Governor appoints leaders to Ky. boards and commissions

FRANKFORT, Ky. — Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has reappointed Candace McGraw and James “Scott” Lusk to the Kentucky Economic Development Partnership.

  • Candace McGraw of Union is CEO of CVG Airport. She represents the 4th Congressional District as a member of the Partnership and will serve for a term expiring Oct. 1, 2026.
  • Scott Lusk of Guston is the owner of The Lusk Group. He represents the state at large as a member of the Partnership and will serve for a term expiring Oct. 1, 2027.

Gov. Beshear has appointed Michael Palmer as a member of the Kentucky 911 Services Board for a term expiring Sept. 6, 2024.

  • Michael Palmer of Maysville is the chief of police at the Maysville Police Department. He represents the Kentucky League of Cities as a member of the Board and replaces Buford Hurley, who has resigned.

Gov. Beshear has appointed Jim Dodds as a member of the Bluegrass State Skills Corporation Board of Directors for a term expiring July 5, 2024.

  • Jim Dodds of Franklin is a contractor at DKL. He replaces Jeff Whitehead, who has resigned.

Gov. Beshear has appointed Derwin Webb, Elzie Burgher, Brianna Neukomm, Valerie Newberg, Sydney Scaggs and Stephanie Borrows as members of the Juvenile Justice Advisory Board.

  • Derwin Webb of Louisville is a circuit court judge. He represents the Circuit Judges Association as a member of the Board and fills a previously vacant position. Judge Webb will serve for a term expiring March 12, 2028.
  • Elzie Burgher of Frankfort is an employee at the Kentucky Department of Juvenile Justice. He represents the Department as a member of the Board and replaces Veronica Koontz, who has resigned. Burgher will serve for the remainder of the unexpired term ending Sept. 15, 2024.
  • Brianna Neukomm of Paducah works in food services. She represents current or former participants in the juvenile justice system as a member of the Board and replaces George Scott, whose term has expired. Neukomm will serve for a term expiring March 19, 2028.
  • Valerie Newberg of Lexington is a litigation assistant at Morgan & Morgan. She represents youth under 24 years of age as a member of the Board and replaces Jontae Minor, whose term has expired. Newberg will serve for a term expiring March 19, 2028.
  • Sydney Scaggs of Independence is a litigation assistant at Adams Law PLLC. She represents youth under 24 years of age as a member of the Board and replaces Isaac Owen, who has resigned. Scaggs shall serve for the reminder of the unexpired term ending Sept. 15, 2024.
  • Stephanie Barrows of Shelbyville is the assistant director of special education at Franklin County Schools. She represents local school district special education administrators as a member of the Board and replaces Michelle Oakley, who resigned and whose term subsequently expired. Barrows shall serve for a term expiring March 19, 2028.

Gov. Beshear has appointed Franklin “Frankie” Huffman to the Technical Advisory Committee on Intellectual and Developmental Disabilities.

  • Frankie Huffman of DeMossville is a volunteer advocate at St. Elizabeth. He fills a previously vacant position on the Committee and represents consumers who participate in residential community Medicaid-waiver programs. Huffman will serve at the pleasure of the Governor
