Gov. Beshear makes appointments to boards and commissions

Appointments announced on Friday

FRANKFORT, Ky. (Aug. 3, 2015) — Gov. Steve Beshear on Friday evening made appointments to Kentucky boards and commissions.

Reappointed the following as members of the Kentucky Board of Licensure for Massage Therapy, to serve for terms expiring July 16, 2018:

  • Laurie B. Horsford, of Walton, represents citizens at large.
  • Cheryl A. Turner, of Louisville, is a licensed massage therapist at Massage Envy and an administrative assistant at Turner Realty and Management. She represents licensed massage therapists.
  • Denise M. Logsdon, of Louisville, is director of the massage therapy program at Spencerian College. She represents owners/directors.

Reappointed as members of the Kentucky Board of Veterinary Examiners:

  • Perry. W. Wornall, of Cynthiana, is a veterinarian at Harrison Veterinary Clinic. He shall serve for a term expiring July 1, 2019.
  • Steven J. Wills, of Owensboro, is a veterinarian at Wills Animal Hospital PSC. The appointment is effective Sept. 29, 2015. Wills shall serve for a term expiring Sept. 28, 2019.

Reappointed as a member of the Kentucky Board of Licensure and Certification for Dietitians and Nutritionists, to serve for a term expiring July 15, 2019.

  • Martha Gregory, of Louisville, is a registered dietitian for Martha Gregory and Associates Inc., and represents health care facilities other than hospitals.

Appointed as a member of the Commonwealth Council on Developmental Disabilities.

  • Stella W. Beard, of Dunnville, is a special education program assistant for Casey County Board of Education and represents parents or guardians of individuals with developmental disabilities. The appointment replaces Ashley P. Wink, who resigned. Beard shall serve for the remainder of the unexpired term ending July 16, 2016.

Reappointed as members of the Commonwealth Council on Developmental Disabilities, to serve for terms expiring July 16, 2018:

  • Margaret C. Reed, of Ludlow, is a teacher at The Point of Northern Kentucky. She represents local and nongovernmental agencies and private for-profit groups concerned with services for individuals with developmental disabilities.
  • Colleen Payne, of Louisville, is program coordinator for the Spina Bifida Association of Kentucky. She represents parents or guardians of individuals with developmental disabilities.

Reappointed the following as members of the Kentucky Airport Zoning Commission, effective Aug. 9, 2015, to serve for terms expiring Aug. 8. 2019:

  • Phillip J. Baugh, of Nicholasville, is retired.
  • Kimber J. Heddens, of Henderson, is retired.

Reappointed as members of the Kentucky Board of Licensure of Marriage and Family Therapists, to serve for terms expiring July 15, 2019:

  • Jane S. Prouty, of Elizabethtown, is a mental health therapist.
  • Mary Grace Badami, of Louisville, is a licensed marriage and family therapist and an assistant professor at Louisville Bible College.

Appointed as a member of the State Board of Embalmers and Funeral Directors, representing the Funeral Directors Association of Kentucky Inc.

  • Morris E. Coffey, of Vine Grove, is a funeral director and embalmer at Coffey & Chism Funeral Home. He shall serve for a term expiring May 31, 2019. The appointment replaces Michael Bryson Price, whose term has expired.

Reappointed as members of the Kentucky Board of Licensure for Occupational Therapy, to serve for terms expiring July 15, 2018:

  • Leslie Kevin Priddy, of Smiths Grove, is an occupational therapy assistant at T. J. Samson Community Hospital, and represents licensed occupational therapy assistants.
  • Rhonda T. Edwards, of Paducah, is an occupational therapist at West Kentucky Educational Cooperative. She represents licensed occupational therapists.

Reappointed as a member of the Electrical Advisory Committee, representing electrical contractors.

  • Troy T. Corrigan, of Louisville, is an electrical contractor and electrician with Corrigan Electric & Home Systems. He shall serve for a term expiring July 15, 2019.

Reappointed as members of the Governor’s Scholar Program Board of Directors, to serve for terms expiring June 20, 2018.

  • Thomas T. Noland, of Louisville, is a senior vice president at Humana Inc.
  • Earl F. Hamm, of Louisville, is an attorney at Hamm & Associates PLLC.

Reappointed as members of the Waste Tire Working Group to serve for terms expiring Aug. 1, 2018: (The order is effective Aug. 2, 2015.)

  • Webster County Judge-Executive James Townsend, of Dixon, representing county judge-executives
  • Flemingsburg Mayor Martin L. Voiers, representing mayors.
  • Joe. T. Durkin, of Lexington, is a salesman and assistant manager at S&S Tire. He represents private industry engaged in the business of retail tire sales.

Appointed as members of the Statewide Advisory Council for Vocational Rehabilitation:

  • Carla T. Webster, of Nicholasville, is a program manager with Xerox Services. She represents business, industry and labor. The appointment replaces Christine Barbara Edwards, whose term has expired. Webster shall serve for a term expiring May 20, 2018.
  • Matt Davis, of Bowling Green, is a university administrator and part-time faculty member at Western Kentucky University. He represents individuals with disabilities. The appointment replaces Irene Dervin, whose term has expired. Davis shall serve for a term expiring May 20, 2018.
  • Lonnie Cowan, of Lexington, representing disability advocacy groups, is executive director, Chronic Pain Support Group. The appointment replaces Connie Dotson, whose term has expired. Cowan shall serve for a term expiring May 20, 2018.
  • Philip M. Donahue, of Elizabethtown, is a workforce planning manager at UPS and represents business, industry and labor. The appointment replaces John L. Mathias, whose term has expired. Donahue shall serve for a term expiring May 20, 2018.
  • Melissa Aguilar, of Lawrenceburg, is executive director of the Kentucky Workforce Innovation Board and represents the board. The appointment replaces Thomas West, whose term has expired. Aguilar shall serve for a term expiring May 20, 2018.
  • John B. Horsley, of Lexington is a project manager at Lexmark International and represents business, industry and labor. The appointment replaces Marty Boman, who resigned. Horsley shall serve for the remainder of the unexpired term ending May 20, 2016.

Reappointed as members of the Statewide Advisory Council for Vocational Rehabilitation to serve for terms expiring May 20, 2018:

  • Roberta Alston, of Louisville, is training coordinator for KY-SPIN (Kentucky Special Parent Involvement Network) Inc., representing parent training and information center.
  • Tyler A. Levy, of Louisville, is a restaurant worker at McAlister’s Deli and represents individuals with disabilities.
  • Anthony F. LoBianco, of Lexington, is a project director at the University of Kentucky. He represents individuals with disabilities.

Appointed the following as members of the Kentucky Commission on Services and Supports for Individuals with Mental Retardation and Other Developmental Disabilities, to serve for terms expiring July 15, 2019:

  • Julie Sweets, of Rockfield, represents family members of an individual with mental retardation or other developmental disabilities in a home or community setting. The appointment replaces Zola A. Montgomery, whose term has expired.
  • Gayle J. DiCesare, of Owensboro, is CEO at RiverValley Behavioral Health. DiCesare represents direct service providers of the Kentucky Association of Regional Programs. The appointment replaces Steve J. Shannon, whose term has expired.
  • Lynn M. Braker, of Nicholasville, is a franchise owner at Remedy Intelligent Staffing and represents business leaders. The appointment replaces Tammie Hollar, whose term has expired.
  • Andrew A. Venetianer, of Louisville, represents individuals with mental retardation or other developmental disabilities. The appointment represents Jeffrey D. Rice, whose term has expired.
  • Dennis Brandon Griffith, of Lexington, is executive director of No Boundaries Case Management. He represents direct service providers of the Kentucky Association of Private Providers. The appointment replaces Robert P. Ryan, whose term has expired.

Reappointed as members of the Kentucky Commission on Services and Supports for Individuals with Mental Retardation and Other Developmental Disabilities, to serve for terms expiring July 15, 2019:

  • Missy R. McKiernan, of Louisville, is an occupational therapist and works in social services at Hazelwood Center. She represents family members of an individual with mental retardation or other developmental disabilities.
  • James C. Chesser, of Lexington, is self-employed and represents individuals with mental retardation or other developmental disabilities.

Appointed the following as members of the Kentucky Technical Education Personnel Board, to serve for terms expiring June 30, 2019:

  • Jonathan P. Bogar, of Canada, Kentucky; representing Belfry Area Technology Center. Bogar is a welding instructor at the technology center. He replaces Larry D. Felters, whose term has expired.
  • Justin T. Trout, of David, representing Floyd County Area Technology Center. Trout is a heating and cooling trade instructor at the technology center. He replaces James G. Preston, whose term has expired.
  • Allan D. Wickersham Jr., of Richmond, representing the Office of Next Generation Schools and Districts. Wickersham is a policy advisor for the Kentucky Department of Education. He replaces Donna R. Tackett, whose term has expired.
  • Gene Todd Davis, of Harrodsburg, is assistant director for next generation professionals for the Kentucky Department of Education. He represents the Office of Next Generation Learners. He replaces Karen Kidwell, whose term has expired.
  • Jennifer L. Stafford, of Owenton, is a policy advisory and represents the Office of Assessment and Accountability in the Kentucky Department of Education. She replaces Kevin S. Hill, whose term has expired.

Appointed the following as members of the Kentucky Emergency Response Commission:

  • Michael P. Crawford, of Georgetown, is a state trooper and represents the Kentucky State Police. He shall serve for a term expiring April 17, 2016. The appointment replaces Jack A. Miniard, whose term has expired.
  • James C. O’Bannon, of Richmond, is employed by Kentucky State Police and represents vehicle enforcement. The appointment replaces Keith A. Peercy, who resigned. O’Bannon shall serve for the remainder of the unexpired term ending April 17, 2016.

Reappointed the following as members of the Kentucky Emergency Response Commission, to serve for terms expiring April 17, 2017:

  • Robert N. Francis, of Lexington, is an environmental response team supervisor in the Department for Environmental Protection and represents the Energy and Environment Cabinet.
  • Aaron B. Keatley, of Georgetown, is deputy commissioner of the Department for Environmental Protection and represents the Energy and Environment Cabinet.
  • Michael A. Jones, of Lawrenceburg, is employed by the Department of Military Affairs and represents the Adjutant General’s Office.

Appointed as a member of the Kentucky Board of Alcohol and Drug Counselors, to serve for a term expiring July 16, 2019.

  • Sandra Kelley, of Lexington, is director of clinical services at Recovery Works. She represents alcohol and drug counselors. The appointment replaces Kenneth A. Hemphill, whose term has expired.

Reappointed as a member of the Kentucky Board of Alcohol and Drug Counselors, representing alcohol and drug counselors.

  • Timothy Cesario, of London, is director of substance abuse services for Cumberland River Behavioral Health. He shall serve for a term expiring July 16, 2019.

Appointed the following as members of the Kentucky Military History Museum Committee:

  • John M. Grant, of Mount Washington, is survivor outreach services coordinator for the Kentucky National Guard. He represents the adjutant general. The appointment replaces John M. Trowbridge, who resigned. Grant shall serve for the remainder of the unexpired term ending Dec. 31, 2015.
  • Col. Brian F. Wertzler, of Midway is an officer in the Kentucky Army National Guard. He represents the adjutant general. The appointment replaces Michael A. Sutton, who resigned. Col. Wertzler shall serve for the remainder of the unexpired term ending Dec. 31, 2015.

Appointed as a member of the Parole Board to serve for a term expiring June 30, 2019.

  • Lee M. Wise, of Frankfort, is a retired criminal investigator. The appointment replaces Dwayne F. Depp, whose term has expired.

Reappointed to the Parole Board to serve for a term expiring June 30, 2019.

  • Sarah G. Johnson, of Mount Sterling, has served on the board since 2011.

Appointed as a member of the Kenton County Airport Board, to serve for a term expiring July 1, 2016.

  • Nathaniel G. Smith, of Fort Mitchell, is a businessman and founding partner of SSK Communities.

Reappointed as a member of the Kentucky Board of Tax Appeals, to serve for a term expiring July 26, 2019, and has designated Dunn as chair of the board.

  • Cecil F. Dunn, of Lexington, is an attorney and CEO of the Hope Center Inc.
