Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (Aug. 6, 2018) — Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

David Allgood, Paul Hitchcock, Michele Williams, Mark Rothel and Jennifer Ulbricht have been appointed to Commonwealth Council on Developmental Disabilities.

• David Allgood, of Louisville, is director of advocacy for the Center for Accessible Living. He will represent local and non-governmental agencies and private for-profit groups concerned with services for individuals with developmental disabilities and serve for a term expiring July 16, 2021; and,  
• Paul Hitchcock, of Morehead, is a public radio general manager for Morehead State University. He will represent parents or guardians of individuals with developmental disabilities and serve for a term expiring July 16, 2021; and,  
• Michele Williams, of Leitchfield, is a family peer support specialist for Communicare. She will represent parents/guardians of children with developmental disabilities and serve for a term expiring July 16, 2019; and, 
• Mark Rothel, of Lexington, is an advocate for individuals with disabilities. He will represent individuals with developmental disabilities and serve for a term expiring July 16, 2019; and,
• Jennifer Ulbricht, of Paducah, is a community living support worker for Easter Seals of West Kentucky. She will represent parents/guardians of children with developmental disabilities and serve for a term expiring July 16, 2020.

The Commonwealth Council on Developmental Disabilities (CCDD) is a group of Kentucky citizens, appointed by the governor to serve as a leading catalyst for systems change for individuals and families living with developmental disabilities. Members appointed by the governor are self-advocates and family members of self-advocates. Additional members include representatives of state agencies whom serve people with developmental disabilities in Kentucky. CCDD also includes staff that provide support and assurance the work of the Council is complete. CCDD reports annually to the Federal Administration of Community Living.

Taylor Allen Payne has been appointed to the Kentucky Emergency Response Commission.

• Taylor Allen Payne, of Lexington, is an assistant attorney general for the Commonwealth’s Office of the Attorney Genral. He will represent the Office of the Attorney General and serve for a term expiring April 17, 2020.

The Kentucky Emergency Response Commission is charged with developing policies related to the response of state and local governments to releases of hazardous substances and developing standards of planning for these events. It also develops reporting requirements for those who manufacture, use, transfer or store these substances. The group provides information to the public concerning hazardous substances within the communities, develops training requirements and establishes requirements for local governments and covered facilities to exercise plans related to hazardous substance response.

Thomas T. Noland Jr. has been appointed to the Governor’s Scholars Program Board of Directors.

• Thomas T. Noland Jr., of Louisville, is the senior vice president of Humana, Inc. He will serve for a term expiring June 20, 2021.

The Governor’s Scholars Program strives to enhance Kentucky’s next generation of civic and economic leaders and to create models of educational excellence for teachers and students.

Jonathan T. Noe and Donna M. Amburgey have been appointed to the Kentucky Agricultural Finance Corporation Board of Directors.

• Jonathan T. Noe, of Lancaster, is the vice president and chief lending officer for the Central Kentucky Agricultural Credit Association. He will represent farm credit association officers and serve for a term expiring June 26, 2022; and, 
• Donna M. Amburgey, of Mt. Sterling, is a retired marketing and assistant security officer for Whitaker Bank and the co-owner of Amburgey’s Charolais Farm.  She will represent livestock farmers and serve for a term expiring June 26, 2020.

The Kentucky Agricultural Finance Corporation Board of Directors governs the Corporation, which has the directive to improve and promote the health and general welfare of the people of Kentucky through the promotion of agriculture within the commonwealth.

Gregory Allen Thompson, Travis Earl Corder and Faron Blakeman have been appointed to the Kentucky Licensing Board for Specialists in Hearing Instruments.

• Gregory Allen Thompson, of Winchester, is a hearing instrument specialist and owner of Listen Hear LLC. He will represent specialists in hearing instruments and serve for a term expiring July 31, 2022; and
• Travis Earl Corder, of Versailles, is a hearing instrument specialist and owner of Ear Key Hearing Clinic. He will represent specialists in hearing instruments and serve for a term expiring July 31, 2022; and
• Faron Blakeman, of Campbellsville, is a hearing instrument specialist and owner of Better Hearing Centers. He will represent specialists in hearing instruments and serve for a term expiring July 31, 2022.

The Kentucky Licensing Board for Specialists in Hearing Instruments regulates and controls the licensing, conduct and operation of hearing instruments within the commonwealth.
