Gov. Bevin makes appointments to Kentucky boards and commissions

FRANKFORT, Ky. (Aug. 1, 2018) – Gov. Matt Bevin has made the following appointments to Kentucky boards and commissions:

Christi Garner Unker, Connie Cobb, Shamara Jackson and James Ebert have been appointed to the State Libraries, Archives and Records Commission.

• Christi Garner Unker, of La Grange, is a librarian for the Kentucky School for the Blind. She will represent library users with disabilities and serve for a term expiring July 14, 2022.
• Connie Cobb, of Georgetown, is a librarian/media specialist for Clark County High School. She will represent library users at-large and serve for a term expiring July 14, 2022.
• Shamara Jackson, of Lexington, is a records manager with Lexington-Fayette Urban County Government. She will represent library users at-large and serve for a term expiring July 14, 2022.
• James Ebert, of Richmond, is the police chief for the Richmond Police Department. He will represent the Kentucky League of Cities and serve for a term expiring July 14, 2022.

The State Libraries, Archives and Records Commission advises the Kentucky Department for Libraries and Archives (KDLA) on matters relating to archives and records management. The Commission reviews and approves schedules for retention and destruction of records submitted by state and local agencies.

Shara Shaye Page has been appointed to the Kentucky Board of Licensure for Occupational Therapy.

• Shara Shaye Page, of Glasgow, is an occupational therapist and director of rehab for TJ Samson Regional Health. She will represent licensed occupational therapists and serve for a term expiring July 15, 2021.

The Kentucky Board of Licensure for Occupational Therapy regulates and controls the licensing and conduct of occupational therapists within the Commonwealth.

Elisabeth Marie King has been appointed to the Geographic Information Advisory Council.

• Elisabeth Marie King, of Richmond, is MS4 (stormwater) coordinator for the City of Richmond. She will represent the Kentucky League of Cities and serve for a term expiring Sept. 22, 2021.

The Geographic Information Advisory Council advises the executive director of the Commonwealth Office of Technology on issues relating to geographic information and geographic information systems. The Council also establishes and adopts policies and procedures that assist state and local jurisdictions in developing, deploying, and leveraging geographic information resources and geographic information systems technology for the purpose of improving public administration.

Kelli N. Pendleton and James T. Iacocca have been appointed to the Kentucky Commission on Military Affairs.

• Kelli N. Pendleton, of Hopkinsville, is president and CEO of the Christian County Chamber of Commerce. She will represent members at-large and serve for a term expiring July 16, 2022.
• James T. Iacocca, of Fisherville, is president and CEO of the Knox Regional Development Alliance. He will represent members at-large and serve for a term expiring July 16, 2022.

The Kentucky Commission on Military Affairs is an independent agency attached to the Office of the Governor. The Commission serves as the lead advocate for military installations and the related defense economy in the Commonwealth.

Raymond Carcione and Lisa Fath have been appointed to the Kentucky Film Commission.

• Raymond Carcione, of Louisville, is president and owner of Kentucky Chrome Works, LLC. He will serve for a term expiring Sept. 30, 2021.
• Lisa Fath, of Lexington, is a pageant coordinator and real estate agent. She will serve for a term expiring Sept. 30, 2021.

The Kentucky Film Commission promotes the growth of the film, television, and video production industry within the Commonwealth by marketing and promoting Kentucky as a location destination for motion picture productions for the express purpose of economic development. 

Fred Stickle, Scott Kaminsky and Johnny Embry have been appointed to the Kentucky Board of Licensure of Marriage and Family Therapists.

• Dr. Fred Stickle, of Bowling Green, is a professor at Western Kentucky University. He will serve for a term expiring July 15, 2022.
• Scott Kaminsky, of Louisville, is a marriage and family therapist with Access Behavioral Health, Inc. He will serve for a term expiring July 15, 2019.
• Johnny Embry, of Leitchfield, is an entrepreneur with a degree in pastoral counseling. He will serve for a term expiring July 15, 2022.

The Kentucky Board of Licensure of Marriage and Family Therapists regulates marriage and family therapist licenses and ensures that all licensed marriage and family therapists in Kentucky practice within the state’s code of conduct for practicing therapy.

Kevin E. Neal, Robbie Smither, Ashley Powell and Tracey Park have been appointed to the Kentucky Board of Emergency Medical Services.

• Kevin E. Neal, of Benton, is the Judge/Executive of Marshall County. He will represent County Judge/Executives and serve for a term expiring Sept. 19, 2021.
• Robbie Smither, of Shelbyville, is a paramedic with Procarent/Yellow Ambulance. He will represent first responders and serve for a term expiring Sept. 19, 2021.
• Ashley Powell, of Eubank, is a paramedic and executive director of Lincoln County EMS. He will represent basic life support, licensed Class 1 ambulance service administrators, and serve a term expiring Sept. 19, 2019.
• Tracey Park, of Eminence, is a registered nurse and staff member of the Governor’s Office of Agriculture Policy. She will represent citizens at-large and serve for a term expiring Sept. 19, 2019.

The Kentucky Board of Emergency Medical Services is charged with regulating EMS licenses and ensuring all licensed and certified EMS workers in Kentucky practice within the state’s code of conduct for emergency services.

Jon Park, James Claypool and Betsy Kuster have been appointed to the Kentucky Heritage Council.

• Jon Park, of Eminence, is director of constituent services for the Governor’s Office. He will serve for a term expiring Aug. 6, 2022.
• Dr. James Claypool, of Park Hills, is a retired college history professor. He will serve for a term expiring Aug. 6, 2022.
• Betsy Kuster, of Paris, is a farmer. She will serve for a term expiring Aug. 6, 2022.

The Kentucky Heritage Council is dedicated to the preservation and protection of the Commonwealth’s heritage. The Council reviews and recommends projects, encourages, coordinates, and promotes historic preservation programs, and maintains an inventory of historic buildings throughout the state. 

Jack Stickney, Christopher Scott and Jeffrey Stringer have been appointed to the Forestry Best Management Practices Board.

• Jack Stickney, of Irvine, is a farmer and senior geologist for the Kentucky Rural Water Association. He will represent at-large woodland owners and serve for a term expiring April 22, 2022.
• Christopher Scott, of Bowling Green, is a forest ranger technician with the Kentucky Division of Forestry. He will represent the Kentucky Division of Forestry and serve for a term expiring April 22, 2019.
• Dr. Jeffrey Stringer, of Lexington, is a professor at the University of Kentucky. He will represent the UK Department of Forestry and serve for a term expiring April 22, 2022.

The Forestry Best Management Practices Board updates Kentucky’s forest practice guidelines for water quality management and the Division of Forestry’s administrative regulations regarding timber harvesting operations. 

Melanie Ann Story and Lindsay Villalobos have been appointed to the Pharmacy and Therapeutics Advisory Committee.

• Dr. Melanie Ann Story, of Simpsonville, is a family physician with Genesis 1 Health. She will represent family practice physicians and serve for a term expiring Nov. 15, 2020.
• Dr. Lindsay Villalobos, of Lexington, is a clinical pharmacist with University of Kentucky Healthcare. She will represent practicing pharmacists and serve for a term expiring Nov. 15, 2020.

The Pharmacy and Therapeutics Advisory Committee advises the Governor, the Secretary of the Cabinet for Health and Family Services and the Commissioner of the Department for Medicaid Services on development and administration of an outpatient drug formulary. 

James Bradford Schwandt has been appointed to the Kentucky Airport Zoning Commission. 

• James Bradford Schwandt, of Louisville, is director of aircraft maintenance for UPS. He will serve for a term expiring Aug. 8, 2022.

The Kentucky Airport Zoning Commission issues the orders, rules and regulations pertaining to use of land within and around all military and public-use airports, heliports and seaplanes bases in the Commonwealth—and all state-licensed, private-use airports which have a paved runway in excess of 2,900 feet—to promote the public interest and protect and encourage the proper use of the airports and their facilities.
