Governor appointed leaders to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Andy Beshear has appointed the following state leaders to Kentucky boards and commissions:

Gov. Beshear has appointed Lianna Nguyen, Kathy Burton, Lindsey Morgan and Kerry Harvey as members of the Kentucky Board of Cosmetology to serve for terms expiring Feb. 1, 2026.

  • Lianna Nguyen of Florence owns Lianna’s Nail Academy. She represents school owners  and replaces Bridget Teall, whose term has expired.
  • Kathy Burton of Stanton is an instructor of cosmetology at Bluegrass Community and Technical College. She represents cosmetology teachers   and replaces Tracy McDanel, whose term has expired.
  • Lindsey Morgan of Dawson Springs is the owner of Beauty Shop on the Square. She represents salon owners and replaces Zachary Casa, whose term has expired.
  • Former Secretary of the Justice and Public Safety Cabinet and Public Protection Cabinet Kerry Harvey of Lexington represents citizens at-large and replaces Margaret Meredith, whose term has expired.

Gov. Beshear has appointed Charles “Chuck” Meade as a member of the Fish and Wildlife Resources Commission to represent the Seventh Commission District. His appointment will require confirmation by the Senate.

  • Chuck Meade of Staffordsville is a lifelong sportsman and a former Archery in the Schools instructor. If his appointment is confirmed, Meade will serve for a term expiring Dec. 31, 2027.

Gov. Beshear has appointed Teris Swanson as County Judge/Executive of Livingston County.

  • Teris Swanson has practiced law at the Bryant Law Center and is an active member of the Kentucky Bar Association, American Association for Justice, NAACP and Paducah Area Chamber of Commerce. She replaces Garrett Gruber, who has resigned. Judge Swanson shall serve until the next election.

Gov. Beshear has appointed Joseph McCarty as a Bourbon County Magistrate.

  • Joe McCarty of Paris is a home inspector. He fills the vacancy left by the passing of Don Menke. McCarty shall serve until the next election.

Gov. Beshear has appointed Gayle Pinson, Edward “Lee” Jones and Joel Thornbury as members of the Eastern Kentucky Exposition Center Corp. Board of Directors.

  • Gayle Pinson is a retiree residing in Pikeville. She replaces Peggy Rasnick Justice, whose term has expired, and will serve until Jan. 23, 2028.
  • Lee Jones, an attorney in Pikeville, replaces Elmon Walers, whose term has expired, and will serve for a term expiring Jan. 28, 2028.
  • Joel Thornbury, an attorney in Pikeville, replaces Crystal Epling-Wheeler, whose term has expired, and will serve until Jan. 23, 2028.

Gov. Beshear has reappointed Dwane Smeathers, Father Matthew Young and Dr. Irvin Smith as members of the Kentucky Fire Commission. Additionally, he has appointed Jerry Yates and Chief Cheryl Allen to the Commission.

  • Dwane Smeathers of Lewisport is a volunteer firefighter with the Yelvington Fire Department. He represents volunteer firefighters and will serve for a term expiring Nov. 30, 2026.
  • Father Matthew Young of Newport is a priest at St. Paul’s Episcopal Church. He represents the public at-large and will serve for a term expiring Nov. 30, 2027.
  • Dr. Irvin Smith of Paducah is a physician at Healthworks LLC and a member of the National Association of EMS Physicians. He represents experience in emergency medicine and will serve for a term expiring Nov. 30, 2027.
  • Jerry Yates of Grayson is a carpenter. He replaces Tamela Kerr, whose term has expired, and represents Kentucky building, industry or safety associations. He will serve for a term expiring Jan. 18, 2028.
  • Chief Cheryl Allen of Russellville is the chief of both the Russellville Rural Fire Department and the Logan Aluminum Fire Department. She represents volunteer fire chiefs and replaces Lonnie Madden, whose term has expired. She will serve for a term expiring Jan. 18, 2028.

Gov. Beshear has appointed Jerry Pace as a member of the Tennessee-Tombigbee Waterway Development Authority.

  • Jerry Pace of Barlow is an insurance agent at Peel and Holland Insurance. He replaces Kevin Neal, Benton, whose term has expired, and will serve for a term expiring Jan. 23, 2028.

Gov. Beshear has reappointed Dr. Brent Wright to the Pharmacy and Therapeutics Advisory Committee. Additionally, he has appointed Drs. Jonathan Hatton, Tiffany Salyers, Jordan Burke and Larry “Bart” Francis as members of the Committee.

  • Dr. Brent Wright of Glasgow is the associate dean for rural health innovation at the University of Louisville/Glasgow. He represents family practice physicians and will serve for a term expiring Nov. 15, 2026.
  • Dr. Jonathan Hatton of Jenkins is a physician at Appalachian Regional Healthcare. He replaces Dr. Holly McCoy, whose term has expired. Dr. Hatton represents family practice physicians and will serve for a term expiring Jan. 23, 2027.
  • Dr. Tiffany Salyers of Pikeville is a physician at Pikeville Medical Center. She replaces Dr. James Borders, whose term has expired. Dr. Salyers represents family practice physicians and will serve for a term expiring Jan. 23, 2027.
  • Dr. Jordan Burke of Hazard is a physician at Primary Care Centers of Eastern Kentucky. He replaces Dr. Sean McTigue, whose term has expired, and represents pediatricians. He will serve for a term expiring Jan. 23, 2027.
  • Dr. Larry “Bart” Francis of Hazard is a physician at the Hazard Appalachian Regional Medical Center. He replaces Dr. Neal Moser, whose term has expired, and represents internal medicine/primary care physicians. He will serve for a term expiring Jan. 23, 2027.

Gov. Beshear has reappointed Joshua Ravenscraft, Terra Leavell and Larry Waddell as members of the Commission on Small Business Advocacy for terms expiring Aug. 22, 2027.

  • Joshua Ravenscraft of Morehead is the CEO of New Frontier Inc. He represents the 5th Congressional District.
  • Terra Leavell of Louisville is the president and CEO of the Black Community Development Corporation. She represents the 3rd Congressional District.
  • Larry Waddell of Elizabethtown is the owner of a metal recycling yard. He represents the 2nd Congressional District.

Gov. Beshear has reappointed Heather Lemarr and Vickie Anderson as members of the Southeast Kentucky Community and Technical College Nominating Commission for terms expiring April 15, 2027.

  • Heather Lemarr of Harlan is a therapist at Cumberland River Comprehensive Care.
  • Vickie Anderson of Pineville is a retired teacher.

Gov. Beshear has appointed Mitzi Delius and Robert Dowler as members of the Kentucky River Authority for terms expiring Jan. 30, 2028.

  • Mitzi Delius of Frankfort is the utilities manager for the City of Versailles. Delius represents experts in water quality on the Authority and replaces William Althauser, whose term has expired.
  • Robert Dowler of Frankfort is an engineer with HMB Professional Engineers. Dowler represents citizens of counties adjacent to the river locks and replaces Mark Smith, whose term has expired.

Gov. Beshear has reappointed Angela Lampe and Darren Taylor as members of the Historic Properties Advisory Commission for terms expiring Aug. 11, 2027.

  • Angela Lampe of Murray is the facilities management construction and design associate director at Murray State University.
  • Darren Taylor of Lexington is the founding principal of the Gibson Taylor Thompson Architecture and Design Firm.
