Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. — Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Appointed Rhonda Blackburn and John Holbrook members of the Morehead State University Board of Regents.

  • Rhonda Blackburn of Pikeville is associate general counsel at Pikeville Medical Center. She replaces Laura Russell, who resigned and shall serve for the remainder of the unexpired term ending June 30, 2028.
  • John Holbrook of Sandy Hook is the business manager and financial secretary of the Tri-State Building and Construction Trades Council. He replaces Deborah Long, whose term has expired, and shall serve for a term expiring July 9, 2029.

Appointed G.L. Ovey and Dr. Matthew Price as Murray State University Board of Regents members.

  • G.L. Ovey of Eddyville is the former commonwealth’s attorney for the 56th Judicial Circuit. He replaces Don Tharpe, whose term has expired, and shall serve for a term expiring July 9, 2029.
  • Matthew Price, M.D., of Murray, is the medical director of women’s health at Murray Calloway County Hospital. He replaces Brandon Edmiston, who was not confirmed by the Senate and shall serve for the remainder of the unexpired term ending June 30, 2027.

Appointed Cynthia Nichols as a Western Kentucky University Board of Regents member.

  • Cynthia Nichols of Haverford, PA, is a retired capital credit coordinator. She replaces George Nichols, whose term has expired, and shall serve for a term expiring July 9, 2029.

Reappointed Leah Adkins as a Kentucky Authority for Educational Television member.

  • Leah Adkins of Catlettsburg is a community volunteer and shall serve for a term expiring June 30, 2027.

Appointed Randall Scott Helton as a Big Sandy Community and Technical College Board of Directors member.

  • Scott Helton of Salyersville is a retired superintendent of Magoffin County Schools. He replaces Deborah Craft, whose term has expired, and shall serve for a term expiring July 9, 2029.

Appointed Raymond Springsteen as a member of the Elizabethtown Community and Technical College Board of Directors. Reappointed Kimberly Huston.

  • Raymond Springsteen of Elizabethtown is president and CEO of Abound Credit Union. He replaces Steven Sargeant, whose term has expired, and shall serve for a term expiring July 9, 2029.
  • Kimberly Huston of Bardstown is president and COO of Nelson County Economic Development Agency and shall serve for a term expiring January 26, 2029.

Appointed Dorsey Ridley as a Henderson Community College Board of Directors member. The Governor has also reappointed Jennifer Andrews.

  • Dorsey Ridley of Henderson is a retired banker and former state senator. He replaces Ashley Brown, whose term has expired, and shall serve for a term expiring July 9, 2029.
  • Jennifer Andrews of Henderson is an attorney at Deaconess Health System and shall serve for a term expiring April 24, 2029.

Appointed Jeremy Roach as a Center for School Safety member. The Governor has also reappointed Patricia Glass.

  • Jeremy Roach of Princeton is the superintendent of Caldwell County Schools. He replaces Taylora Schlosser, whose term has expired, and shall serve for a term expiring July 9, 2027.
  • Patricia Glass of Nicholasville is the director of nursing services for Jessamine County Schools and shall serve for a term expiring March 11, 2027.

Appointed Louis Straub as a member of the Board of Trustees of the Kentucky Teachers’ Retirement System.

  • Louis Straub II of Louisville is the Louisville market president for Independence Bank. He replaces Frank Collecchia, whose term has expired, and shall serve for a term expiring July 11, 2027.

Appointed Marcie Mathews and Brian Wood as members of the Transportation Cabinet Engineering and Engineering-Related Services Selection Committee.Reappointed Jacinthe Evensen.

  • Marcie Mathews of Frankfort is a retired engineer. She replaces Bart B. Bryant, whose term has expired, and shall serve for a term expiring July 9, 2024.
  • Brian Wood of Prospect is the executive director of Plantmix Asphalt Industry of Kentucky. He replaces R. Bruce Scott, whose term has expired, and shall serve for a term expiring July 9, 2024.
  • Jacinthe Evensen of Louisville is a homemaker and shall serve for a term expiring Sept. 1, 2023.

Appointed David Allgood and Brett Bachmann as KATS Network Advisory Council members. The Governor has also reappointed Joe Cowan and Nancy Perry.

  • David Allgood of Louisville is the advocacy director at the Center for Accessible Living. He replaces Lisa McKeown, who resigned and shall serve for the remainder of the unexpired term ending March 31, 2024.
  • Brett Bachmann of Louisville is the CEO of the Heuser Hearing Institute. He replaces Mindy McGirt, whose term has expired, and shall serve for a term expiring July 11, 2026.
  • Joe Cowan of Monticello is an instructional specialist at Somerset Community College and shall serve for a term expiring March 31, 2026.
  • Nancy Perry of Franklin is an ASL teacher and tutor and shall serve for a term expiring March 31, 2026.

Reappointed Justin Noble and William Fultz as Real Estate Appraisers Board members.

  • Justin Noble of Emmalena is an attorney at the Law Offices of David A. Johnson and shall serve for a term expiring June 21, 2026.
  • William Fultz of Richmond is a banker at Central Bank and Trust and shall serve for a term expiring June 21, 2026.

Appointed Chad Beyer as a Kentucky Board of Architects member.

  • Chad Beyer of Paducah is the president and interior designer at I5 Design Group Inc. He replaces Stephanie McCrery, whose term has expired, and shall serve for a term expiring July 11, 2027.

Reappointed Whitney Allen, John Mark Fones, David Roode and Supraja Parthasarathy as Kentucky Health Benefit Exchange Advisory Board members.

  • Whitney Allen of London is the director of enrollee services and advocacy for UnitedHealthcare and shall serve for a term expiring June 3, 2025.
  • John Mark Fones of Bowling Green is the senior vice president and executive director at Med Center Health and shall serve for a term expiring June 3, 2025.
  • David Roode of Ludlow is a symphony musician and shall serve for a term expiring June 3, 2025.
  • Supraja Parthasarathy of Louisville is a pediatric anesthesiologist at Pediatric Anesthesia Associates and shall serve for a term expiring June 3, 2025.

Appointed Jonathan McClain and Thomas Szurlinski as Kentucky Law Enforcement Council members. Reappointed Mike “Spike” Jones and Troy Young.

  • Jonathan McClain of Burlington is chief of the Belleview Police Department. He replaces Anthony Lucas, whose term has expired, and shall serve for a term expiring July 18, 2027.
  • Thomas Szurlinski of Florence is an attorney. He replaces Katherine Bennett, whose term has expired, and shall serve for a term expiring July 18, 2027.
  • Spike Jones of Covington is chief of police for Kenton County and shall serve for a term expiring July 1, 2027.
  • Troy Young of Lawrenceburg is the mayor of Lawrenceburg and shall serve for a term expiring July 1, 2027.

Appointed Sandy Miller, Shawn Miller, Roger Noe and James Ed Harris as members of the Judicial Nominating Commission for the 26th Judicial Circuit.

  • Sandy Miller of Harlan is comptroller of Leo Miller & Associates Inc. She replaces Robert Alred, whose term has expired, and shall serve for a term expiring Jan. 1, 2027.
  • Shawn Miller of Wallins is a general contractor. He replaces Anthony Felosi, whose term has expired, and shall serve for a term expiring Jan. 1, 2027.
  • Roger Noe of Baxter is a retired professor. He replaces Danny Castle, whose term has expired, and shall serve for a term expiring Jan. 1, 2027.
  • James Ed Harris of Loyall is a retired consultant. He replaces Joseph Gluck, whose term has expired, and shall serve for a term expiring Jan. 1, 2027.

Appointed James Cousins as a member of the Education Professional Standards Board.

  • James Cousins of Owensboro is provost and vice president of academic affairs at Kentucky Wesleyan College. He replaces Timothy Wooster, who has resigned and shall serve for the remainder of the unexpired term ending June 30, 2025.

Appointed Wesley Milliken as a member of the Southcentral Kentucky Community and Technical College Nominating Commission.

  • Wes Milliken of Bowling Green is an attorney. He replaces Sandra Appling, whose term has expired, and shall serve for a term expiring July 18, 2027.

Appointed Paula Lewis as a Bluegrass Community and Technical College Nominating Commission member.

  • Paula Lewis of Lexington is a community volunteer. She replaces Judith Piazza, whose term has expired, and shall serve for a term expiring July 18, 2027.

Reappointed Gary Wolnitzek as a member of the Kentucky Board of Landscape Architects.

  • Gary Wolnitzek of Villa Hills is a landscape architect at Human Nature Inc. and shall serve for a term expiring Feb.1, 2026.

Reappointed Mickey Hobbs as a member of the Kentucky Board of Cosmetology.

  • Mickey Hobbs of Lexington owns Mickey Inc. and shall serve for a term expiring Feb. 1, 2025.

Appointed J.P. Kelly as a member of the Central Midwest Interstate Low-Level Radioactive Waste Commission.

  • J.P. Kelly of West Paducah is president and CEO of Triangle Enterprises Inc. He replaces Hugh Henry, whose term has expired, and shall serve for a term expiring July 23, 2027.
