In connection with National Infrastructure Week, the National Council for Public-Private Partnerships (NCPPP), the leading association in the field, has announced its inaugural list of the Top P3 Transportation Infrastructure Pioneers.
Among honorees is former state Rep. Leslie Combs, who sponsored Kentucky’s P3 legislation, which after a multi-year effort, passed in 2016.
The Kentucky Chamber worked closely with sponsors Rep. Leslie Combs and Sen. Max Wise to lead the coalition that helped secure the passage of what many now consider the strongest P3 law in the nation.
This week, the Kentucky Chamber will release “A Citizens’ Guide to Infrastructure” which calls for the aggressive use of the state’s new P3 law to leverage private-sector investments to expand and maintain the infrastructure essential to the economic growth of the Commonwealth. There are many possibilities on how states have used P3 to expand public infrastructure and services while saving public resources. Kentucky examples include public universities that have partnered with private firms to build new dormitories and the private financing and operation of a recently opened state office building. These facilities were developed at no cost to taxpayers.
