Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (Feb. 5, 2018) – Gov. Matt Bevin has made the following appointments to Kentucky Boards and Commissions:

Jonathan Eric Carroll and Elizabeth Ann Ellis have been appointed to the Kentucky Board of Licensure for Fee-Based Pastoral Counselors.

• Dr. Jonathan Eric Carroll, of Owensboro, is a licensed pastoral counselor. He will represent pastoral counselors, and serve for a term expiring September 22, 2020; and
• Elizabeth Ann Ellis, of Lexington, is a licensed pastoral counselor. She will represent pastoral counselors and serve for a term expiring September 22, 2021.

The Kentucky Board of Licensure for Fee-Based Pastoral Counselors consists of five members appointed by the Governor. The Board regulates and controls the licensing and conduct of fee-based pastoral counselors within the Commonwealth of Kentucky.

John Schickel has been appointed to the Kentucky State Council for Interstate Adult Offender Supervision. 

• Sen. John Schickel, of Union, is state senator. He will serve for a term expiring September 6, 2021.

The Kentucky State Council for Interstate Adult Offender Supervision guides the transfer of offenders in a manner that promotes effective supervision strategies consistent with public safety, offender accountability, and victim’s rights. All states and US territories are active with this mission.

Joseph Charles Carlton has been appointed to the Sex Offender Risk Assessment Advisory Board.

• Joseph Charles Carlton, of Louisville, is a marriage and family therapist. He will represent mental health professionals, and serve for the remainder of the term of office of the Governor’s incumbency.

The Sex Offender Risk Assessment Advisory Board approves providers who conduct comprehensive sex offender presentence evaluations and treatment. The Board develops comprehensive sex offender presentence evaluations that shall be used by approved providers in assessing the risk of recommitting a sex crime by a sex offender, the threat posed to public safety, amenability to sex offender treatment and the nature of the required sex offender treatment.

 Stella Beard has been appointed to the Hart-Supported Living Council.

• Stella Beard, of Dunnville, is an education and outreach coordinator for the Kentucky Special Parent Involvement Network, Inc. She will represent members at-large, and will serve for a term expiring July 14, 2019.

The Hart-Supported Living program is designed for Kentuckians with disabilities, giving them the opportunity to request funds for support so they can live in their homes and communities, avoiding institutionalization.
