Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Claudette W. Patton has been appointed as a member of the Child Sexual Abuse and Exploitation Prevention Board.

• Claudette W. Patton, of Louisville, is a child advocate lawyer. She will serve for a term expiring Sept. 20, 2021.

The Child Sexual Abuse and Exploitation Prevention Board combats the horrific occurrence of child sexual abuse and works to reduce child sexual abuse and its consequences by encouraging the provision of education, awareness and prevention programs throughout the Commonwealth. The Board oversees the Child Victims Trust Fund (CVTF), a non-profit program that provides local communities with funding for child sexual abuse prevention programs and reimbursement for the portion of child sexual abuse medical exam expenses not covered by Medicaid or private insurance.

Stephanie McCoy Gastauer has been appointed as a member of the Maysville Community and Technical College Nominating Commission.

• Stephanie McCoy Gastauer, of Maysville, is a talent development leader. She will serve for a term expiring April 15, 2023.

The members of the Maysville Community and Technical College Board of Directors are selected from a list of three names submitted to the Governor by the Maysville Community and Technical College Nominating Commission and the Governor must select from those three names. The Board of Directors is responsible for adopting and implementing an annual budget, approving budget requests, and evaluating the functions of the school and the school’s staff.

Melissa S. Ferrell, Andrea Bartholomew, Nancy Atkins, Christa Bell, David Charles Jennings, Elizabeth M. McLaren, and Catherine Lowe, and Beth Michele Jordan have been appointed as members of the Kentucky Early Intervention System Interagency Coordinating Council.

• Melissa S. Ferrell, of Frankfort, is a homeless education state coordinator. She will represent the Homeless Children and Youth programs and serve for a term expiring April 20, 2022; and
• Andrea Bartholomew, of Winchester, is a branch manager for the Kentucky Department of Education. She will represent the Department of Education and serve for a term expiring April 20, 2022; and
• Nancy Atkins, of Frankfort, is a commissioner of insurance. She will represent the Department of Insurance and serve for a term expiring April 20, 2022; and
• Christa Bell, of Frankfort, is a division director with the Cabinet for Health and Family Services. She will represent the Department for Community Based Services and serve for a term expiring April 20, 2022; and
• David Charles Jennings, of Louisville, is a physician. He will represent parents of a child with a disability and serve for a term expiring April 20, 2022; and
• Elizabeth M. McLaren, of Lexington, is a professor. She will represent institutions of higher education, and serve for a term expiring April 20, 2022; and
• Catherine Lowe, of Lexington, is a registered nurse. She will represent parents of a child with a disability and serve for a term expiring April 20, 2021; and
• Beth Michele Jordan, of Versailles, is a program manager with the Cabinet for Health and Family Services. She will represent the Department of Behavioral Health and Intellectual Disabilities and serve for a term expiring April 20, 2021.

The Kentucky Early Intervention System Interagency Coordinating Council advises the Cabinet for Health and Family Services on the development and implementation of the Kentucky Early Intervention System with the goal to maximize the potential of infants and toddlers (birth through two) having, or at risk of having, developmental delays.

Stephanie A. Givens has been appointed as a member of the Waste Tire Working Group.

• Stephanie A. Givens, of Eastview, is a solid waste and recycling director. She will represent the Solid Waste Coordinators of Kentucky and serve for a term expiring Aug. 1, 2020.

The Waste Tire Working Group discusses and researches topics in waste tire management in Kentucky and makes recommendations on ways to improve the Commonwealth’s programs.

James Lewis has been appointed as a member of the State Board of Elections.

• James Lewis, of Wooton, is a retired county clerk. He will represent the County Clerk’s Association and serve for a term expiring March 19, 2023.

The State Board of Elections is charged with administering the Commonwealth’s election laws, promulgating administrative regulations necessary to properly carry out its duties, supervising the registration and purgation of voters, appointing the political party representatives to the 120 county boards of elections and certifying the official election results.

Stephanie Raglin and Kelly Preston have been appointed as members of the Kentucky Board of Alcohol and Drug Counselors.

• Stephanie Raglin, of Midway, is the director of Hope Center Programs. She will represent alcohol and drug counselors and serve for a term expiring July 16, 2019; and
• Kelly Preston, of Hebron, is the director of Behind the Badge. She will represent citizens at-large and serve for a term expiring July 16, 2020.

The Kentucky Board of Alcohol and Drug Counselors administers and enforces the statutory authority and monitors the needs of the consuming public. The Board examines and certifies all eligible candidates for entry into the profession of Alcohol and Drug Counseling and recommends appropriate changes in the law to assure fairness and equality.

William D. Donan has been appointed as a member of the Mine Safety Review Commission.

• William D. Donan, of Louisville, is an attorney. He will serve for a term expiring May 23, 2023.

The Mine Safety Review Commission conducts hearings concerning licensed premises and both certified and noncertified personnel involved in coal mining, who are charged with willful and repeated violations of Kentucky’s mine safety laws and placing miners in imminent danger of serious injury or death.

Sally K. Shepherd has been appointed as a member of the Kentucky Early Intervention System Interagency Coordinating Council.

• Sally K. Shepherd, of Lawrenceburg, is a Head Start collaboration director. She will represent the Head Start program and serve for a term expiring April 20, 2022.

The Kentucky Early Intervention System Interagency Coordinating Council advises the Cabinet for Health and Family Services on the development and implementation of the Kentucky Early Intervention System with the goal to maximize the potential of infants and toddlers (birth through two) having, or at risk of having, developmental delays. To do so through the development and implementation of a comprehensive statewide system, and to provide services that are available as soon as it is possible to identify the problems.

Alberta Rarrieck and Judith Piazza have been appointed as members of the Bluegrass Community and Technical College Nominating Commission.

• Alberta Rarrieck, of Williamstown, is a contractor. She will serve for a term expiring April 15, 2022; and
• Judith Piazza, of Lexington, is an executive director with the Finance and Administration Cabinet. She will serve for a term expiring April 15, 2023.

Katherine Hawks has been appointed as a member of Serve Kentucky.

• Katherine Hawks, of Glasgow, is a manager. She will serve for a term expiring Jan. 3, 2021.

Serve Kentucky oversees the annual grant competition that awards funding to AmeriCorps State and other community service programs. State Service Commissions determine social needs in their states, set policy and program priorities, provide training and assistance, support national days of service and promote service and volunteering.

Kenneth C. Moellman Jr., Stacie Alane Earl, Mark Hunter and Jan Kathryn Skavdahl have been appointed as members of the Gateway Community and Technical College Nominating Commission.

• Kenneth C. Moellman Jr., of Foster, is a business consultant. He will serve for a term expiring April 15, 2022; and
• Stacie Alane Earl, of Florence, is a massage therapist. She will serve for a term expiring April 15, 2020; and
• Mark Hunter, of Independence, is a business owner. He will serve for a term expiring April 15, 2023; and
• Jan Kathryn Skavdahl, of Crescent Springs, is a nursing instructor. She will serve for a term expiring April 15, 2023.

Melissa D. Yates has been appointed as a member of the West Kentucky Community and Technical College Nominating Commission.

• Melissa D. Yates, of Paducah, is a director of Trust Sales for The Paducah Bank and Trust Company. She will serve for a term expiring April 15, 2023.
