Governor appoints leaders to Kentucky boards, commissions

Legislative Research CommissionFRANKFORT, Ky. — Gov. Andy Beshear appointed the following leaders to Kentucky boards and commissions:

Gov. Beshear has appointed John Chism to the Agriculture Water Quality Authority for a term expiring Feb. 14, 2028.

  • John Chism of Winchester is an employee of the Kentucky Department of Agriculture and will be representing the Department as a member of the Authority. He replaces Keith Rogers, whose term has expired.

Gov. Beshear has appointed Jimmy Abshire as the District 3 County Commissioner for Pike County.

  • Jimmy Abshire of Kimper fills the vacancy left by the resignation of Orville Blackburn. Abshire will serve as commissioner until the next general election.

Gov. Beshear has reappointed Barbie Harris as a member of the Commission on the Deaf and Hard of Hearing. Additionally, he has appointed John Perry III as a member of the Commission.

  • Barbie Harris of Danville is a retired educator. She will continue to represent the Kentucky Association of the Deaf as a member of the Commission for a term expiring July 1, 2026.
  • John Perry III of Louisville is the owner of Agile Home Works LLC. He replaces James Runyon, whose term has expired, and represents the AARP. Perry will serve for a term expiring Feb. 13, 2027.

Gov. Beshear has reappointed Michael “Mike” McGhee and Charles “Chuck” Coldiron as members of the Judicial Nominating Commission for the Court of Appeals and Supreme Court of Kentucky for terms expiring Jan. 1, 2028.

  • Mike McGhee of Elkton is the president of McGhee Engineering Inc.
  • Chuck Coldiron of Somerset is an auto dealer for Hyundai.

Gov. Beshear has appointed Councilman Sindicat Dunn to the Kentucky Water Resources Board for a term expiring Feb. 18, 2027.

  • Councilman Sindicat Dunn serves on the Burgin City Council. He replaces Lloyd Cress, whose term has expired, and represents the Kentucky League of Cities as a member of the Board.

Gov. Beshear has reappointed Michael Sutt and Andrew Scott to the Kentucky Fire Commission.

  • Michael Sutt of Fisherville is the deputy fire chief of operations at the Anchorage Middletown Fire & EMS. He represents fire-based emergency medical services as a member of the Commission and will serve for a term expiring Nov. 30, 2026.
  • Andrew Scott of Pikeville is the mayor of Coal Run. He represents mayors of cities providing fire services as a member of the Commission and will serve for a term expiring Nov. 30, 2027.

Gov. Beshear has appointed Ramona Carper as a member of the State Board of Physical Therapy for a term expiring February 18, 2028.

  • Ramona Carper of Gray is a physical therapist and associate professor at the University of Kentucky. She replaces Peggy Block, whose term has expired.

Gov. Beshear has reappointed Amanda Matthews and Brian Clardy as members of the Kentucky Oral History Commission for terms expiring Feb. 15, 2028.

  • Amanda Matthews of Lexington is the owner of various artistic endeavors, including the Artemis Initiative and the Prometheus Farm, Sculpture & Botanical Gardens.
  • Brian Clardy of Murray is an associate professor of history at Murray State University.

Gov. Beshear has appointed Jerry Taylor as a member of the Housing, Buildings and Construction Advisory Committee for a term expiring Nov. 30, 2026.

  • Jerry Taylor of Frankfort is a member of the Kentucky Society of The American Institute of Architects. He represents licensed architects as a member of the Committee and replaces Chris Jarrett Seals, who has resigned.

Gov. Beshear has appointed Dr. Jeffrey Hicks as a member of the Kentucky Board of Examiners of Psychology for a term expiring Feb. 16, 2024.

  • Dr. Jeffrey Hicks of Crestwood is the president of PPL Therapeutic Services PLLC. He replaces Dr. Elizabeth McKune, whose term has expired.

Gov. Beshear has reappointed Erin Sudduth to the Kentucky Technical Education Personnel Board. Additionally, he has appointed Gene Todd Davis and Jonathan Bogar as members of the Board.

  • Erin Sudduth of Frankfort is an employee at the Kentucky Department of Education and will continue to represent the Department as a member of the Board for a term expiring June 30, 2027.
  • Gene Todd Davis of Harrodsburg is an employee at the Kentucky Department of Education, represents the Department as a member of the Board, and replaces Michael Hackworth, whose term has expired. Davis will serve for a term expiring June 30, 2027.
  • Jonathan Bogar of Canada is a teacher at Pike County Schools. He represents teachers employed by the Office of Career and Technical Education’s Area Technology Centers and replaces Jeffrey Jones, whose term has expired. Bogar will serve for a term expiring June 30, 2027.
