behavior Associates LLC. He represents licensed psychologists. The appointment replaces Barbara K. Jefferson, whose term has expired.

Gov. Beshear has reappointed the following members to the Real Estate Appraisers Board to serve for terms expiring Nov. 12, 2014:

• Sam E. Blackburn, of Midway, is a banking consultant at Farmers Bank. He represents lending industries.

• George Herbert Pritchett, of Henderson, is a real estate appraiser and the owner of G. Herbert Pritchett and Associates Inc. He represents real estate appraisers.

Gov. Beshear has appointed Melissa “Gayle” Meek to the Board of Directors of the Purchase of Agricultural Conservation Easement Corp. to serve for a term expiring April 12, 2015.

Melissa “Gayle” Meek, of Glasgow, is the administrative assistant of finance for Glasgow-Barren County Chamber of Commerce. She represents the Second Congressional District. The appointment replaces Ronald Hargett, whose term has expired.

Gov. Beshear has reappointed Elizabeth L. Jones to the board to serve for a term expiring April 12, 2015.

Elizabeth L. Jones, of Midway, is former first lady of Kentucky and co-owner of Airdrie Farm. She represents the Sixth Congressional District.
