Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Mark W. Ryles, Joseph B. Parker, and David C. Banks have been appointed as members of the Finance and Administration Architectural Services Selection Committee.

• Mark W. Ryles, of Lexington, is an architect. He will serve for a term expiring March 5, 2019; and
• Joseph B. Parker, of Frankfort, is a retired project manager for Facilities and Financial Services. He will serve for a term expiring March 5, 2019; and
• David C. Banks, of Frankfort, is an architect. He will serve for a term expiring March 5, 2019.

The Finance and Administration Cabinet’s Architectural Services Selection Committee participates in every instance of the Cabinet’s procurement of architectural services.

Phyllis Vincent has been appointed as a member of the Governor’s Scholars Program Board of Directors.

• Dr. Phyllis Vincent, of Frankfort, is a retired teacher. She will serve for a term expiring June 20, 2021.

The Governor’s Scholars Program strives to enhance Kentucky’s next generation of civic and economic leaders and to create models of educational excellence for teachers and students.

Kyle M. Winslow has been appointed as a member of the Executive Branch Ethics Commission.

• Kyle M. Winslow, of Erlanger, is an attorney. He will serve for a term expiring July 14, 2021.

The mission of the Executive Branch Ethics Commission is to promote the ethical conduct of elected officials, officers and other employees in the executive branch of state government. The commission seeks to fulfill its mission through administering a program of training and education on the code of ethics, providing guidance to state employees concerning their ethical conduct, enforcing the provisions of the code of ethics, interpreting the code of ethics through the issuance of advisory opinions, registering executive agency lobbyists and recommending legislation to the General Assembly.

Steve K. Cline has been appointed as a member of the Kentucky Real Estate Commission.

• Steve K. Cline, of Bowling Green, is a realtor. He will represent real estate licensees and serve for a term expiring Oct. 31, 2021.

The Kentucky Real Estate Commission is comprised of five gubernatorial appointees. The Kentucky Real Estate Commission was created to examine, regulate and license real estate brokers and sales associates throughout the state.

Cliff-Ed Irvin has been appointed as a member of the State Board of Auctioneers.

• Cliff-Ed Irvin, of Lancaster, is a realtor and auctioneer. He will serve for a term expiring Oct. 31, 2021.

The State Board of Auctioneers administers the examination, licensure and regulation of auctioneers, apprentice auctioneers, limited livestock auctioneers, limited tobacco auctioneers and auction house operators.

Heather R. Overby has been appointed as a member of the School Facilities Construction Commission.

• Heather R. Overby, of Prospect, is the chief financial officer of the Kentucky Municipal Energy Agency. She will serve for a term expiring Dec. 31, 2018.

The School Facilities Construction Commission is comprised of eight gubernatorial appointees. The Commission was created to help local school districts meet the construction and education technology needs of the Commonwealth.

Karen C. Harbin has been appointed as a member of the Financial Institutions Board.

• Karen C. Harbin, of Frankfort, is president and chief executive officer of Commonwealth Credit Union. She will represent the credit union industry and serve for a term expiring Oct. 10, 2022.

The Financial Institutions Board is an agency within the Environmental and Public Protection Cabinet and is comprised of 12 gubernatorial appointees. The Board is responsible for the licensing, chartering, and regulation of the activities performed by the state chartered/licensed depository and non-depository financial institutions. Additionally, the Board is also in charge of administrating the activities by individuals and firms who sell or provide advice on securities to residents of the Commonwealth.

Robert Joseph Gates has been appointed as a member of the Kentucky Oral History Commission.

• Robert Joseph Gates, of Frankfort, is a retired Kentucky State Folklorist and Buffalo Trace tour guide. He will serve for a term expiring Feb. 15, 2022.

The Kentucky Oral History Commission was created to preserve the life experiences and knowledge of Kentuckians.

Yeshua LaDon Ashworth has been appointed as a member of the Kentucky Board of Prosthetics, Orthotics, and Pedorthics.

• Yeshua LaDon Ashworth, of Lexington, is a prosthetist and orthotist. He will represent licensed orthotist and prosthetists and serve for a term expiring July 1, 2021.

The Kentucky Board of Prosthetics, Orthotics, and Pedorthics regulates and controls the licensing and conduct of orthotics, prosthetics, and pedorthics professionals in the Commonwealth.

Vincent Carman and James Kent Morrison have been appointed as members of the Kentucky Bicycle and Bikeway Commission.

• Vincent Carman, of Radcliff, is an information technology specialist. He will serve for a term expiring Oct. 20, 2022.
• James Kent Morrison, of Ashland, is a food broker. He will serve for a term expiring Oct. 20, 2022.

This Kentucky Bicycle and Bikeway Commission is charged with assisting the Transportation Cabinet in representing the interests of bicyclists and promoting the best interests of the bicycling public.
